Knight, Collins Pro-America Speakers Friday Lt. Gov. Goodwin Knight and Sam Collins, speaker of the assembly, will be special guest speakers at a meeting honoring Lincoln's birthday, under sponsorship of the Orange county chapter of Pro-America, tomorrow (Friday) night at 8 o'clock in the Santa Ana Woman's club, Sixth and Baker streets. Also invited to speak on legislation at the event are state senator Clyde Watson and assemblyman Earl Stanley, Mona Summers Smith, county chairman, stated. As the first Pro-America meeting of the year, the session will keynote the Pro-America program of obtaining the best-informed speakers available to keep voters informed on pending legislation through the year, she said. Mrs. Arthur May, Santa Ana unit chairman, will preside at the Lincoln Day meeting. The meeting is open to the public and all interested persons are invited to attend. Refreshments will be served following the program. It was learned here today. The bill banning the assignment of racing dates, harness or running, during September to any tracks other than those at the fairs was introduced by assemblyman Ernest R. Geddes of Pomona, Thomas J. Doyle of Los Angeles, Montivel A. Burke of Alhambra, and G. Delbert Morris of Los Angeles. It was referred to the committee on public morals. Provided the measure wins approval of both houses, and is signed by the Governor. 90 days must elapse after the legislature adjourns before it would go into effect. This probably would be in the middle of late September if approval is secured. Sponsors of the measure declare it would be of benefit to both fairs. The Del Mar meeting, which opens in mid-July, closes September 10, the same day the state fair ends. Bay Meadows opens after the close of Del Mar and conflicts with the race meet at Pomona. By limiting September racing to the fair circuits, sponsors of the plan believe the quality of horses running at both the state fair and Pomona would be greatly improved. Three other measures affecting horse racing will also come before the legislature. Two would increase the state's "take" from mutuel betting, while another by speaker Sam L.
