State Budget Bill Explained Despite the fact that educated persons have already criticized the administration because of the gargantuan proposed budget, several factors to be considered before the blame can be fixed upon anyone. Earl Warren, addressing legislature for what may be last time in the role of governor of California, only partly cited reasons for the ever-increasing costs of government by pointing to the state's continued growth and the rising of commodities, labor and salaries. The governor, in an admonition demonstration of character good judgment, refrained furthering his presidential bid by shifting the responsibility to the legislature where it would more properly belong. For while in some cases governor advocated certain grams which resulted in the increase in governmental expenditures itself initiating items which are reflecting major expenditures for which people must pay. In fact, with but one exception the governor has consistently posed the policy which is on the state larger and larger each year, and which will be mittened to continue, even bankrupt the state. This is the policy of subverting to local governments, or thereby by one level of government support many lesser levels up to satisfy ever growing exigent appetites. Paul H. Vernon, city editor of the Anaheim Gazette, is confined to his home because of illness. He became suddenly ill last Saturday evening and is steadily improving at midweek. In fact, with but one exception the governor has consistently posed the policy which is on the state larger and larger each year, and which will be mittened to continue, ever bankrupt the state. This is the policy of subverting to local governments, or thinking by one level of government support many lesser levels up to satisfy ever growing exigent appetites. Although the state has been doing this for years in a small city wasn't until the war year that the cities and counties realize gun taking big bites. Then, it will be recalled legislature, bloated with boom year revenues, deciding making their constituents split up their new riches, came forth with "Christmas tree" bill which some 90 million dollars of stagnant revenues among the cities counties. It will also be relied upon Governor Warren open this measure and it was piled over his veto. Following this were many forms of subventions which legislature granted including adoption of an entirely new by the appropriation of 30 million dollars to aid school district build additional rooms and school houses. This was the time the state had ever stint in to lend a hand in the buildup of schools, and Warren, at time, took a dim view of the gram. In fact, he reduced the sure one third before signing into law. The schools will be this time for at least another million dollars, for it is exp of the state. It was only in the case of highway bill that the governor can be said to have reverse former stand to advocate state to local governments. Here, ren believed, it was different state had in fact been aidin cities and counties for years gas tax money and no new was being established. Also responsible for higher of government are the incre allowances granted by the leisure for recipients of category aid. Voting more money for aged and other wards of them is always popular at the time becomes harder to explain taxpayers start adding to the government. The legislature also adjourned 40 hour week for state people must pay. State Budget Bill Explained (Western News Service) Despite the fact that economy-minded persons have already voiced criticism of the administration because of the gargantuan size of the proposed budget, there are several factors to be considered before the blame can be fairly fixed upon anyone. Earl Warren, addressing the legislature for what may be his first time in the role of governor of California, only partly cited the reasons for the ever-increasing costs of government by pointing to the state's continued population growth and the rising costs of commodities, labor and materials. The governor, in an admirable demonstration of character and good judgment, refrained from furthering his presidential hopes by shifting the responsibility to the legislature where it perhaps more properly belongs. For, while in some cases the governor advocated certain programs which resulted in the creation of new agencies or the start-up of new public services and an increase in governmental costs, the legislature itself initiated the programs which are reflecting now in major expenditures for which the people must pay. In fact, with but one exception, the governor has consistently opposed the policy which is costing the state larger and larger sums each year, and which will, if permitted to continue, eventually disrupt the state. This is the policy of subventions local governments, or the tax-by one level of government to import many lesser levels unable to satisfy ever growing extravagant appetites. State Finances 2424 Vet Home Buyers in 1947 Homes and farms for 2,424 California veterans were financed under the State Farm and Home Purchase Plan during 1947, with a total investment of $14,638,764 in bond funds voted by the people for this purpose, the State Department of Veterans Affairs reports. As of the end of the year, a total of 7,447 World War II veterans had obtained property under the state plan, in addition to nearly 20,000 World War I contracts during the 26 years the program has been in operation. The state investment in purchases during 1947 averaged $6,080 exclusive of payments made by the veterans at the time of purchase. There were 204 purchases during December, involving a state expenditure of $1,301,150, compared with 166 purchases, amounting to $1,060,083, in November. Funds to finance the purchase program are obtained through the sale of self-liquidating bonds voted by the people of the state. Of the most recent authorization of $100,-000,000 in bonds, approved at the 1946 general election, $90,000,000 still is available for future farm and home purchases. Veteran purchasers benefit through unusually favorable repayment terms, such as the current 3 percent interest rate, low monthly installments, reductions averaging 50 percent in fire insurance premiums, and the home protection plan of life insurance, which gives clear title to a veteran's dependents in case of his death.
