REVISED ANGLEING RULES REDUCE OCEAN BAG LIMITS
California revised angling regulations are now in effect and the State Division of Fish and Game today issued a reminder to sportsmen of the reduced bag limit on ocean fish, and a closed season on black bass and sunfish in northern California.
The taking of all fish in fresh water north of Mono, Madera, Fresno, Kings and San Luis Obispo counties, except Clear Lake, of California needs two water conduits for every one we now have; two trees where one grew before; two blades of grass where there is now but one."
40 Million Acres
He gave these highlights of forest resources in the state:
Of California's total of 100 million acres of land, 46 million acres are "forest land" in a broad sense. Some of it grows fine timber; some is unproductive because of fire or past abuse; some is brush land, valuable for watershed. About 20 million acres are in the 18 national forests; 22 million acres in private ownership; the rest in state forests and parks, national parks, etc.
The one fifth of California in the national forests supplies one-half of the state's water supply, 92 percent of its hydro-electric power, forage for six per cent of its cattle and sheep, a habitat for game fish, and outdoor recreation for five million or more people annually.
California has 16 million acres of saw-timber land. Half of this is in national forests, half in private ownership. But only one-fifth of the annual timber cut comes from the national forests, where cutting is done for a sustained yield. Four-fifths come from private timber, which is being cut faster than it is growing.
For action to conserve and develop California's forest resources, Regional Forester Thompson gave two main points:
1. As individuals, prevent forest fires by using care with matches, tobacco butts, campfires and brush-burning on forest lands; avoid polluting streams; dispose of refuse when breaking camp.
2. As citizens and land managers, support and implement programs for achieving a sustained yield of water, timber and livestock forage, and preservation of outdoor recreation areas.
Saw-Timber Declining
One such program, he said, is the forest conservation program advocated by the U.S. Forest Service as the result of a nation-wide forest reappraisal recently completed. The reappraisal showed that America's sawtimber supply is declining because the annual loss (the total of the annual cut and the natural losses from fire and tree disease) is 50 per cent greater than the annual growth. Superior species are dwindling.
The program calls for cooperation of Federal, State and local governments, private owners and interested agencies, and would require new legislation. It has three
Ocean Bag Limits
California revised angling regulations are now in effect and the State Division of Fish and Game today issued a reminder to sportsmen of the reduced bag limit on ocean fish, and a closed season on black bass and sunfish in northern California.
The taking of all fish in fresh water north of Mono, Madera, Fresno, Kings and San Luis Obispo counties, except Clear Lake and the southern portions of the state, is banned during March and April with the exception of striped bass, catfish and shad.
New regulations of the State Fish and Game Commission call for reduced bag limits of from ten to five black bass and inauguration of a daily bag limit of 50 sealiops and 15 rockfish.
Night fishing for catfish in Siskiyou, Shasta and Modoc counties became legal March 1.
In the ocean species, a bag limit of ten fish was set on the following: Bluefin tuna, yellowfin tuna, skipjack, yellowtail, marlin, broadbill swordfish, black sea bass, albacore, barracuda, white sea bass, bonito, rock bass, kelp bass, California halibut, California corbina, yellowfin croaker, spotfin croaker, ling cod, and cabezon.
No more than two of a total daily bag limit may be marlin, broadbill swordfish, or black sea bass.
The division states season for abalone runs from March 16 to January 14 with a bag limit of five. Minimum size for red abalones is seven inches, green 6¼ inches, pink six inches, and black five inches. These may not be possessed out of the shell and a fishing license is required.

Vets Must File For Property Tax Exemption
With the annual filing period for tax exemption on $1,000 worth of a veteran's property opened Monday, March 7, Ben Liebermann, Orange county service officer notified veterans in Orange county that if they are unable to go to the assessor's office themselves their wives may take care of the matter for them.
A new law, rushed through the legislature as an urgency measure, makes it possible for the first time for wives to act in this matter in behalf of their husbands. The legislators and Governor Warren took notice of the fact that many veterans cannot reach assessors' offices during business hours without considerable inconvenience and perhaps loss of income.
The exemption applies to $1,000 of the assessed valuation of the veteran's property, provided he does not own property valued at $5,000 or more.
Veterans filing for the exemption for the first time must show proof of veteran status, such as a copy of his discharge. He should also be able to give the legal description of his property, to save time.
The application must be filed anew each year. And if the property is inside city limits, separate applications must be filed with city and county assessors.
The county assessor's office is located at the court house, Santa Ana.
