72% of State's Tax Dollar Goes to U.S.
California's tax bill was well over four billions during the last fiscal year—with the federal government collecting 72 per cent of the total—a survey by the California State Chamber of Commerce revealed.
During the fiscal year closed June 30, the state's taxpayers expended $4,364,580,022 for federal, state and local taxes. This was a rise of $2,386,638 over the 1945-46 fiscal year's collection. Repeal of the federal excess profits tax, $478,506,865 in 1945-46, materially reduced the gross federal collection, but in all other federal tax collections, California payments were larger during the last fiscal year.
"In the last fiscal year, the federal government collected $3,144,-285,639 from California taxpayers; state collections were $740,294,393, and the local taxing governments—counties, cities, school and special districts—collected $480,000,-000," James Mussatti, general manager of the State Chamber, explained.
"Federal incomes taxes collected in California were $1,915,330,104 in the last fiscal year, nearly $9,000,000 over the 1945-46 period. Federal corporate income tax levies last year were $322,236,639, a rise of $11,131,488 over the previous year. Increase of over $15,-000,000 in federal social security tax collection is noted in the $147,-153,978 paid during the last fiscal year, while the $759,564,918 California paid in excise and other federal taxes was $218,414,914 above the preceding fiscal year.
"Total state tax collections were $131,509,867 higher in the last fiscal year than in the corresponding preceding period. Highest state tax receipts last year were: Sales tax, $241,506,354;; unemployment insurance, $116,585,310; gasoline tax, $73,349,603; bank and corporation tax, $59,150,978; unemployment compensation disability tax, $55,475,362; personal income tax, $51,220,751; auto-in-lieu, $28,-662,275.
"The local property taxes were $96,000,000 higher than in the 1945-46 fiscal year, distributed as follows: counties, $150,000,000; cities, $137,000,000; school districts, $165,000,000; special districts, $28,-000,000."
Services For Electrocuted Lineman Held
Funeral services were held Tuesday at the funeral chapel of Backs, Campbell and Kaulbars for Stephen P. Schaffer who was electrocuted last Friday while trying to free a fellow lineman for the Edison company, at the top of a power pole, who had contacted a 400-volt wire.
The tragedy occurred in Santa Ana where a construction crew was transferring high-tension wires from one cross arm to another. Both Schaffer and his companion, Russell Schneeberger, were dead when fellow workmen succeeded in lowering them to the ground.
Steven Schaffer was born in Anaheim 32 years ago. He was graduated from Anaheim Union high school and worked 10 years for the city before entering World War II. In his two years in service he was awarded a bronze medal for courage and valor by the U.S. and received a Chinese citation from the hands of Mr. Salvation Army.

The Rev. H. K. Rasbach, of Hollywood, delivered the funeral sermon. Interment was in Anaheim cemetery.

Salvation Army Appeals For More Castoffs
Fred E. Becker, who cooks for the Salvation Army soup line in Redlands, claims to be the "most fractured" man alive, according to Lieut.-Col. Russell E. Clarke, southern California divisional commander, who states that Becker suffered 32 broken bones when struck by a hit-run driver on San Fernando road in 1945.
With one leg still in a cast and part of his skull replaced by a silver plate, the former circus musician performs his work on crutches and laughs at his troubles, Clarke said.
Becker's injuries include a triple compound fracture of the left leg, a double compound fracture of the right leg and a compound break of the upper right arm which required two bone grafts. He has spent one entire year in the hospital and expects to be going back again soon.
Becker is one of the thousands of handicapped men who are given employment through the men's social service department of the Salvation Army where men otherwise unable to find gainful employment repair furniture, garments, shoes, electrical appliances and other articles contributed by the public.
The men's social service department, a self-supporting unit of Salvation Army social work, has appealed for additional cast-off materials which will make possible the employment of an increasing number of applicants, the salvationist leader stated.
"The Salvation Army, through all of its departments, endeavors to 'give a broken man a break,'" the colonel said. "Fred Becker is another check-list to show you how you can save."
Riding Clubs Name Play Days
Monthly round-robin play days are scheduled for November through March by the recently formed Associated Riding Clubs of Orange County. The first meeting will be November 2, at the El Rodeo Riding club, Valencia and Imperial boulevards in Placentia. Each club in the association will host in turn for the succeeding play days.
Members of the association include the El Rodeo club, La Habra; Valley Riding club, Foothill Riders, Mesa Boots and Saddle Riding club and the Tri-City Wranglers. Officers for the round-robin extravaganzas include Jim Williamson, president; Lawrence Heinman, vice-president, and Etienne Sherwin, secretary.
High point winners in both junior and senior events will receive trophies at the end of the season. Ribbons will be given for each play day event. Competition will be keen but "all in the spirit of fun," club spokesmen stated. Each spectator and participant is asked to bring his picnic dinner for the pot luck. Coffee, bread and butter will be provided by the host club. Success of last year's round-robin indicates a good attendance for the first event this year and a "bigger and better" winter series, association members said.
SPENDING WEEK AT MT. LASSEN LODGE
Mr. and Mrs. Howard McDonald of McDonald's Cottage Shop, left late Saturday for a week's vacation at Mt. Lassen, with plans for trout fishing in nearby mountain waters and salmon fishing at Klamath Falls. They are residing at Lassen Lodge. Mrs. McDonald won top angling honors recently during a charter boat trip six miles off the coast.

Electric power plants have received from the British government first call on the nation's annual steel supply of 13,000,000 tons.

County’s Water Situation Told

In connection with the proposal to import more water from the Colorado river, a sub-committee was appointed to study the matter of water quality. This committee studied the water used in irrigation in this county as well as other places in southern California as compared with natural Colorado river water.
"The committee concluded," reported Chairman Allen, "that even though Colorado river water is not as good in quality as that now being used, it is . . . as good or better than irrigation water now being used in some areas for the successful production of citrus."
With regard to conserving additional storm water Allen reported that the two flood control dams in the Santa Ana river basin, Lower Santiago creek reservoir and Carbon canyon reservoir will, on present-day estimates, cost a total of $7,500,000 and will afford excellent protection against floods but will conserve little water. A substantial amount of incidental conservation—3000 to 4000 acre feet per year—might be possible, but in that case the dams would have to be under local instead of federal control. It is the federal policy, he explained, to assess local beneficiaries for any part of a flood control dam project allotted to conservation. The committee's studies have convinced it that agricultural use of water in Orange county has passed its peak and now is on the decline but that use of water by cities and industries will increase faster than agricultural use will decline.
Another conclusion was that all incorporated cities in the county should annex to the Metropolitan Water District and connect with its mains.
"The necessities of balancing the basin," concluded the committee, "make imperative the taking of initial steps designed to import...electronically!"

Hallowe’en Party Given ‘Kick-Off’

Two additional classes of floats will be included in this year’s Hallowe’en grand parade. They are: Most effective float carrying out a comic strip theme, and the most attractive and artistic decorated float. The others, as in former years, will be the most effectively designed float carrying out the Hallowe’en theme, the most unusual stunt entry, the most attractive and effectively decorated car.
Three awards are offered in each classification, the first being a trophy, the second, a red ribbon and the third, a white ribbon.
The rules and regulations for this year’s parade provide that:
Floats should stress the Hallowe’en theme and advertising be relatively inconspicuous.
All floats must be completely decorated and automobile hoods covered. Passenger cars must be 75 per cent decorated.
Illuminations will be a major factor in judging the floats.
All marchers must wear costumes.
Music will be permitted on floats but speaking and announcements will be strictly forbidden.
No political decorations on floats will be permitted.
Distribution of literature, fruit or merchandise from the floats will be forbidden.
