Truman President of the United States The White House My dear Mr. President: I have a problem. You are the only one who can help me solve it. I represent a district in which about three hundred thousand people live, and they are very fine people, and intelligent people. In fact, I consider them above the average intelligence of the country. They are interested in domestic and international matters. If I had space, I'd explain why I say these things. Perhaps when you were a senator from Missouri, you thought the same of the people of that state, so you'll understand my position now. Now Mr. President, my problem is this: what am I going to tell my people about this special session and about your message on July 27? You went over to Philadelphia and you cheered up a convention of your party by coming out of your corner fighting, and announcing you were going to call a special session of the Congress. You hadn't discussed this with your leaders, nor with ours; you did it under the "extraordinary occasion" provision of the Constitution. What shall I tell my people was "extraordinary" do something about it. I won't argue that now. Personally I don't think Congress has any patent medicine for sale. What troubles me is that in the same speech you proposed the expenditure of billions of dollars for cheap houses for low income groups, which everyone admits would increase inflation, besides not getting any more houses built. You want the cost of living reduced, yet your message, if we had accepted your recommendations, would have increased government expenditures by about 50 percent and put the nation ten billion a year in the red, instead of in the black, as Congress has been trying to keep it. Mr. President, these things concern me. How in the world am I going to explain your message to my people at home? Your troubled friend from Banning, JOHN PHILLIPS, M.C. Crisis in U.S. Marriages Past The divorce picture is not so black as it is painted by the alarmists. Instead of being on the increase, the divorce rate is actually falling, says Albert Q. Maisel. Discussing the real meaning of divorce statistics, he also points out that divorce, far from being solely a disruptive force in society, often leaves the way open for successful marriages and happy homes: The alarmists are still telling us that one marriage in every three ends in divorce. The source of this statement is the official compilation of divorce and marriage figures for the year 1945. However, divorce statistics are also available for the years 1946 and 1947. In 1946 the ratio of divorces to marriages fell to 26.8. In 1947 the ratio dropped for the second straight year to 22.5—the lowest ratio since 1942. And preliminary mounted at a tremendous drop from 1943 through 1946, from per thousand to its all-time high of 4.3. To the alarmists this crisis, but others might compare this period with which immediately followed First World War — when a lar rise in the divorce rate curred, only to level off after 1920. Similarly, by the end of 1946 the majority of war marriages failures had been deterred in the divorce statistics. "One of the favorite crises the alarmists conceres the effect of divorce upon juvenile delinquency. According to careful and detailed studies by Metropolitan Life Insurance Company, three-fifths of all divorces occur among childless couples. The majority of the remaining divorces have but a single cause." "Actually, even a close examination of children in trouble to show divorce as the major lain. James S. J., Jurist Clinic — a physician, sociologist and public servant of high rank — tabulated the records of hundred consecutive children sent to his clinic by Juvenile Court. Assorted Chores Keep Motor Cops From Patroling (Western News Service) A preliminary survey of the California highway patrol reveals officers spend only 50 per cent of their time on actual enforcement work. Rolland A. Vandergrift, legislative auditor, informed the legislative budget committee. Vandergrift's report resulted from inquiries by members of the committee at its last meeting. He has made complete surveys in two counties, he said, and will make a state-wide survey to report at a later date. Vandergrift said from 19 to 24 per cent of the officers 40 hour week is taken off in sick leave and vacation, and the remainder of the time spent away from actual enforcement work was on court cases, clerical work and other matters. "And when the time comes for enforcement of the financial responsibility work," he told the committee, "there will be additional time spent away from enforcement duty." The study, he said, is being undertaken to determine what can be done to obtain better enforcement of the motor vehicle code. Anaheim Gazette since 1870.
