In his proclamation, the governor warned that cancer fatalities were still on the increase, but struck a note of optism concerning the vast research program sponsored by the American Cancer Society to track down causes and possible cure of cancer. The month-long cancer drive, which begins April 1, will seek to raise $1,050,253 as California's share of a nationwide goal of $14,500,000 to combat cancer on the three levels of research, education and service. Oler, Anaheim Toastmaster. discussed "My Trip Back for seven minutes while older, local tax accountant, an illuminating seven-minnect "Tax-Oh-Mania." The six-minute speech by was entitled "A Day I Relucted" Louis Taylor of Anadiscussed "Our Great Direct Subsidy For Citrus Is Grower Favored (Continued from page 1) there would be no subsidy payment, since the final average price would be 40 cents per standard packed box equivalent above the support level." Tables were offered showing that the total value of all crops qualifying for price support was, in round numbers, 13 billion dollars in 1948, and that this figure represented 67.1 per cent of the total value of all U.S. crops which, in 1948, was found to be around 19½ billion dollars. Referring to the contention that there would be a tremendous extension of Federal control over the citrus industry—control that the industry would have to grant qualify for price support—Russel declared the law provides that the conditions of eligibility with which agriculture must comply relate to acreage allotments, production goals, or marketing practices. Though some growers support the idea of seeking aid from the Commodity Credit Corporation, through non-recourse loans or crop purchase operations, Russel contends that the Commodity Credit Corporation is not legally authorized to support perishable crops, including citrus. This program in no way prejudices support of various proposals for amendments to existing legislation which will be of great aid to the marketing of our crops. Briefly these are: (1) Funds collected pursuant to Section 32 of the Act of August 24, 1935, shall be used only for support price operations and may not be drawn upon for School Lunch programs or other expenses. Recommend "Little Hoover Commission" The following article from the March issue of "California—Magazine of the Pacific," written by James Mussatti, general manager of the California state chamber of commerce is reprinted here for the interest of our readers. California's legislature should not adjourn without creating a Commission on the Organization of State Government. This commission should be charged with the responsibility of studying, analyzing and prescribing ways and means of developing economy, efficiency and improved service in the transaction of public business in the departments, bureaus, agencies, boards, commissions, offices and other instrumentalities of State Government. There has been too much muck-raking, fault-finding and criticism of state expenditures, without anyone possessing the necessary information upon which to base a considered judgment. What is needed is a non-partisan and non-political examination of the practices, usages and activities of our state government. We believe that the commission should be made up of both legislators and citizens, and staffed with competent authorities and experts. Duties Outlined It should be the duty of the commission to develop measure- and Anaheim preliminary break-off meeting included at Jim Johnston and memL. Beedon, Paul P. PrenE. Woody, D. H. Tibbals L.
