There seems to be an opinion running loose that as soon as a man puts on a military uniform he loses most of the identity and becomes a different sort of human being. He discards the ability to think for himself and operates with a peculiar, automatic regularity from reveille until the time he goes to bed. The moment he appears for the first time in khaki he sheds all the intelligence and originality he contrived to accumulate during anywhere from eighteen to thirty years of life on the outside. It is not uncommon to hear such remarks as, "he plays the piano remarkably well for a Pfc.," or "He's only a corporal, but he speaks five languages." The implication seems to be that anyone in uniform is out of place with such talents. A man, in other words, who can fix a complicated airplane has no business listening to symphony music, or a fellow who can score high on a bayonet course is a freak if he can also read Latin poetry. Soldiers are so many "GI Joes, or Dogfaces." The result is a manner of "talking down" to the soldiers, which is not only an insult to them—it is an insult to the entire American system of education and an insult to the standard of intelligence of the American people. State Tax Rates Lower Despite More Expenses Despite rising costs of California local government, reflected by an increase of $78,158,595, or 16.8 per cent, in the total of county, city and district taxes this year over last, the average tax rate per $100 of assessed value of tangible property has decreased 17 cents, or 3.3 per cent. This was revealed by William G. Bonelli, chairman of the State Board of Equalization, upon completion of studies made by the board. Commenting upon the comparative tax yields and rates, Bonelli said: "The paradox of higher taxes and lower rates is explained by the circumstance that the value of tangible property subject to taxation has increased more rapidly than the amount of taxes levied by local governments. This year the aggregate assessed value of tangible property such as land, buildings, equipment and mercantile inventories was $10,993,637,-225, marking a gain of $1,892,-793,837 or 20.7 per cent over the $9,100,843,388 total for the last fiscal year.
