Exchange Deprives Members of Vote
(Continued from page 1)
made and the vote insisted upon by Glen Shepherd of Upland, the same man who a week ago refused to go along with a plan to round out the Exchanges sales force.
Of the twenty-five District Exchanges represented on the big Exchange board only one at the present time, will have the right to cast it’s own ballot. This lone exception is the Placentia-Orange County Exchange. However there was one fact brought out in Wednesday’s meeting that surprised many of those present. That was the fact that any District Exchange or individual packing house can demand and receive from the central group the right to cast it’s individual vote on any legislative matter by withdrawing that right from the central organization under the contract between the Exchange and the associations. It is expected that other associations will take advantage of this situation and exercised their own judgment in such a matter that vitally affects their welfare.
The individual packing house is responsible to the growers in the operation of the prorate and the individual manager is responsible for any violation and not the head exchange. The central group only appoints it’s member on the prorate committee and has no direct responsibility.
J. A. Prizer and Dr. M. M. Henderson from this area led the fight for a democratic set-tlement.

J. A. Prizer and Dr. M. M. Henderson from this area led the fight for a democratic settlement of this issue but were voted down by the weight of navel and northern California shippers. It was also reported that the representative of one large block of Orange county Valencias, even against the wishes of many of the individual growers, was against letting the member houses vote.
Sanitation Bond Hearing Is Set

though he will be paying 10 cents per $100 of assessment, will in effect be only 2 or 3 cents because of reimbursement of $190,250 which the city will receive to her general fund.
This sum is to be paid in yearly instalments with complete repayment scheduled for 1963, Bacon stated.
$1,644,000 For District 2
The proposed bond issues would raise the $1,644,000 cost to District 2, Bacon said. The figure was obtained first by computing the total cost to all districts, then by determining the percentage of capacity to be used by the district, thus arriving finally at the cost to the district, he explained.
Under the limited participation plan, District 2 is contributing to the $4,006,200 estimated cost of the ocean outfall, trunk sewers and disposal plan.

Acquit Man in Manslaughter Case Last Night
Melvin E. Reck, 22, of Long Beach, on trial in Santa Ana superior court of Superior Judge Kenneth E. Morrison, was acquited late last night (Wednesday) of charges of manslaughter.
The case was tried Monday, Tuesday and Wednesday. Reck was charged with the death of Dr. Albert H. Steffens when a car driven by Reck struck and fatally injured the elderly man. The accident occurred October 1, at Broadway and Lemon street, Anaheim.
Reck was defended by Leo J. Frlis and Warren L. Schutz, Anaheim attorneys. Deputy District Attorneys Pool and Kneeland handled the prosecution.
The verdict was given after E. P. Hapgood, Anaheim City Engineer and Police Officer Tommy Taylor testified as to the physical conditions of the intersection at the time of the accident, of the car and the victim following the accident.
