State Assembly Moves To Stamp Out 'Quack', Psuedo Mental Healers By EARL G. WATERS Western News Service Sacramento, June 19 (WNS)—One of the most cruel and vicious of practices being worked upon the public in California may soon be stamped out if legislation now before the state assembly is adopted. This is the quackery of the psuedo mental healers. Throughtout the state this racket is flourishing with hundreds of self-styled "psychologists" misfaking unsuspecting persons of thousands, of dollars annually for "treatment" which often results in serious damage to the individuals. A senate interim committee headed by Senator Hugh M. Burns of Fresno found these so-called mental experts to be striking at "the very cornerstone of our society" because many of them claim ability to counsel persons in family relations and marital problems. Others claim to be experts in child guidance and vocational and educational counseling, but the committee found the most dangerous to be those who attempt to diagnose and treat the mentally ill or those who believe they are mentally sick. In these instances the committee found that often such treatment resulted in mental setbacks which would take qualified psychiatrists years to overcome whereas competent treatment to begin with would have minimized the need for care. The current emphasis on the need for an improved state mental hospital program has apparently been a boom to the quack mental healers: Benefitting by the widespread attention given to the problem and the total of patients now being treated by the state exceeds 30,000. While, in the opinion of Dr. Lawrence Kolb, state deputy director of mental hospitals, the psuedo mental healers are not a contributing factor to the mental hospital population growths, but the practice of psychology and psychiatry by unqualified persons does not help matters. Senator Fred Kraft of San Diego, following the pattern established by that city, proposed legislation to prohibit the practice of psychiatry and related subjects by unlicensed persons. The southern California city adopted a strict ordinance regulating such practices after a campaign by the crusading San Diego Journal had exposed the viciousness of the racket. The Kraft proposal was accepted by Senator Burns as part of a measure he had sponsored and the bill (SB 797) was approved by the senate and is now under consideration in the lower house.
