The question first came prominence in 1946 when purchasers of property from the B.C. asked the state board of education if the property were exempt for the use tax. The contended that since the property belonged to the federal government, it could not be taxed by state. Howser pointed out that the property was transferred to private individual it became subject to the use tax. Attorneys for the state board of equalization said some corporations and individuals will escape payment of the tax. These persons who filed correct rebuttals but were not assessed the tax in 1945. The three year state of limitations will apply in these cases. Others who did not file returns will have to pay the those who have already paid the hope that a favorable option from the attorney general will allow them refunds, lost all of reimbursement in today's nouncement. Auto Accidents In November Show Increase Damage and injury automobile accidents in California increased 5,334 in November over the October total, and 97,825 accident reports have been filed since July 1, according to A. H. Henderson, director of the state depaprtment of motor vehicles. Henderson, reviewing accidents on state highways since the financial responsibility law went into effect at the start of the current fiscal year, said suspension of driving privileges has been ordered in 6,785 accident cases, suspensions were set aside in 5,621 others, and the balance are still under investigation. The law requires, Henderson said, that drivers involved in accidents involving death, injury or property damage must be financially responsible or face loss of driving privileges. In the 97,825 accident reports received since July 1, he said, 68,612 were covered by insurance. Deaths on the highway since the law went into effect total 201, while there were 13,761 injuries, Henderson said. Property damage resulted in 83,363 of the accidents. The increase in accidents recorded in November over the preceding month, Henderson believes, is due to winter weather and easing of the gasoline strike which resulted in a large increase of driving. Disability Insurance Costs $277,419.68 During November The state paid $277,419.68 to unemployment disability insurance claimants from its Long Beach office during November, according to Herb Wilson, director of the disability program. The money, Wilson said, was paid to 6,247 claimants, who certified to 78,215 days of unemployment because of sickness. Throughout the state, $1,908,-955.35 was paid to 42,641 claimants, who certified to 531,847 days of disability, Wilson said.
