New Program for Unemployed to be Used in December California workers, who for the past eight years have been protected against total loss of wages when involuntarily unemployed, soon will have the same protection against wage losses when they are unemployed because of illness or injury. The California Department of Employment has announced the new Unemployment Disability Benefits program will go into full operation on December 1. The Gazette, recognizing the wide-spread public interest in the disability insurance system, is publishing today the first of a series of questions and answers explaining the new program. The series includes four articles, which will be published in succeeding issues of the paper. Question: What are Unemployment Compensation Disability Benefits? Answer: Cash payments to eligible workers unemployed because of illness or injury. Q: Who pays these benefits? A: The State of California, through the California Department of Employment. Q: When may workers begin filing claims for disability insurance benefits? A: The program is effective December 1, 1946. Q: How are these payments financed? Q: With the one per cent employee pay roll tax previously used for unemployment insurance, but which since May 21, 1946, has been allocated to the disability insurance fund. No new or additional tax will be deducted from the worker's pay check to finance disability insurance. Q: What does the term "disability" mean? A: Illness or injury which prevents a worker from performing his regular or customary work. Q: Is pregnancy considered disability? Q: Who may draw unemployment compensation disability benefits? A: Any worker who has earned a minimum of $300 during his base period in jobs subject to the Unemployment Insurance Act, if otherwise eligible. Q: How does a worker become eligible for disability insurance? A: A worker must be unemployed because of illness or injury; he must file a claim in accordance with regulations, and he must file a physician's certificate as to his disability. If required by the Department of Employment, he must also submit to a reasonable physical examination. Q: How soon must the claim for disability insurance be filed after the start of the worker's disability? A: A claim may be filed by a worker who has been continuously unemployed and disabled for a period of 14 days, and must be filled not later than the seventh consecutive day following the first 14 days of such employment and disability. Q: Must a worker be under the care of a physician at the time he files a claim for disability insurance? A: The claimant must have been examined by or under the care of a physician or practitioner during some portion of the first seven days of his disability. Q: Are there exceptions to the requirement of a physician's certificate? A: Yes. If a worker adheres to the teachings of a bona fide church, sect, denomination or organization which depends on Rehabilitation of TB Patients Given Great Importance In observance of "National Employ the Physically Handicapped week, Dr. E. E. Lundegaard, medical director of the tuberculosis sanatorium of the Orange County hospital, stresses rehabilitation of the tuberculosis patients to be of prime importance, aiding directly toward complete recovery. "Rehabilitation of the patient suffering from tuberculosis should begin as soon as he enters the hospital. It is highly valued as a therapeutic aid in assisting such patients when they are again able to resume their normal outside existence," said Dr. Lundegaard. The Orange County Tuberculosis and Health association is in complete accord with Dr. Lundegaard's statement, encouraging an educational program for the patients through Santa Ana schools. The schools offer teaching for children of elementary school level, training for adolescents requesting secondary school training and art craft work as well as academic training for adults there under hospital treatment. Motion pictures of educational and entertainment character are shown regularly by the association. A publication of the sanatorium issued by and for the patients and financed by the tuberculosis association offers interest and light employment to many patients. To Consolidate Draft Boards Soon Last Rites for Founder of Famed Botanical Gardens Funeral services were held for Mrs. Suzanna Bixby Bryant, 60, founder of the nationally-known Rancho Santa Ana Botanic gardens in Santa Ana canyon, last Thursday afternoon at 2 o'clock in the Church of Our Saviour, Roses road, San Gabriel. She died Wednesday of last week in Santa Barbara. A descendant of a pioneer California family and the widow of Dr. Ernest A. Bryant, famous surgeon who died in 1983, she founded the Botanic garden in memory of her father. With the purpose of planting and propagating all California plants, the garden had more than 100,000 species four years after its inception. She is survived by a son, Ernest A. Bryant, Jr.; one daughter, Mrs. Richard Dakin; a brother, Fred H. Bixby and seven grandchildren. 4-H Club Council Plan Achievement Week Program The Orange county 4-H Club council met Monday evening, October 7, at the Farm Building in Orange to plan a county program for National Achievement Week in November. During the week of November 4, two million 4-H boys and girls throughout the nation will review their accomplishments of the year and receive various awards for achievements. Three hundred local 4-H members will take part in the county program which will be celebrated Saturday evening, November 9th, at the Fremont school, in Anaheim. To Consolidate Draft Boards Soon Designed for more centralized service of the county draft boards, the Anaheim and Fullerton Selective Service Boards, presently located in the Chapman building in Fullerton, will move to the Santa Ana city hall next week, it was announced. The Anaheim and Fullerton boards will move into rooms 308 and 301 of the Santa Ana city hall. Draft officials stated that they hoped to retain the present draft board personnel. Already in the city hall are boards which operated in Newport Beach, Orange and Santa Ana. Alexandria, Egypt, was named after Alexander the Great, who founded it in 882 B.C. The Junior leadership project was explained to the leaders by H. W. Longfellow of the Agricultural Extension Service. This project is being offered to older 4-H members for the first time this year. It is set up to develop leadership and at the same time secure assistance for the younger members. A committee was named to select the All Star 4-H members for the year. The most outstanding 4-H boy and girl will be selected to represent Orange county at the state convention of All Stars. The committee who will make the selection is Mrs. J. L. "Re-Elect The Man Who Knows the Job" OPA Orders Price Boost On All Cafe Meat Dishes The Office of Price Administration announced a 15 per cent increase in restaurant ceiling prices for meals or individual food items having meat as the major ingredient effective today, October 10. The reason for this increase is given by the OPA as follows: "This will restore the prices of restaurant meat offerings to their normal relationship to the prices of other meals and food items and also is designed to afford particular relief to that segment of the restaurant industry specializing in meat items." All restaurants throughout the nation may apply this increase to their June 30, 1946 "freeze cellings," which generally represent their April 4-10, 1943 prices. In the case of items having a ceiling price as of June 30, 1946, of under 20 cents, such as a sandwich or a hamburger, any fractional increase can be rounded out to the next highest cent.
