Phillips Though Elected Jumps Into Campaign Congressman John Phillips of this district has returned from Washington to find that the Orange County Republican Central Committee has a busy program laid out for him. He gave a talk on non-political matters at a meeting of the newspaper publishers of Orange county at Newport Beach Tuesday night and on September 10 he will be the guest speaker at a public meeting of the Young Republicans of the county at the Santa Ana Ebell Club's auditorium. State Senator Jack Tenney, head of the Legislature's Un-American Activities Committee, Bosses Backing Proposition 13 Says M'Fadden Reapportionment of the state senate as proposed in Proposition No. 13 on the ballot for the November 2 election was propounded in the interest of pressure groups and political bosses who seek to dominate California, according to A. J. McFadden, Orange county farmer, who heads the southern California committee against the proposal. "The bill," said McFadden, "would vest control of the legislature in four heavily populated California counties to the exclusion of 54 other counties which are important factors in the state's economy. "Our American government is founded on checks and balances. The same checks and balances provided for our legislature would be nullified at a single stroke, if reapportionment passes. "These safeguards have given California a code of modern liberal laws. To destroy them, would invite a vicious type of bossism. "Senate Reapportionment is a political scheme. I urge every citizen to note NO on Proposition No. 13."
