Committee OK for $400 Million Aid To Public Schools Sacramento, (WNS)—A proposal to raise $400 million in state aid for construction of public schools through the issuance of bonds had been given tentative approval here by the Senate Education committee. The committee voted last Friday in favor of a constitutional amendment sponsored by Senator Nelson Dilworth which, if adopted by the people would authorize the bond issue. At the same time the committee put over for further study a second Dilworth measure outlining a formula for granting state funds to local school districts for construction purposes. Also approved by the committee was the proposal of assemblyman Ralph C. Dills to increase teachers' retirement benefits and reduce the retirement age from 63 to 60. Dills said the estimated cost to the state of reducing the age would amount to approximately $400,000 annually. He said it would result in attracting more and better teachers to the profession and warned if action is not taken to get more your people interested in the profession "California will be faced with an impossible teacher shortage by 1952." California Last Week (Western News Service) The Governor: Compromised on his original demand for a $300 ceiling on high interest rates for loan companies, and indicated he would accept a $500 ceiling, which officers of the corporation commission said would add approximately $1,000,000 annually to the bill of the necessitous borrower. The loan companies asked for a $750 ceiling, declared that the procedure was suggested by some legislators of taking capital outlay out of the budget and putting it in special appropriation bills would "do no one any good and no especial harm," as the state would spend the money anyhow; stated "serious attention" should be given an abatement act for gaming establishments, which the assembly public morals committee refused to pass out. The Legislature: Went through another week of small accomplishment on major issues, with the governor's billion dollar plus budget still in assembly ways and means and senate finance committee, but expected on the floor of the house soon. Chairman Marvin Sherwin of the house ways and means committee said that "all it needs now is 13 votes to it out of committee." When budget hits the floor, it is a series of amendments will introduced, representing attempts to restore or increase allotment for "pet measures." When budget is out of the road, the maining big issue will be rev bills for the ensuing year.
