Proposition 5 Results of Long U.S. Experience
"The benefits of 20 years' federal experience with the U.S. Tax Court have been written into Proposition 5 on the November general election ballot," declared Claude Minard, former executive secretary and general counsel of the State Bar Association.
This proposition, hailed as a "break for the small taxpayer," would create a new Court of Tax Appeals.
"The California legislature put Proposition 5 on the November ballot so that the people can create a tribunal to rule speedily on tax litigation affecting all the people, including rulings on taxes imposed by state taxing boards and bureaus."
Minard pointed out that every voter pays those taxes directly or indirectly. Each voter would protect his interests by following the legislature's lead by voting "yes" on this measure.

1947 ACP HANDBOOK FOR CALIFORNIA
Publication of the 1947 handbook of the agricultural conservation program for California has been completed, according to Stephen Griset, chairman of the Orange county AAA committee.
With the state handbook as a guide, said Griset, Orange county will work up the county handbook, selecting from the state-approved practices listed in the handbook, those particularly applicable to Orange county needs.
A new feature of the 1947 program—a provision is made for each county to select, in addition to the approved practices in the state bandbook, one local practice to meet a local conservation need.
Maintenance of soil fertility; control and prevention of soil erosion caused by wind and water; conservation and better agricultural use of water; conservation and increase of range and pasture forage—these are the basic aims of the program.
Conservation practices are mainly identical with those of 1946. New practices for 1947 include: planting new orchards and vineyards on the contour; eradication or control of destructive and competitive plants on grazing land; fencing on grazing land, for better distribution of livestock; deferred grazing; construction of firebreaks, and planting forest trees, shrubs or windbreaks.
Any agricultural producer in the county may participate in the agricultural conservation program, says Griset.
"To do so, he must file with the local conservation association made in increasing amounts, regular appropriations to provide encouragement of conservation farming."
"COST-OF-PRODUCTION INSURANCE EXPLAINED"
Wheat growers in Orange county not already covered by the Federal Crop Insurance Plan for 1947 wheat crops may get this insurance at a very low cost, according to Stephen Griset, county committee chairman.
Through this plan, Griset explained, operators are guaranteed the return of their investment in the crop, no matter what natural hazards the growing wheat crop is subject to, for a premium cost of only a few pounds of wheat per acre.
Some farmers, said Griset, wish to carry more protection than others, but the Federal Crop Insurance program is flexible enough to furnish a plan for each wheat farmer's needs.
The Orange county office will be glad to explain this program to all wheat growers, he said, but the closing date for accepting applications is November 30 or the date of seeding, whichever comes first.

More little pigs, more sows for farrowing are being asked by the USDA for 1947.

Any agricultural producer in the county may participate in the agricultural conservation program, says Griset.
"To do so, he must file with the local conservation association before May 1, 1947, a farm plan. This plan must be approved by the county Agricultural Conservation Committee. The approved farm plan will show the conservation practices which may be performed for credit under the program, on the producer's farm.
"Practices must have a definite conservation value, and must be ones for which a definite need exists.
"The broad purpose of the agricultural conservation program," says Griset, "is to assist farmers to maintain and improve the nation's soil and water resources.
"It operates as a government-farmer partnership, both parties sharing costs of building and maintaining the soil and promoting more efficient use of water."
While conservation has made rapid forward strides during these past several years, we still have much to learn and to apply in order to get maximum productivity from our land and hand it down to future generations unimpaired.

Farms outside the corn belt are asked to increase on an average of 9 per cent.
Support prices on hogs to be marketed from now until October 1947 have been boosted an average of $2.25 a hundred pounds above the $12 average previously announced for 1946-47 marketings.
For August and September, 1947 the average increase is around $2.50. Support-prices are set on a week-to-week basis to allow for seasonal variations. The higher prices were established in line with increase in the parity price of hogs.
Support prices for hogs sold after September 1947 have not been announced.

Minnie B. Clements
Death Last Thurs.
Mrs. Minnie B. Clements, 66
years of age, passed away last
Thursday, Oct. 10, at Anaheim
hospital. The family home was
at 114 North Citron street.
Born in Bardwell, Ky., she had
been a resident of Anaheim for
the past 17 years. The deceased
was a member of Wesley Methodist church of this city.
Surviving are one son, Edward
B. Clements of Anaheim; one daughter, Mrs. W. E. Sullivan of Anaheim; two sisters, Mrs. Sam Roher and Mrs. Sam Worrall,
both of Buena Park; a niece, Mrs.
P. E. Newman of Anaheim; a nephew, C. E. Peddicord of Santa Ana and seven grandchildren.
Funeral services were conducted
in the chapel of Backs, Campbell
and Kaulbars mortuary last Saturday afternoon at 2 o'clock with the Rev. Leslie Sims, pastor of bushels. It will be the largest crop since 1940.

Larger acreages and favorable weather figured in the increased yields, world-over. World wheat acreage is an estimated 405,200,000 acres, as compared with 385,100,-000 acres in 1945 and an average of 414,600,000 for 1935-39.
PERMANENT SCHOOL LUNCH PROGRAM NOW IN EFFECT
California schoolboys and girls are among the estimated 8 million school children in more than 46,-000 public and nonprofit schools, who, under the National School Lunch Program, will be served school lunches this year.
The permanent school lunch legislation which was approved last June is now in effect in the 48 states, the District of Columbia and the Territories, with whom the USDA has signed agreements.
Under the new act, USDA will allot funds each year to be matched by the state. Heretofore, funds for the program were authorized on a year-to-year basis.
Redwood trees, presently limited to the Pacific coast, once thrived in areas now occupied by Yellowstone national park and parts of the Colorado Rockies.

Where must the claims for disability insurance be filed?

Q: Where may the claim forms be obtained?
A: Claim forms may be obtained from local offices of the Department of Employment, doctors, and others to be designated later.
Q: May claims be filed by mail?
A: Yes. All claims and other documents relating thereto are to be filed by mail, except in those cases where the claimant is notified by the Department of Employment that a personal appearance or examination will be required.
Q: Does the state specify the doctor or practitioner who is to attend the worker?
A: No. The worker may choose his own doctor or practitioner, except in cases where the Department requires an additional examination.
Q: Is a waiting period required before disability insurance is payable?
A: Yes. The law requires a waiting period of seven consecutive days during each spell of disability before disability insurance will be paid. No benefits will be paid for such waiting periods.
Q: Are disability insurance payments made weekly?
A: Not ordinarily. Disability insurance will be made bi-weekly, except in special cases where the California Employment Stabilization Commission may approve weekly payments.
