Tax Returns May Be Figured By Revenue Officers
More than 2,500,000 wage earners in southern California can file their 1945 federal income tax returns and have the Revenue Office calculate their taxes for them, according to an estimate released today by Collector of Internal Revenue Harry C. Westover.
Any employee may use the 1945 withholding receipt recently given him by his employer as a tax return provided: (1) his total income for 1945 was less than $5,000, (2) it was derived in the main from wages subject to withholding, and (3) that part of the total which was not subject to withholding did not exceed $100.
"When a receipt is filed as a tax return," Westover said, "we will compute the tax, give credit for tax withheld, and send a bill for the balance. This must be paid within thirty days. If the withholding credit is greater than the tax, we will send a refund check together wiht interest.
"Our tax computations will allow approximately ten per cent of the reported income to cover ordinary deductions such as charitable contributions, medical expenses, and interest paid. An additional allowance will be made for those dependents whose names are listed on the forms."
On all returns of married couples, whether one or both worked last year, we will figure the tax two ways—as a joint tax and as a civil personnel cut its civilian personnel to 1331 to 912 before the end of month, it was announced that by Colonel William C. Colonel Farnum said his headquarters has ordered the reduction of civilian workers effective immediately. Using procedure established by both the Department and the Civil Service Commission, 419 employees will be separated on the basis of a tention register now being piled.
Colonel Farnum explained that this register gives consideration to four factors: type of appointment, length of service (both military and civil service), veterinary performance and efficiency ratings. The type of appointment whether permanent civil servant war time indefinite or temporary two separate taxes—and serve bill for the lesser tax or the greater refund.
"To protect community rights married couples in California use their withholding receipts must do so on a basis. Separate returns are permitted except on the standard Form 1040. If one spouse the standard form, the other does not use the withholding receipt as a return. To file joint wielding returns, married couple should pin all their recepits gether but need fill out only one received from their last ployer. Couples may use receipt only if the combined income less than $5,000 and then only their combined outside income not exceed $100."
Deadline for filing withholdings is March 15, the same deadline for the regular fee 1040.

He appeared as speaker on a program arranged by Gordon X. Richmond of Orange, chairman of the committee, who was master of ceremonies and who previewed briefly the state's political picture as shaping for the 1946 campaign.
The rally, first general assembly of the G. O. P., since the last campaign and signaling start of new political wars, was termed by Richmond as "the start of the swing of the pendulum of '48" when national elections are foremost.
The colonel's dynamic talk drew upon his experiences in this world War II, and won applause during his recounting of the national political "muddle" and wide acclaim was given his insistence that the United States "change its international policies immediately." He held that the UNO delegates are muffling America's role as peacemaker and not properly supporting this nation's unchallenged leadership in world affairs.
The speaker cautioned against becoming embroiled in "power politics" which "twice in one generation have plunged the world into war."
Taking his cue from the immortal Lincoln's Gettysburg address, in which the Great Emancipator expressed the sober hope that "those who died shall not have died in vain," Shattuck challenged that the confusion of today may mean that this war's aims are not to be met.
STRAIGHTEN THE RECORD
If any debate on public policy is continued long enough, the pertinent facts on which sound judgment can be based will be brought to light. That is the
42nd General Hospital in Tokyo, formerly the Episcopal Church's St. Luke's International Medical Center, Tokyo, is now operated by the United States Army. Here Mrs. Douglas MacArthur receives an American Flag which once flew over a hospital in Manila. It was recaptured from the Japanese and was given by Dr. MacArthur to the 42nd General Hospital. At some future date the hospital will become again the property of the Church.
AAAB Civilian Personnel to Be Out This Month
Santa Ana Army Air Base will hire civilian personnel from to 912 before the end of the month, it was announced today Colonel William C. Farnum, commanding officer. AAAB is being inactivated on or about March 31.
Colonel Farnum said higher quarters has ordered the re-entry of civilian workers effect immediately. Using process established by both the War Department and the Civil Service appointment—is the first consideration.
The emphasis will be in letting go non-essential personnel. Persons needed for the operation of the base after it's inactivation will be retained longer than others.
Colonel Farnum pointed out that even though the activities of one office are curtailed or eliminated, civilians in that office will not necessarily be dismissed. They will be placed in competition with every individual doing the same type of work, or similar work, throughout the base. Retention credits have been computed for all personnel in order to determine who has first call on the available jobs.

Advocates of compulsory health insurance have held that 30 percent of the young Americans called up for military service were unfit for duty. That is not a proud record. But before we conclude that it argues the case for compulsory health insurance, other important facts must be considered.
England is a country where compulsory health insurance has been in effect for more than 30 years. Yet England's draft-reject record was far sorrier than that of the United States. Long before war privations affected the health of the British people, in the decade ending with 1936, 59 per cent of all Englishmen called up were rejected as unfit for duty—nearly double the service rejections in this country.
Such facts must certainly be noted in any fair and serious consideration of the health insurance question.
Here in America, voluntary health insurance has been in practice for some years. As it has stabilized and expanded, it has proven so practicable that today 70 million people—half the population—are voluntarily covered by some form of health insurance against the financial shock of illness and accident. In California, alone, through California Physicians' Service and other sound voluntary health insurance plans, some three million persons enjoy the safeguard of medical, surgical and hospital insurance. On the part of its three million participants, that is a personal, voluntary health program—and on the part of the dozens of businesslike insurers, it is a free and flourishing enterprise, growing day by day, unimpeded by government administration.
"There is nothing that government can do for you in the field of health insurance which you cannot do for yourselves and do better at less cost," declared Dr. John Cline of the California Medi-

The reduction in civilian workers was ordered a few days after the Personnel Distribution Command ordered SAAAB inactivated as a separation, redistribution station and regional hospital. The case will not close down until higher headquarters decides whether it can, or cannot, be used for some other military function.
