Assembly Strikes At Medical Fee 'Kick Back' System
Sacramento, (WNS)—The state legislature has struck out against the fee "kick back" system among doctors.
The assembly passed and sent to the governor for signature, a bill which makes a doctor liable to the loss of his license if found either giving or receiving rebates from other practitioners for service not actually performed. Senator Hugh M. Burns, Fresno, authored the measure.
In a second bill also drafted by Burns, the assembly approved the imposition of $1,500 fine or six months in a county jail on unlicensed "quack" practitioners. Present law prescribes no fine or jail sentence for violation of the law. A further restriction forbids unlicensed practitioners from using the term "Dr." in any advertising.
Mrs. Peckinpaugh Taken by Death
Funeral services for Mrs. Susan Alice Peckinpaugh, 91, who died early Sunday at the Florence Nightingale Rest Home in Orange after an extended illness, were conducted at Hilgenfeld chapel Tuesday morning at 10:30 o'clock, with the Rev. Willis M. Whitaker, pastor of the Orange Christian church, officiating.
A native of Missouri, Mrs. Peckinpaugh had been a resident of California for 22 years of which she had spent the past 20 years in Orange county. She was a member of the Christian church in Orange.
Surviving are two daughters, Mrs. O. L. Cully of Orange and Mrs. Edward Wade of Oak, Nebraska; three sons, Everett I., of
Assembly Refuses School Hot Lunch Program
Sacramento, (WNS)—The Assembly has refused to vote an appropriation to match federal funds which would provide for hot lunches for school children.
The provision for the matching money was in a bill by assemblyman Joe Lewis, of Kern county, who sought to withdraw his measure from committee.
The assembly refused, 34 to 25, to withdraw the measure for consideration on the floor.

Optimists Back From Conclave
Anaheim Optimist club representatives, president Walt Gooden and his wife and C. O. Garshwiler, secretary-treasurer, returned home Monday after attending the thirty-first convention of Optimists International, Wednesday through Saturday in San Francisco.
Conceded by the local spokesmen to be one of the biggest conclaves the organization ever held, a total of 1852 delegates were present representing every state in this country and every province in Canada.
Headquarters for the conventioners was the Palace Hotel while the ball was held in the gold and terrace rooms of the Fairmont Hotel.
The conclave was opened with a welcome speech by the Honorable Mayor Elmer E. Robinson of San Francisco. The response was given by Milton C. Morris, retiring president of Optimists International. Frank Steinko of Washington, D. C., was elected president and Dr. E. C. Spires of San Pedro, past governor of the fourteenth district was named western regional vice-president.
Resolutions
In a resolution passed by the gathering it was decided to call upon President Harry Truman and Congress to enact into effective legislation the recommendations of the Hoover committee on waste in inefficiency.
It was also resolved by the Optimists to pledge support to all other civic and service organizations to combat subversive influences in the United States.
Convention highlights included dinner and entertainment by the China Town club of Optimists International in the Bay City. Personally conducted tours were...

A performance by the St. Mary's Girls Drum Corps, one of the most colorful musical organizations in China Town, also was enjoyed.

Special entertainment for wives of visiting dignataries was provided by the Opti-Mrs. organization of the Bay City. The women enjoyed tours of the city, a luncheon at Hotel Claremont in Berkeley, a Queen for A Day Radio Show dedicated to Opti-Mrs. and a meeting at St. Francis Drake hotel in San Francisco.
A California youth took top honors when competing with 23 other district winners for the three-Optimist speech contest scholarships. Ernest Sevier of Redwood City, California, won the $500 first prize scholarship to the college of his choice while two other boys were awarded $300 and $200 scholarships/respectively.
Bernie Koster, lieutenant governor of the fourteenth district, headed the representatives from the various Orange county clubs at the convention.

Anaheim Optimists will hear a talk on crime prevention by Deputy Ralph Glavin of the Los Angeles sheriff department during the regular dinner meeting tonight (Thursday) at Mother's Kitchen, this city.
