WASHINGTON AS SEEN By Congressman JOHN PHILLIPS WASH AS SEEN ...(... PUH This column is written on the fly, between meetings of congressional committees, and with individual members of other committees coming out to see California and our problems. We have tried for a long time, here in the 22nd District, to get the House Committee on Agriculture to visit our counties. Twice before they were all set to come. Once a special session interfered and once the expected "Easter recess" simply did not materialize. So at last the committee came. It is significant of the reputation of California that more members were here than at any meeting in other sections of the country. A majority of the committee met in Riverside, drove in a bus to the Imperial Valley, then back to the Coachella Valley, and stayed overnight in Palm Springs. The following morning they drove through Los Angeles county, seeing by-products and walnut packing plants, and citrus culture, and then they went up to Ventura, and through the vegetable areas of the 11th District, to Salinas. I left the party in Los Angeles. I pick them up again in Fresno, for a hearing on California plans and problems. This is the only way an eastern of our distances, our roads, our irrigation systems and canals, our labor problems, our nearness to the Mexican border, our specialty crops, the mountains and the ocean, and all the hundred and one things that go to make this California; these cannot be understood simply on the word, or description, of some California congressman. That's why we like the committees to come here. It would be nice if I had the space to list all the 22nd District people who helped make this trip a success. The meetings and the dinner at Riverside; the splendid trip to the Imperial Valley and the lunch at El Centro, and the old-fashioned barbecue dinner at the Coachella Water District office; these were the things the committee members and their wives will remember, and thinking of them, they will think of the 22nd District. In the next few days we expect individual members of the Appropriations Committee, who have been to the national association meeting at Oklahoma City, to visit us. Then we'll talk about our water problems, and our Indian Service problems. Soon it will be time to go back again to Washington and work. I hear some of my friends, who have seen my summer schedule, saying, "go back and rest." One curious afterthought of the election: With the United States having just taken another step along the road to centralized government, which is National Socialism, the British Socialists are asking publicly why the system isn't working in that country. The results have not been what the public was led to believe. Is it possible that such a shadow may fall over the 81st Congress? PMA Election Local Men at Bankers' Confab Representing the Southern County Bank at the November dinner meeting of the Independent Bankers Association of Southern California this week with Walter K. Thompson, H. P. Atherton and E. E. Trenam, at association headquarters, South Spring street in Los Angeles. The meeting featured a demonstration of the use of microchips and the latest type of business machines to expedite accounts and clerical work. Association members were guests of the Land Title Insurance Company. Principal speaker at the dinner was Palmer Connell, the title company's president, who described the ultra-modern label saving devices installed in the company's various offices throughout California. Following the dinner, the meeting adjourned to the company's Los Angeles office where a visual demonstration of the company staff showed us the latest type machines and equipment some of which are only ones of their kind west of Chicago, members commented. County Schools Receive $21,210 More From State Orange county schools receive $21,210.89 in state and federal funds for participating in vocational education programs during the 1947-48 school year, the State Department of Education has announced. Vocational training programs include classes in agriculture, trade industries, homemaking, business and distributive occupations. Rimbursement is being made from a federal appropriation of $838,126 and a supplemental state aid portionment totaling $398,402. The desire to help is there, and the sympathy, and the interest, and perhaps some wonderment but the visualization PMA Election To be Held on Friday, Nov. 29 The annual election of committeemen, who will locally administer the 1949 Production and Marketing Agency programs, will be held on Friday, November 26, according to Roy L. Hale, present county chairman. Hale said ballots are being sent to all farmers in Orange county by mail, but urged any farmer who fails to receive a ballot before Thanksgiving Day to call at the county office in Santa Ana for his ballot. Hours for the election are 8:00 a.m. to 5:00 p.m. The voting place is the county office in Santa Ana. Those who prefer to send their ballots by mail, on or before voting day, are privileged to do so, Hale said, and added that this is the same procedure as was used last year in electing officers of the Agricultural Conservation Association. Hale explained that the nominees for the five positions on each of the 12 community districts of the county were nominated by 12 farmer committees appointed by the respective chairman of the 12 communities. The ballots contain spaces for any further candidates the farmers of the communities care to write in, so each farmer has the privilege of voting for whom he chooses — that is any owner or operator of farm or ranch land, Hale pointed out. The nominating committees designated the chairmen to be elected as delegates, and the vice-chairmen as alternate delegates, to the county convention; which will be held shortly after the election of community committee officers. The delegates to the county convention elect the county committee for the coming year.
