However, by the second week in July, interest on small sizes increased, resulting in a rapid rise in prices for small sizes. This improved situation continued until price ceilings were again restored on July 25th. Small sizes again became a serious problem, continuing so almost to the clean up of the crop. "The production of lemons in California in 1946 was approximately 36,000 cars, an increase of nearly 6,000 cars over the previous season. "A very good demand for lemons prevailed during the so-called winter months and prices were maintained on a satisfactory level. The market, however, during the period May to October was extremely disappointing in both price and volume. Diversion to products was heavier than normal during this period and figures indicate that 37 per cent of the season's harvest went to products plants. Below average summer temperatures, cool nights, abnormal rainfall and severe shortage of sugar were principal factors affecting lemon returns. Included with this report are comprehensive exhibits of our operation during the past season. They reflect the fact that on valencias, for example, the crop in this district was only 57 percent of our 1945 harvest. The average sizez shipped was 283.3, as compared to 277.7 last year. Chief Stephenson said strict enforcement was being attempted all traffic violations, especially speeding, and said the action rate, which has been considered reduced in Anaheim, had no proof of what strict enforcement will do. He also stated that were trying to be fair in dealings with traffic offenders and to protect the people who drive people away from Anaheim. He stated that attacks were being made to change routing of trucks, especially tank trucks and trailers, from Los Angeles street and ter street, making them use Ana street for east-west and Palm or Olive streets north-south traffic. A. J. Schutte, chairman of Farm Bureau Safety Comm., told those present about the Bureau's safety program, stating the fight to eliminate drug driving, and citing the need the consumer's dollar. Approximately one-third of our entire valencia harvest was diverted to processing channels. "The lemon harvest in the district amounted to 916 cars, as compared to 986 cars in the previous season. Smaller than average sizes, plus rather severe frost damage in portions of the district, resulted in a diversion to products of 47 percent of our harvest. "Attention at present is sharply focused upon the processing outlets for citrus fruit. This is natural, in view of the high returns obtained during the war years as the result of heavy demand from the military and lend-lease. The impetus given to the development of the products by the war and the increasing production of citrus fruits seems to make certain, a high degree of activity in this field. Close and careful attention to this phase of our business, particularly as it relates to control over raw material and the disposition of finished product, will be necessary if we are to protect the fresh fruit market. The latter still represents about 75 to 80 percent of our business. "The outlook for 1947 appears reasonably brigt. Buying power is expected to continue at a high level. Undoubtedly, things generally will be far more plentiful and competition will be keen for A. J. Schutte, chairman of Farm Bureau Safety Committee told those present about the Bureau's safety program, striving to eliminate driving, and citing the need the consumer's dollar. "The oncoming valencia currently estimated at about 000 cars more than was harvested in 1946. It appears likely small sizes will again be a problem, even though present dications are for a somewhat smaller size. We believe that, until free market a better opportunity will be afforded to merchandise small sizes. Competition canned juice is a factor reckoned with, but Florida the key to that situation will effect our 1947 valencia market." "The lemon crop for 1947 estimated at 34,236 carloads about 2,000 cars less than harvested in 1946. The outcome the season will depend greatly sufficient sugar to permit the weather and the availability of lemons as a beverage. A motion was made and carried that the secretary be instructed to write the state highway department and the Orange county Board of Supervisors requesting a survey of the intersection of Manchester and Harbor Blvd., with the intention of installing safety devices there to eliminate some of the unusual hazards at that intersection. It was also decided to call a meeting in the near future to set up a city-wide Safety Council, members of which would represent the various civic and service organizations, the P.-T.A., the schools, etc. and all would participate in correcting any safety or traffic problems. Chief Stephenson reported that the signals at Center and Los Angeles were now operating 24 hours a day, and pointed out that there have been no accidents recently at this intersection. Mrs. Davenport, of the P.-T.A. and Mr. Kingsbury, of Anaheim High school, reported that the high school is starting an auto driving course for sophomore (and higher grade) students. Included in the course will be a study of the vehicle code, study of the textbook "Man and the Motor Car," and safety material from such organizations as the Auto Club of Southern California and others. A study of the mechanics of the motor car as far as the forces involved are concerned will be made, as well as the dangers of mishandling an auto. The course will be taught by Mr. Henry and Mr. Kingsbury. Mrs. Davenport, representing the P.-T.A., made a report on the program in the schools to promote Safety sub-committee, and Glen Hipes is chairman of the Public Safety, Health and Welfare committee.
