Legislative Propositions For November 2 Election Described This is the third in a series of articles in the 19 legislative proposals to appear on the ballot in the November 2 election. Here is a brief description of two of the most controversial measures of the entire 19.—Editor. Proposition No. 13 is the labor inspired proposal to reapportion the state senate on a basis more nearly in direct proportion to populatin. Under the present arrangement members of the assembly are chosen from districts created on a direct ratio with the population while the senatorial districts follow the principle of area representation. The basic question involved in this proposal is whether or not the people of California desire to continue with a legislature patterned after the federal congress. The California legislature, like the federal congress is composed of two houses, one representing area and the other representing population. Like congress the lower house of the legislature is relegated to population representation while the senate represents area. Each house has equal power. One cannot act without the other and neither can legislate without the approval of the other. This is known as a government of checks and balances. The theory being that complete rule by the majority permits first, a disregard for the minority segments, and secondly, a government subject to radical government changes which could lead to chaos. The proposition under consideration is advanced primarily by labor leaders of the state and is viewed by the opposition as an attempt by these labor leaders to punish the California senate for failing to permit itself to be dominated by these same labor leaders. Proposition No. 14 asks the voters to authorize a bond issue of one hundred million dollars to build low-rental housing units. The opposition points to the provision contained in this measure which would require a new annual tax to be imposed upon the people of the state to pay both the principal and interest on the one hundred million dollar bond issue. Telephones in West Double In One Decade In the last 10 years the number of telephones in service in the Pacific West has been doubled, it was announced by R. J. Rossberg, manager of the local Pacific Telephone and Telegraph company. A gain of more than a quarter of a million telephones in the company's coast-wide territory thus far in 1948 has brought the total to an all-time high of 3,659,000. Mr. Rossberg said that the increase this year is about five and a half times that of the corresponding period in 1938 when a gain of only 45,800 telephones was recorded. Ten years ago—after 60 years of operation—the company had 1,829,000 telephones in service. More than a million of the telephones in service today were added in a little over three years. But the Uranium 'Strike' Made Fine News Story Pictures got in newspapers all over the country by the discovery of a deposit of uranium ore in an excavation for a swimming pool at the home of Wesley R. Collins near Costa Mesa. While samples of the ore showed a Geiger counter index number of 26, which is high enough to be of interest, Fred B. Greusel, San Bernardino analytical chemist, to whom samples were sent said the deposit was not large enough to interest the Atomic commission. In addition to the uranium ore, traces of gold, platinum and other precious metals on the Collins ranch were discovered. They are found in the sands of the Santa Ana river basin over much of the county, but no one has yet devised a method of recovering the precious metals profitably. Vets of County Form Committee To Back Dewey Appointment of a county-wide Committee of Veterans for Dewey and Warren was announced this week by Conrad (Tex) Hanson, well known Santa Ana veterans' leader who is chairman of the group. Serving with him on the campaign to elect Gov. Thomas E. Dewey of New York as President and Gov. Earl Warren of California as Vice-President are many of the outstanding veteran leaders of several cities and committees of Orange county. Among them are: Dave Proud of Anaheim; George G. Grupe, Dr. M. L. Green and R. J. Irwin, all Costa Mesa; George Honold, James Kilroe, Richard Haster and Vic Meyer, all of Garden Grove. secondly, a government subject to radical government changes which could lead to chaos. The bonds to be issued would be tax free but the housing to be built would not be tax exempt although it could be depending on the local governments having jurisdiction over any particular housing development. There would be a state tax, although the type or kind of tax is not defined in this proposal, which would be levied to pay the interest and the principal accruing on this bonded indebtedness. In support of the measure proponents assert there are 743,000 homeless families in the state and the majority of these cannot afford most homes constructed since the war's end. Mr. Rossberg said that the increase this year is about five and a half times that of the corresponding period in 1938 when a gain of only 45,800 telephones was recorded. The manager said that this unprecedented increase reflects the tremendous development of the coast and shows the all-out effort of the company to provide service for the huge demand. Construction expenditures of the company during the present expansion period are running at the rate of a half million dollars every day, Rossberg said. In the Anaheim exchange during the last 10 years 3,543 telephones have been added to increase the number in service today to 6,293.
