Howard in Race For Sheriff's Post
Floyd W. Howard
Floyd W. Howard, recently discharged Marine Corps major and veteran of the first World War, was reported storming Orange county after making formal announcement he was candidate for the sheriff's office in the June 4 primary.
Offering two decades of experience in criminal investigation, Howard, was discharged from the Marine Corps March 13 this year after four years military service. During his recent military role he served as security officer of the plant protection program in West Coast shipyards and the Western Pipe and Steel Co., of Los Angeles.
Howard was chief of police at Santa Ana for eight years from 1931 to 1989 and also served as chief of the criminal department of the sheriff's office for an additional four years.
He has been a resident of Orange county for the past 25 years and during the first World War he served as an enlisted man for 27 months.
His son, Jack Howard, also is a veteran of World War II.
Anaheim Vet Enroute Home
Word was received here this week that Sgt. Joe J. Kelty, son of Mr. and Mrs. Chester A. Kelty of 1105 E. Water street, Albany, Oregon, is enroute home to the United States for discharge.
Sergeant Kelty, whose wife, Bernardine and their son, David, reside here at 1101 N. Palm street, will arrive in the states from the 5th Replacement Depot Disposition Center near Manila in the Philippine Islands.
Entering the army in June 1944, Sergeant Kelty was sent overseas and stationed in Manila last August where he served with the 1387th Corps of Engineers. He is authorized to wear the Asiatic-Pacific theater ribbon and the World War II Victory medal ribbon.

Resident in East Plans Future Home in Anaheim

Sugar Ration Plan Changes Friday
Ed Poehlmann, southland ration chief for the Office of Price Administration, announced this week, members of the armed forces on furlough may be issued sugar rations for leaves up to 120 days.
The new amendment becomes effective tomorrow, he said. Formerly, furloughed military personnel were issued regular sugar ration books when their leaves were for 60 days or more and were required to surrender the ration book upon expiration of the leave period.
Men on leave for less than 60 days were granted furlough rations, Poehlmann pointed out. The new action, he said, provides uniformity and relieves service personnel of the necessity of obtaining ration books when the leave period does not exceed 120 days.
Over seven hundred long tons of cane sugar is produced in the United States annually.
About three-fourths of the world's supply of coffee is produced in Brazil.

GUY PITNEY IMPROVES FROM SERIOUS ILLNESS
Guy Pitney, popular photographer with studios in the Kraemer building on East Center street, was returned to his home last Saturday from Fullerton Cottage hospital where he underwent several blood transfusions earlier in the week. About two weeks ago he had a tooth pulled and infection set in, causing hemorrhaging and loss of a quantity of blood. His condition for several days was quite serious. Friends are glad to know he is recuperating.

DRIVER CONVICTED OF MANSLAUGHTER IN TRAFFIC DEATH
Driver of the automobile involved in collision with the one in which Mrs. Irma Cassmeir of Anaheim was killed last April 1, was found guilty of misdemeanor manslaughter in Santa Ana Superior Court last Monday after 48 minutes deliberation by a jury of seven women and five men.
The defendant, Julius Avalon Moran was accused of felony manslaughter but the jury returned the verdict on the reduced charge.
Following the verdict, Superior Judge Raymond H. Thompson set May 31 as the date for probation hearing and pronouncement of judgment.
The one-day trial was the aftermath of the fatal accident last April on Manchester Blvd., west of La Palma avenue., in which Mrs. Cassmeir, a passenger in an auto operated by her brother-in-law, Howard Belz of Santa Monica, was killed when the two machines, one driven by Moran collided.
Moran testified in his own behalf concerning details leading to the collision.

True "Spoonerism" is found in the gay red and white neon sign which is decorated with two love birds perched in a circle in its upper corner and inscribed "Spooners Do-Nuts."
Both Spooners are natives of California. Taze Spooner received his discharge from the Army three months ago after serving for eight months in Yokohama, Japan. Paul Spooner was formerly employed in Santa Ana.

FULL TEXT — PROPOSED CONSTITUTION
THE PEOPLE OF THE STATE DO ENACT ASSEMBLY
A new Section 1-B is hereby added to State of California to read:
Section 1-B. To protect freedom of chapel encourage and protect peaceful and lawful employees; to eliminate stray from jurisdictional disputes between law causes of industrial strife and aid in thief for all of our people;
(a) It shall be unlawful for any two or more inmates or concert of action, to coerce compel, any employee against his will, any labor organization; or any employee employee to become or remain a member.
Nothing herein shall prohibit an employer is the collective bargaining representative tarily agreeing that all persons thereafter ployer shall be or become members of s.

Membership of this council has pledged its full support to Johnny Walker, who chairs World War II Veterans Political Association, in sponsoring an initiative amendment dealing with labor relations. This amendment to the California law, if and when passed, will definitely outlaw the involuntary closed shop, irresidious disputes.
NEXT — PROPOSED CONSTITUTIONAL AMENDMENT
PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
1-B is hereby added to Article 1 of the Constitution of the state to read:
To protect freedom of choice by the individual employee; to protect peaceful and harmonious relations between employees; to eliminate strikes and work stoppages resulting in social disputes between labor organizations; to diminish the social strife and aid in the production of goods and services people;
Unlawful for any two or more persons, by agreement, combination of action, to coerce or compel, or attempt to coerce or employee, against his will, to become or remain a member of organization; or any employer, against his will, to require any person or remain a member of any labor organization.
In shall prohibit an employer and a labor organization, which is bargaining representative of his employees, from voluntarily entering the employ of the employer become members of such labor organization.
Unlawful for any two or more persons, by agreement, combination of action, to coerce or compel, or attempt to coerce or employee, against his will, to recognize or bargain with a union as the collective bargaining representative of any of wherever procedures are created by law for the designation imperative and such labor organization has not been so designee with such procedures.

Yardbird Veterans Now War On Union Coercion

Coming into the ascendency in the California political field is the Yardbird Veterans' Political Association.
Its specific endeavor at present it to obtain voter signatures sufficient to place on the ballot a proposal to amend the California Constitution.
The amendment would free a worker from being compelled or coerced into a union by either a union promoter or an employer. It would require that when an employer bargains collectively with a union the union must represent a majority of his employees to qualify for the bargaining right.
Not Antilabor
"We want it understood," said Johnny Walker, head of the association, "that we are not fighting unions or labor. On the contrary, we hope to deliver a blow against those influences in unions which have caused so much hardship in this country, especially to the unions' own members, through Fascist tactics of a minority and through unnecessary jurisdictional strikes that have resulted in so much materials shortages."
Toured War Fronts
The organization is an out growth of Original Yardbirds formed at Ft. MacArthur to put on the Army musical play, "Hey, Rookie!" that ran in Belasco Theater for eight months in 1942-43. It raised $351,000 for Ft. MacArthur athletic and recreation fund. Walker was its leader.
Under orders from the War Department, it went on a 120,000-mile entertainment tour of war fronts over the world with the Yanks.
In January, Walker incorporated the augmented organization in Sacramento. He said:
"How many times while the war was on did you hear the remark, 'Wait till the boys come home!'"
