Audio-Visual Education Offered as Partial Solution to State’s Acute Public Schools Headache by Dunn

Sacramento (WNS)—Audio-visual education, a comparatively new field in public education, may, at least partially, be the answer to this state's terrific public schools headache.
The problem of what to do for public education is still the most important issue before this session of the legislature. To date the legislature has been dilly-dallying with minor issues which have been blown-up to obscure the real problems to be solved. Such things as slot machines, small loans, off-track wagering and midnight closing for bars, are relatively unimportant compared to the public schools.
In a voluminous and comprehensive report assemblyman Francis Dunn, Jr., of Alameda county, has presented to the legislature the findings of an interim committee on public education.
Perhaps, because the report has just been submitted the legislature cannot be accused of delaying action on the problem. Various members have been at work attempting to find legislation to help meet the needs of the schools and two key measures are currently under consideration.
In the first, Senator Nelson Dilworth of Riverside county has secured committee approval of a proposal to authorize the issuance of general obligation bonds totaling $400 million to be used it, aid ing the construction of new classrooms sorely needed in many school districts. The second measure is Assemblyman Dunn's own measure seeking to more equally carry out its function of equalizing tax assessments throughout the state, difficulty is encountered in making such apportionments. Likewise, the districts are weakened because of the failure of local authorities to readjust assessed valuations to the times. The result has been a shifting of costs from local districts to the state.
The report, packed full of pertinent data on the school problem, makes the significant observation that to reduce the number of pupils in each class throughout the state by one would cost a total of $5½ million annually in teachers salaries alone.
Conversely, each increase of one pupil per class throughout the state would reflect a saving of approximately that amount.
The conclusions drawn from the report are concisely that millions which the districts do not have and which the state can ill-afford are needed to finance adequate school housing to meet the population growths. That having the housing the local districts will not, on the present basis be able to amply staff the schools.
This is the point at which audio-visual education enters the picture. Through this new method ofogy, 1 A-B, and sociology 3 A-B.
Summer high school presents algebra, plane geometry, civics, U.S. history, Story of the Nations, English 2 and 3, shorthand, typing and chemistry.
College courses new to the summer curriculum this year, according to Pray, are principles of acting with George Archambeault as instructor, and the speech coures instructed by Denver Garner, popular FJC teacher.
Pray stated that, "It is to a student's advantage to make a preliminary enrollment by simply addressing a letter or post card to the Fullerton Junior College Summer Session, care of Director of the Adult Education Program stating the courses desired."

A brief summary of the school problem as reflected by the Dunn committee report might be stated as follows:
1. School Housing. The tremendous increase in population during the past few years and the rapid growth of residential communities and expansion of all communities has left the schools badly overcrowded.
2. Dollar Value. While 249 per cent more is being spent today on education than before the war, the actual increase in educational costs deducting increases due to population gains and inflation amounts to only 3.1 per cent.
3. Teacher Shortage. Class sizes have grown due to classroom shortages as well as a lack of teachers. Two factors attribute to the teaching shortage. One is the failure of the profession to attract enough persons and secondly the lack of school districts ability to pay for the necessary number by pre-war standards if they were available.
4. Assessment Inequalities. Many districts are taxing to the maximum permitted and have also bonded to the limit in their efforts to meet the needs. Ability of school districts to construct schools and maintain them is based on assessed valuation of tangible property. State funds are apportioned to the districts on the basis of assessed valuation. Because the state board of equalization has failed to proximately that amount.

This is the point at which audiovisual education enters the picture. Through this new method of teaching larger groups can be taught thus reducing the number of teachers needed with substantial savings reflected.
The Dunn report devotes an entire chapter to this phase and makes the observation that "one of the major reasons for the growing cost of education is the fact that teaching has remained fundamentally a personal service in an age when the productivity of almost every other line of endeavor has been materially increased by mechanization."
Also pointed out is the fact that "were it possible to supply the number of teachers our school system needs to meet present and future enrollment, the added cost to the state and local taxpayers to pay for these additional teachers would be enormous."
Summer School Schedule Given
Registration dates for Fullerton Junior college and union high school summer sessions and the list of courses offered, to begin June 27, were announced this week by Walter Pray, director.
Twenty-eight courses will be featured at college level and nine at high school level. These courses vary in length from three to eight weeks.
Registration will be held Monday, June 20, through Friday, June 27, from 1 to 9 p.m.
Courses giving junior college credit include elements of accounting, stenography, typing, English 1 A-B, English 60, principles of acting, speech, Spanish, anatomy, foods and nutrition, botany, zoology, math D and C, 3 A-B, 4 A-B; chemistry 1A, 2B-2, 8 and 9; physics 2 A-B, 3 A-B; history 1 A-B, 27; political science, 1-2; psychol-

Men without prior service may choose Airborne Unassigned, the Far East Command, and the Regular Army Unassigned. This gives the soldier a chance to visit some of those "faraway" places.
Men who do not express a choice will receive assignment on completion of their basic training...or if a vet, will be assigned on reporting to their initial station.

If you would like to see the estimated percentages of the different sizes in this years crop here they are: 150s .24; 176s .86; 200s 2.58; 220s 6.78; 252s 16.47; 288s 24.07; 344s 19.92; 392s 11.26; 420s 6.97; 490s 9.98. These percentages are based upon the entire crop and when the juice fruit is eliminated they will change somewhat—but not much. What sort of fruit would you like to buy if you lived in the east? That's right, 252s and larger. Most of us here would not even look at 73 per cent of the crop. We don't like the 288s and smaller. For more reasons than one.

It has been rumored that the late presidential candidate, Henry Wallace, likes to fish as well as he likes to throw the boomerang (Kelsey has another name for this one) and may show up in the high Sierra fishing grounds. We suspect that Bill wanted to get there first to get entrenched so he could help Henry commune with nature. What could be sweeter than to see Bill and Henry out there fishing and talking over world problems? Not even Utopia.
Elementary Dental Health Program Set
Both public and private Anaheim elementary schools will participate in a month-long dental health project to be launched next October, it was announced during the regular meeting of the Anaheim elementary school board of trustees, Tuesday night in the Fremont board room.
Numerous members of the Orange County Dental Association, working in conjunction with school authorities will assist in the program. They will present to teachers the fundamentals of dental hygiene and explain proper dental care as well as stimulate realization of the need for prompt dental attention.
On each Wednesday in October following the close of the school day, four lectures will be given. Planning to attend are teachers from schools in the Anaheim elementary district and instructors from the Zion Lutheran and Catholic institutions.
It was reported that thorough examinations of children will also be made.
Cooperation of parents will be asked as instructions in dietetics as concerned with dental health are given. Parents will be urged to provide children with proper foods.
Following other routine business, the board announced that no bids had been received for the purchase of the La Palma school property, and that the intention to sell the land was tabled temporarily due to the possibility the city council might elect to purchase the site for city use.

Similar installations at Long Beach and other southland cities will be investigated, the board decided.
