1948 ACP PROGRAM
The 1948 Agricultural Conservation Program carries about the same provisions for assistance in the way of financial aid as last year except that the assistance to any one farmer is limited to $500 and the number of practices offered is less.
Roy L. Hale, chairman of the county agricultural conservation committee, explains that the ACProgram provides for a joint attack on erosion of the soil and waste of water. As he explains, "The nation through the government cooperates with the farmers who operate the land in a program to conserve and protect that land so that it will keep on producing food and fiber."
By cooperating in the 1948 Agricultural Conservation Program, hearing will be held at 9:30 p.s.t., Tuesday, April 27 in 63 of the Federal Office Building Center, San Francisco consider a new Federal regulation agreement and order to regulate the handling walnuts grown in California gon, and Washington.
The new agreement and have been proposed by the nut Control Board, an administrative committee has operated, since 1936 marketing agreement and (suspended from October to April, 1947), presently effective.
The administrative manager for the proposed program be essentially the same as the current program. Qualification and inspection requirements would be continued under mum standards of quality grading and inspection requirements would be in effect, prices should exceed parity salable percentage of meatable in-shell walnuts for distribution, applicable to PMA AND THE—Galey Handler's shipments, would fixed at the beginning of season.
The proposed order would fer in general form from the rent order on these points the surplus to be withheld in the in-shell market would be put on the basis of poor handled, regardless of grade; (2) surplus walnuts shelling would be retained each handler; (3) those port would be turned over Control Board. At present surplus walnuts are turned to the Control Board for shipment or export nels. Assessments for new expenses, under the proposed program, would be at one-tenth per pound on merchandise.

CONSERVATION CURES
SHOULD FIT CASES
“What does my soil need most?” should be the question asked by each farmer in setting up a conservation program for 1948, says Roy L. Hale, chairman of the Orange county Agricultural Conservation committee.
The chairman points out that conservation of soil and water usually requires more than just a single practice such as the application of lime or phosphate. The use of such practices should be a means to an end and not an end in itself, he explains.
He calls attention to advice given by A. J. “Al” Loveland, head of the Agricultural Conservation Programs branch of the U.S. Department of Agriculture in which farmers and committeemen are urged to make the best possible use of every dollar spent for conservation under the ACProgram.
Every effort must be made to fit the conservation practices to needs of the individual farm, he explains. It may be that slopes must be seeded to grass and legumes. Contour farming may be necessary on some of the land. Other parts of the farm may need drainage.

WALNUT AGREEMENT:
The U.S. Department of Agriculture has announced a public
Searing will be held at 9:30 a.m. Tuesday, April 27 in Room 1 of the Federal Office Building, Civic Center, San Francisco, to consider a new Federal marketing agreement and order designation to regulate the handling of walnuts grown in California, Oregon, and Washington.
The new agreement and order have been proposed by the Walnut Control Board, an industry administrative committee which is operated since 1935, the marketing agreement and order suspended from October, 1943, to April, 1947), presently in effect.
The administrative machinery for the proposed program would essentially the same as that of the current program. Quality regulation and inspection requirements would be continued. Minimum standards of quality and loading and inspection requirements would be in effect, even if prices should exceed parity. A reliable percentage of merchantable in-shell walnuts for domestic distribution, applicable to each MA AND THE—Galey 2 .... Handler's shipments, would be used at the beginning of each season.
The proposed order would differ in general form from the current order on these points: (1) the surplus to be withheld from the in-shell market would be computed on the basis of poundage handled, regardless of pack or grade; (2) surplus walnuts for selling would be retained by each handler; (3) those for export would be turned over to the Control Board. At present, all surplus walnuts are turned over to the Control Board for disposition it shelling or export channels. Assessments for necessary expenses, under the proposed program, would be at one-tenth cent per pound on merchantable in-shell walnuts.
U.S. Savings Bond Sales Jump Upward
Individuals in southern California increased their holdings of Series E United States Savings Bonds by $13,362,639 last month, J. B. Messick, acting director of treasury bond sales for the eleven southern counties, reported this week.
The March sales totals for this county were as follows: E's, $349,-881.75; F's and G's, $222,414.00, or an aggregate of $572,295.75.
Coincident with his sales report, Messick announced that active support has been pledged to the Security Loan bond sales campaign, April 15-June 30, by the banks, industrial leaders, retailers, publishers and various other influential groups throughout the southland. Slogan for the drive will be "America's Security Is Your Security."
National Guard Enlistments Grow
The California National Guard has reached a strength of 14,000 officers and enlisted men compared to 5,764 officers and men September 30, 1947. Adjutant General Curtis D. O'Sullivan said today.
While enlistments have been slow, they have been steady, and further increases are expected this year.
Armory space is still the great problem O'Sullivan said. Funds have been allocated for armory buildings at Redwood City, Compton, North Sacramento, Highland Park and National City.
The public works board, at its next meeting, is expected to allocate funds for armories at Placerville, San Bernardino, Beaumont, Hayward, Colton, Chico, Fontana, Hanford, Auburn, Vista and sev years of service in the National Guard or other components of the Armed Forces, including the tactive and inactive reserves.
Guardsmen receive the equivalent of a full days Army or Air Force pay for each of 48 2-hour weekly training periods and for 15 days summer field training.
Incoming Traffic Continues Heavy
Traffic continued heavy through state border quarantine stations during March, according to the state department of agriculture, 19,384 automobiles and 62,599 passengers being checked at Blythe during the month.
For the state as a whole inspectors in the 16 stations now operating clocked 54,619 cars with California license plates, 84,308 automobiles of out of state registry, 13,380 trucks, 3,330 stages, and 374,531 passengers.
Director of Agriculture A. A. Brock said today that plant interceptions at Blythe border station numbered 657 and there were 142 incets found in the material.
Pests found at the stations included the bollweevil, pecan nut weevil, citrus white fly, camellia lepisosaphes scale, navel orange worm, acuminate scale, European cornborer, apple maggot, walnut husk fly, and sugar cane mealybug.
Most common pest found was the pecan nut weevil with 22 specimens collected from eight lots of material, Brock said.

Anaheim Gets $13,339 License Money From State (Western News Service)
Apportionment of the motor vehicle license fee (in lieu) tax to cities and counties today by State Controller Thomas H. Kuchel brought $132,027.05 to Orange County, and $13,339.30 to the city of Anaheim.
Kuchel said he had apportioned the tax collected from July 1, 1947, to March 31, 1948, a sum totaling $13,948,638, one half of which went to cities on the basis of $1.03 per capita, and the remainder to counties at the rate of $1.01 per capita.
Population of Orange county used to figure the apportionment was 130,760, Kuchel said, and the city population, 12,897.
