Report 34 New Polio Cases
Sacramento (WNS)—New cases in California last week were taled 34, according to a report sued today by the State Department of Health.
The cases were reported from the following counties:
Contra Costa, 3; Fresno, Humboldt, 1; Los Angeles, Marin, 1; Sacramento, 2; Bernardino, 2; San Diego, 3; Santa Barbara, 1.
Communicable diseases, the port indicated, dropped off during the week, with only 459 cases mumps, 433 measles, and chickenpox reported to the department.
ANAHEIM PLUMBERS APPLY FOR LICENSE
Sacramento, (WNS) — R. Quast, and P. W. Boettcher, all 306 North Los Angeles street Anaheim, have qualified for plumbing contractor's license, contractors state license board announced.
The licensees will receive license in 10 days providing they has been no written protest against issuance during that time.
The chemical designation the element plutonium, an ingredient of the atom bomb, is Pu.

The Governor was knee-deep in legislative enactments to sign or pocket-veto and did not expect to clear his deesk of the bills before the end of the signing period which is 30 days after legislative adjournment: Said he hoped assemblyman Randal Dickey's anti-pollution bills were in shape to sign, but that he was giving them thorough study before affixing his signature to the compromised measures; stated he regretted the fact the legislature did not provide a combination lay and legislative commission to study governmental reorganization, which has not been effected on an overall basis since the days of Governor C. C. Young in 1927; visited Friant dam for the opening of the Friant-Kern canal, and then took off for Santa Monica to spend the weekend with his vacationing family; announced he would sign the bill calling for a special election on school bonds.
The Legislature: There were a few weary solons cleaning up loose ends around the capitol, but for the most part, the senators and assemblymen had left Sacramento after a six-month, longest legislative session in the history of the state; the legislative bill room mailed out piles of histories, journals and bills for check-ups by legislators and lay interests on the accomplishments of the solons.

Consider 17 New Superior Court Judgeships
Sacramento (WNS)—The creation of 17 new Superior Court judgeships in 12 California counties is under consideration by Governor Earl Warren this week.
Measures to add new superior court departments in Los Angeles, San Francisco, Fresno, San Mateo, Marin, Santa Clara, Monterey, Humboldt, San Diego, Riverside, Stanislaus and Sacramento counties were passed by the legislature and are now before the governor.
Los Angeles will receive five new judges and San Francisco will gain two. Other counties each receive one.
The governor must make the appointments by October 10. In the past Governor Warren has adopted a policy of submitting his selections for superior court judgeships to the State Bar Association for approval.

Governor Signs Orange County Water Measures
Sacramento, (WNS)—Governor Warren has signed two measures affecting the Orange County Water District.
The first, S.B. 509 by Senator Clyde Watson, excludes certain properties from the boundaries of the District, and provides such exclusion shall be from the effective date of the bill, which is immediately, as it is an urgency measure.
Procedure is established for further exclusions and annexation to the Metropolitan district.
The Governor was advised the purpose of the act is to exclude certain cities of the Metropolitan Water District from the Orange County District, as the Metropolitan has taken the position it will not agree to sell water to the Orange County District as long as cities which are members of Metropolitan are included in the county district.
Signature of the Governor on the bill opens the way for purchase of the water.
The second bill, SB 1394, also by Senator Watson, affects procedural matters pertaining to the directors and operation of the district.
Mr. and Mrs. Fred Clemons, 744 North Sabina street, Anaheim, have returned from a six weeks vacation trip. The local couple visited friends and relatives in Pennsylvania and in New York.
Revoke Charter Of 52-20 Club
Another deadline in benefits veterans comes July 25th with the expiration of Readjustment Allowance for unemployment self-employment. This is so times known as the "52-20" benefit because of the 52 weeks payments at $20 a week.
There are veterans who will eligible to receive the benefit yond July 25, 1949. The Veteran Administration regulation requires "The rate for unemployment $20 a week less any weekly wage received in excess of $3. Week unemployment must occur later than two years after charge, or two years after July 1947, whichever is later. Fifty-weeks maximum depending length of service. Self-employed veterans may receive different between net earnings and per month."
Requirements are: "Active vice between September 17, and July 25, 1947. Must have days service, unless discharged sooner for line of duty disability Discharge must be under one than dishonorable conditions."
Veterans apply for this benefit at any U. S. or State Employm office.

Governor Okehs Supt. of Schools Salary Increase
Sacromento (WNS)—Governor Warren has signed a bill which increases the salary of the County Superintendent of Schools in Orange county from $8,400 to $9,000 annually.
The measure was presented to the legislature by Senator Clyde Watson, of Orange county.
Too Bad
Graduation day is over in most colleges, universities and public schools throughout the country. The college presidents and professors report that 350,000 graduates who have received diplomas this year are looking for jobs. Twenty-five to fifty per cent of the graduates will not make the grade.
The tough part of the story is that new college graduates will need an average pay of $250 a month in order to "face the music" and go ahead. It's a troublesome condition.

Freight Rate Differential Is Threatened
Redlands, July 14.—The California-Arizona citrus industry must maintain the differential between the freight rate on citrus fruits from Florida to the Eastern markets and from California to the same destinations, according to Wright E. Toalson, traffic manager of Mutual Orange Distributors.
The recent proposal of the Southern Freight Association drastically reducing rates on Florida citrus, as well as providing free refrigeration service, will make the cost of shipping California fruit into Chicago, for example, 68% greater than the cost of shipping a box of Florida fruit to the same market. The present differential between the two states is 29 per cent.
Down To $1 a Box
The proposed reduction in freight rates on Florida citrus would bring the cost down to $1.00 a box, whereas the cost of a box of California fruit into the same market is $1.68 with refrigeration. This $1.00 per box cost of Florida fruit approximates the rate charged by trucking companies hauling out of Lake Wales to Chicago, it is said.
If the present differential of 29 per cent between the rates on California citrus and Florida citrus into the Chicago market is to be maintained in face of a reduction to $1.00 a box in the rate for Florida fruit, the rate on California fruit must be reduced to $1.29 with refrigeration.

Protest Action
Toalson has written letters of protest to the traffic managers of the various railroads and calls attention to the fact that historically California has been constantly losing ground to Florida, just as one football team might lose to another on every exchange of punts. Each increase in rates has been percentage-wise, whereas each reduction in rates has been flat. This has worked to the advantage of Florida shippers.
Urges Carriers
After outlining the statistical data supporting his protest, Toalson concludes his letter as follows:
"The industry sincerely hopes that the Trans-Continental carriers have vision enough to grasp the importance of the California-Florida market relationships being not further disturbed. We have always been fundamentally 'rail-minded' and we likewise recognize the importance of maintaining a strong and economically sound rail system under private control, but we naturally are first concerned with the continued existence of the California citrus industry which would be confronted with chaos should the California citrus grower not be granted a percentage-wise similar reduction to the one proposed for Florida."

They were not there to express thanks for the good business since the war.
They were there because, back in 1929, the two GM executives originated and executed an idea which helped these dealers establish themselves in business. Messrs. Sloan and Brown held at that time that the efficient distribution of cars and trucks was as important as the styling, engineering and manufacturing. They wanted the right dealer in the right location at the right time. However, it was noted that some prospective dealers were long on ability but short on capital. So, Messrs. Sloan and Brown established the Motors Holding Division of GM, with an original revolving fund of $1,000,000 to co-invest in such dealerships. The dealers were to repay from profits.
All of those dealers at the dinner had obtained their "diplomas" by repaying in full, and had become independent and successful businessmen. They recognized that without GM's financial aid, they would not have been there. GM realized that, without its great dealer organization, it would have no retail outlets. The theme of the meeting was expressed on a banner behind the speakers: "We All Did It—Together."
And what has gone on between General Motors and its dealers is typical of the relationships between countless other "big" and "little" businesses. It represents the real strength of our diplomatic industrial system.
