Falk, first vice-president of the California State Chamber of Commerce, advised that organization's directors in a current report of economic conditions. April and early May business activity showed some seasonal increases over preceding months, but deflationary forces remained predominant, according to the report. Continued efforts by business firms were being made to reduce inventories, shorten buying commitment and cut expenses in the face of gradually declining prices. "Mid-April preliminary estimates of total California employment were 3,940,000. Unemployment in April dropped to 490,000" Falk declared. In April, 1949 some 363,000 were unemployed. Migration to California and other new job-seekers added to the state's labor force accounted for a major portion of the 127,000 increase in unemployment, rather than any large drop in California employment levels. Individual incomes—including wages and salaries—continued somewhat higher than a year ago, but were lower than in the last 1948 quarter. Since Easter, department store sales ranged 2 to 10 percent below last year's dollar volume. April bank debts totalled practically the same total volume of financial transactions. LEGAL NOTICES (Pub. Since Easter, department store sales ranged 2 to 10 percent below last year's dollar volume. April bank debts totalled practically the same total volume of financial transactions as in April 1948. "California manufacturing employment's slight raise to about 697,000 as of mid-April was entirely due to seasonal upturn in canning, lumbering, and clay and glass industries—all other manufacturing industries continued curtailing activity. Excepting in aircraft, automobile assembly and steel plants, durable goods industries were below last year's employment levels. "Construction employment rose in April to about 7 percent below April, 1948 employment. Value of April building permits issued in principal cities—$92,754,000—were about 21 percent less than in April last year. "Despite the abnormally cold winter, normal to heavy yields are forecast for deciduous fruits, nuts and grapes, except apricots and prunes. The freeze will cut the current year's orange crop to 33,000,000 boxes compared to a 50,000,000-box average over the preceding four years. Lemons and grapefruit also show small yields. "Field crop average and prospective yields are larger than a year ago, except for sugar beets, beans and potatoes. Increased cotton acreage indicates production over 1,100,000 bales, compared to 967,000 bales last year. "Vegetable marketings in the last four-months have been below the same 1948 period, with prices averaging slightly higher. High prices for early lettuce were followed by a severe slump in recent weeks, due to delayed harvest season and over-lapping shipments. "April's unusually dry and warm weather has deteriorated unirrigated pastures and range. Most surface-applied irrigation areas have satisfactory water supplies, but localities dependent upon pumping from underground have lowered water tables. "Although gross farm income this season is somewhat larger than a year ago, the net income for California's agriculture is unusually spotted. Some areas and some farmers have marketed good yields at satisfactory prices, but creditors accounted for a major portion of the 127,000 increase in unemployment, rather than any large drop in California employment levels.
