Stender passed away early last Saturday morning at the home of his sister at 722 South Lemon street, following an extended illness. Born in Iowa 63 years ago, the deceased had resided in southern California for more than thirty-five years. Surviving are four sisters, Mrs. Nic Struve of Iowa, Mrs. E. B. Boardman of Placentia, Miss Dorothy Stender and Mrs. Charles H. Conliffe, both of Anaheim, and a number of nieces and nephews. Funeral services were conducted from the chapel of Hilgenfeld mortuary on Tuesday at 2 p.m. with the Rev. Rollo E. Dunham, pastor of White Temple Methodist church, officiating. RECOVERING FROM ILLNESS Mrs. William Ramm, Orange Road, is recovering from a recent illness. Walling said the amendment which requires claimants to work on their own behalf is ready in force. Under this provision, jobless persons are required to demonstrate to the department of employment that they have made efforts on their own initiative to obtain work. Although no changes were made in the duration of disqualification, two amendments were enacted which deal with that subject. One requires that the period of disqualification begin with the week in which the claimant first registers for work rather than with the week in which the disqualifying act occurred. The other requires the disqualified claimant to report at the local office of the department once each week during his period of disqualification. In addition to the amendment affecting both insurance systems, other changes were made which apply only to disability insurance. After January 1 disability insurance will be paid on a daily basis at the rate of one-seventh of the weekly benefit amount for each day of unemployment due to disability. No change, however, has been made in the requirement that a seven-day waiting period must be completed for each disability before benefits become payable. Dentists, chiropodists and United States government medical officers are now qualified to sign the certificate of disability which is part of the disability insurance claim form. An additional liberalization of the law permits the payment of disability insurance to persons who were injured in the course of their employment, under certain conditions. One change establishes a new tax-rate schedule, based upon the employer's ability to maintain stable employment, which is more liberal than the present schedule. The new tax-rate schedule, which is scaled from a maximum rate of 2.7 percent on taxable wages paid to employees down to a zero rate, is applicable only for years when the balance in the Unemployment Fund at the first of that year equals seven and one-fifth percent of the total taxable wages paid by all employers during the year ending on the preceding June 30. Present condition of the fund permits application of the new schedule during 1948. Effective January 1, the maximum amount of benefits chargeable against employers' reserve accounts for benefits paid to any one person for any one benefit year will be limited to 18 times the claimant's weekly benefit amount. Previously, if the claimant received benefits for the maximum periods of 23.4 weeks, the entire amount of benefits paid to the claimant was charged against the employer's account. Also effective after December 31 is the amendment which abolishes charges to employers' reserve accounts for benefits paid a claimant who has quit his job voluntarily, served the applicable disqualification period, and thereafter.
