Hale, chairman of the Orange county Agricultural Conservation Committee. This year about $150 million has been appropriated for conservation under ACP. Divided among the 145 million people in the country, that means a little over a dollar per person. Commitments from the southern California area, which includes Orange county total 328, 15.9 percent of the institution population. Boys in institutions number 1,917,and girls 264,the authority said.Burglary still tops the list offenses with 347 committed from juvenile courts and 146 from supreme courts,commitments for rape and other sex offenses dropping to a total of 219. The average age prevails at 18 for boys and 17 for girls.in Youth Authority homes the report said,and 21 for older youths confined in correctional institutions. LICENSE TO WED Applying for a marriage license were John Baptiste Butler of Fullerton, and Rosemary Elizabeth Hunding of Anaheim, Friday, at the county court house in Santa Ana. The increase in food supplies for feeding an increasing population from 1920 to 1942 came about in this way: 30 percent came from acreages released by the decline in horses and mules; 70 percent from increased crops and livestock yields and from decreased exports. DAMS CHECK EROSION Farmers of Orange county are reminded by Roy L. Hale, chairman of the county Agricultural Conservation Committee, that one of the simplest ways to check erosion is to stop muddy water running off the land. And he adds, a dam is one of the most effective ways of doing that. Dams again are included in the Agricultural Conservation Program for 1948, the chairman states. To qualify for assistance under the AC Program, plans for the dam must be approved in advance by the county committee. The need for the dam must be shown and specifications must be drawn up to show that the dam meets these needs as well as to insure approved construction. While the primary purpose of a dam is to stop erosion directly by checking the run-off of muddy water, there are a number of indirect conservation benefits, the chairman points out. A dam constructed as a stock-water development results in better distribution of livestock on the range or pasture. This reduces "trailing" and M. Leach of the University of California at Davis, California. Using Phygon, a United States Rubber Company chemical discovery, the scientist was able to triple the yield of seedlings. SUGAR BEET WAGE REQUIREMENTS SET Farmers who intend applying for payments under the Sugar Act of 1948 should acquaint themselves with the minimum wage rates recently established for work on the 1948 crop of sugar beets, says E. H. Spoor, chairman of the California PMA Committee. Wage determinations for the 1948 crop contain a number of significant changes, according to Mr. Spoor. Studies of labor requirements under different methods of cultivation and harvesting recognize important progress in the mechanization of sugar beet field work. Where local conditions warrant, higher rates than those specified may be agreed upon. Minimum time rates are established at 60 cents per hour for thinning, hoeing, or weeding, and at 65 cents per hour for harvesting. Spadra every Wednesday beginning at 1:30 p.m., to help wage earners protect their full social security benefit rights. The Social Security Administration is issuing a special call to workers and former workers who have reached the age of 65, it was announced today by J. G. Bretherton, manager of the Long Beach field office. Any person covered by the Social Security Act may file his claim at age 65 even though he is still working, according to Mr. Bretherton. Of course, the eligible wage earner may not receive benefits while he is working in a job covered by the social security program. But by filing application he can prevent any possible loss of benefits in the future. If he keeps putting off making a claim, he may lose some monthly payments to which he would otherwise be entitled. "So important is this matter that we not only invite, but urge all workers in private industry and business establishments — those who have done some work under social security—to come and see us," Bretherton said. County Unemployed File 3,895 Claims The unemployment insurance figures for the Santa Ana office for the week ending March 18, as announced today by the California Department of Employment, show the total of claims filed to be 3,895; claims paid, 2,421; new claims filed, 286; new veteran claims filed, 117 and veteran claims paid, 821. Throughout the state, the department said 267,410 claims for insurance were filed during the week, and of this total, 150,740 were paid. A total of 29,546 new claims were filed: 8,933 new veteran claims, and 54,619 new veteran claims paid, the department announced.
