McFadden Resolution Urges Income Tax Relief for Citrus Growers
Income tax relief for citrus growers and other agriculturists who suffered crop losses in freezing temperatures of 1948 and the current month, was requested of the President and congress in a resolution offered by Supervisor Ralph J. McFadden, Placentia, and unanimously passed by the Orange County Board of Supervisors Tuesday.
McFadden's resolution seeks emergency amendments to the U. S. Internal Revenue Code, extending to five years the time allowed for "carrying back" economic loss of income for balancing against gains of preceding years. At present the revenue code permits a carry-back of two years, after which, if the loss has not been fully adjusted, it can be carried forward two years in the future for further balancing. The resolution adopted Tuesday proposes a five-year carry back and forward.

Copies of the McFadden resolution are being forwarded to the White House, to U. S. Senators William Knowland and Sheridan Downey, and to Congressman John Phillips. Define 'Economic Loss'
Under the present code provisions, only what the code defines as "economic loss," as distinguished from net operating loss, can be carried back for adjustment. For the grower who has no other income, there is no difference between net operating loss and economic loss. But if the grower has other income, that is balanced against his crop loss, and deductions normally allowed, such as salary deductions, or 50 per cent of capital gains, are not allowable.
If his balance sheet still shows a loss, that is economic loss and cannot be carried back. It is explained, for example, that an economic loss for the year 1948 would be carried back first to 1946 for adjustment. If there was sufficient refund available from the 1946 tax, the remaining loss would be adjusted against the 1947 tax for refund. If the loss for 1948 still was not covered, it could be carried forward to 1949 and, if necessary, to 1950.
The McFadden resolution proposes to extend the carry back to 1943 and the carry forward to 1953.
Ask $15 Million For Development Of Beaches, Parks
Legislation asking an appropriation of 15 million dollars for the development of state beaches and parks has been made in Sacramento.
Assemblman Harold K. Levering of Santa Monica and William S. Grant of Long Beach proposed the measure which would provide ten million to be spent on the construction of recreation facilities at state beaches with the remainder being used for the state parks.

Levering said the proposal should be considered as a non-reoceurring capital expenditure and should be paid out of surpluses now in the state treasury.
“This measure,” Levering contended, “will bring money into the state. After all, California is very definitely the recreation state of the union and we should do all we can to provide good facilities at our beaches and parks.”
The measure, according to Grant, is endorsed by the shoreline planning association. Two officers of the association, Geoffrey Morgan and Frederick Austin, were in Sacramento today in behalf of the legislation.
Seek Permanent Highway Patrol Quarters in S.A.
Establishment of a highway patrol and motor vehicle registration office in Santa Ana in permanent quarters was sought in Sacramento by Senator Clyde Watson of Orange county.
Watson asked an appropriation be made for the purpose of purchasing a site in the Orange county seat for the new building.

A baby son was born to Mr. and Mrs. Milton A. Freeman, 10712 McKeen street, Garden Grove, Saturday at Santa Ana Community hospital. The new-comer tipped the scales at seven pounds, eleven and three-fourths ounces.

Motorists Urged To Renew Auto Registrations
Motorists of Orange county were today urged by Claude Groom, manager of the State Department of Motor Vehicles, temporary office at 405 South Main street, Orange, to renew their registrations at once and avoid the last minute rush of the tardy to secure 1949 motor vehicle licenses.
Penalties will go into effect at midnight, February 4, the Department warns, and there has always been a last minute rush by many to secure license plates or tabs before the deadline.
All department offices are open for business now. Motorists are cautioned to bring both copies of registration notices with them when applying for licenses.
If the potential or 1949 registration card has not been received, renewal of license may be completed with a 1948 white registration card. If neither the old white card or new slip is available, motorists are urged to contact their nearest motor vehicle office.
When the motorist appears with the potential or new registration card, his 1949 license tabs and white registration are issued to him immediately. Nothing will be mailed to him later.
