Justus Craemer Tells Evils of Proposition 13 All citizens were urged to vote "no" on Senate Reapportionment, Proposition No. 13, was voiced by Justus F. Craemer, president, California Press Association. Craemer said defeat of the measure would assure fair representation to voters in all counties, and would keep selfish interests and pressure groups from controllin the legislature. "California's great leadership in liberal legislation," he continued, "was attained under the present method of electing senators on a basis of geographical areas. "The senate, as now constituted, enacted the state's splendid educational system, a progressive program for the aged, liberal workmen's compensation, the broad-gauged regulation of wages, hours and working condition; aid for veterans and their widows, assistance for persons unemployed because of illness and many other liberal bills. "Four metropolitan areas now control election of most state officers, a large majority of the assembly and a majority of the California members of the Congress. "With such concentrated power, any claim that the present system blocks needed legislation is untrue. "The 54 counties, which in effect would be disfranchised by the vicious reapportionment scheme, have only one forum, the senate, in which they can obtain consideration of their problems. "At present, California is the nation's No. One state in agriculture with a crop yield of two-billion-dollars a year. This progress was made under the present legislative process."
