Wood amendment substituted for its original wording, was adopted by roll call 217 to 203. Mr. Marcan-tonio demanded an engrossed copy, a procedure which delays action one day. Incidentally, Mr. Marcan-tonio offered the only amendment which resembled the campaign promises of the Administration; it received only 37 votes.
We met Wednesday noon. Under the rule, the minority is given the motion to recommit. This protects a minority; another feature of the Republic. A committee member makes it, or the leadership indicates the member to make it. A California Republican, I am sorry to report, without consulting the Republican leadership, asked for recognition, and was recognized, to make the motion to recommit, indicating a previous understanding with the Democratic leadership, and thus meeting the letter of the rule, if not the spirit. The vote was 212 to 209, to recommit. Close! Men on both sides, and of both parties, took chances of defeat, in defense of the principle of this government that the Representative, on the Floor, knows what the situation is, and the wording of any bill, and therefore what is best to do about the vote. When pressure groups destroy that, they destroy the Republic.
As things stand, the T-H Act is still the law. There is no bill before the House. Mr. Wood has introduced his amendment, as adopted by the House, as a new bill. The Senate may bring out a bill. The chances of house committee action on any bill in the near future are remote. The chairman could hardly risk another attempt to force out a bill without hearings. On Friday, the Administration suddenly reversed its position and brought in a "substitute" for the Wood amendment which included the injunction process and other details not desired by those who supported the Lesinski-administration bill. The Administration had now been on both sides of the argument, which I hope union members will note, and was about to get on a third side, if that is possible.
The Administration "quickie" (the Sims amendment) was rejected 183 to 211. The Wood amendment, with its changes, was adopted 210 to 196. Since there are only 171 Republicans, if all of us are well, and present, the bi-partisan vote is evident. The house recessed. Some of the members had to go to New York! Men and women, who had come to Washington to lobby, or to watch the bill's progress, had to pay another week-end's expenses. There was plenty of pressure.

OK Salary Increase For County School Superintendent
Sacramento, (WNS)—An increase from the present $8,400 to $9,000 in the salary of the Orange County Superintendent of Schools was voted by the Senate on Tuesday.
Senator Clyde Watson of Orange county said he had sponsored the measure providing for the increase at the request of the Orange County Board of Supervisors.
