WHAT PLAN PROVIDES:
The Anaheim Plan is based on a 15-point program, as follows:
Provide an educational program for development of intelligent civic awareness and understanding of every physical, social, educational, recreational and cultural aspect of modern community life.
Prepare the citizenry psychologically and organizationally to meet the problems associated with growth, prosperity, and development.
Offer a realistic approach to the problems associated with conversion of industry, government, and commerce to peace-time economy.
Readjust demobilized members of the armed forces to peace-time pursuits by affecting a rapid, sound conversion of economic life.
Stimulate opportunities for placement in gainful employment or in business enterprises of those men as a potential industrial empire, the report declares, with industrial and commercial development greatly accelerated, and with production projected forward "many decades." It foresees a growing influx of people seeking homes here, for the district's hospitable climate and recreational advantages, calling for an enormously expanded program of construction activities and demanding intelligent planning-of community life.
The Anaheim Community Planning Project is proposed as an instrument by which the monumental problems and opportunities ahead can be surveyed, appraised, and intelligently handled, the report states, adding that "characterized by its bold soundness, it shall have the distinction of being long-range, comprehensive, and all-inclusive in scope. It calls for cooperation and collaboration of all city leadership, including the service, industrial, financial, municipal, commercial attempts merely for public opinion and the progressive devotion programs and plans vance city interest. Supercede the author the rights of existing organizations.
FULL REPRESENTATIVE:
The personnel of mittees will be represented all civic organizations in as far as it is possible to do so. In the 15 basic planning every attempt was made to the entire gamut of community activities. Mittees are as follows:

Provide adequate housing facilities for those who seek permanent residence, while at the same time arranging convenient access to retail trading centers, industrial districts, governmental buildings, and professional services.
Support the Anaheim Planning commission and the City Council in an effort to fix desirable patterns of land-use through an overall design best suited to present and possible future needs.
Encourage location of commercial institutions, with special emphasis on the acquisition of new, desirable industries in Anaheim, with the object of creating substantive payrolls as an economic support for a growing city.
Formulate a transportation program based on comprehensive survey in order to provide adequate terminals for airborne traffic, as well as roads, streets, and highways for auto traffics and satisfactory rail and bus transportation.
Invoke a program of city-wide beautification, cleanliness and orderliness.
Institute a plan of public safety, of health education, and of caring for the needy and underprivileged, as well as a city-wide youth program.
WHAT CITY FACES
"The imperative undertaking facing Anaheim, as every community of the nation in the peace era, is the restoration of its economic, social, and cultural life to an orderly peace-time status," states the preamble to the presentation of the plan. "In the whirlpool of cataclysmic events following Pearl Harbor, the Southland witnessed phenomenal and unparalleled changes. In fact, the impact of war has more markedly affected the destiny of this region than any other external creation and Events; Veterans; Public Health and Welfare; Fiction and Technique."

In brief, it is a program aimed to integrate community life and to mobilize community talents for civic betterment. The cardinal feature is to establish the Anaheim Master Plan, which will serve as a community blueprint or pattern, and a flexible guide for progressive community development in the era-ahead.
COMMITTEE PER POINT
Fifteen committees will administer the planning project here. A Central committee will coordinate all activities. Findings of the basic planning committees will be transmitted to the Central committee. Upon approval, the Central committee will forward such plans and proposals to the Anaheim Planning commission when the projects are of a public nature; or to the board of directors of the chamber of commerce, if the plans are of a private or of general community interest.

Otto Cafe Named Oyster Loaf When Wm. Gathas Buys
The Oyster Loaf Cafe, as it is known today, was at one time the Otto restaurant. When William C. Gathas, present owner, came to Anaheim in 1911 and purchased Anaheim's original cafe, his first matter of business was to change the name to "Oyster Loaf Cafe" as it is known after 34 years of successful business.
Four years after he purchased the cafe, Mr. Gathas moved to the present location at 174 West Center setreet, and which has a seafaring capacity of three times the face facing Anaheim, as every community of the nation in the peace era, is the restoration of its economic, social, and cultural life to an orderly peace-time status," states the preamble to the presentation of the plan. "In the whirlpool of cataclysmic events following Pearl Harbor, the Southland witnessed phenomenal and unparalleled changes. In fact, the impact of war has more markedly affected the destiny of this region than any other external influence in the history of the state.
"Anaheim's civic leadership is fully aware of the vexatious situation, of the unprecedented circumstances and multifarious social and economic problems which will inevitably result. Alert to its responsibilities, Anaheim is prepared to share in the solution of the herculean tasks which directly stem from war, viz:
"Conversion of Industry and commerce to the economics of peace-time activity.
"Rehabilitation and reemployment of discharged servemen and women as demobilization of the armed forces takes place.
"Readjustment of displaced war workers to peace-time occupations.
"Resumption of construction and reconstruction of public works, as well as private improvements, deferred by war restrictions."
"Satisfying pent-up public demand for commodities and services indispensable to modern standards of living."
WAR WROUGHT CHANGES
The entire Southern California area has emerged from the war

Preliminary estimates of the 1945 apple crop indicate that it will be 45 per cent less than the 1944 crop, which exceeded 124 million bushels.
During the war, California orange products plants have produced two million pounds of pectin, mostly for food and pharmaceutical purposes.
In the year starting with November, the U.S. citrus crop is estimated for a record-breaking
attempts merely to consolidate public opinion and support for the progressive development of programs and plans which advance city interest. It does not supercede the authority or usurp the rights of existing agencies or organizations.

As a component geographical and political segment of Orange county, Anaheim regards its destiny as linked and interwoven with the general well-being of the county as a whole," the statement continues. Therefore, the Anaheim plan involves the integration of its proposals with that of all other communities in the
Project as an organized effort to develop wide-spread awareness of the magnitude of our future problems, to evaluate and take advantage of new potential opportunities, to establish certain goals within the realm of realizeable achievement, and to provide the mechanical means and the strategy with which to assure mastery of the situation."
Progressive cities, like Anaheim, it declares, have laid a sound foundation by organizing a planning commission. This is the first step. Community enlightenment and collaboration is the next step. The Anaheim Community Planning Project is the vehicle through which community acceptance and support can be mobilized for the attainment of a Master Plan.
Anaheim, it concludes, may well profit by realization of predictions of Ladd Hawstad, farm editor of Fortune Magazine who, in analyzing the West,
stated, "Any western town is tomorrow's boom town, depending on how quick-on-the trigger the Chamber of Commerce secretary is, how much money the solid men of the town will subscribe, what kind of cooperation the railroad will give, and a few minor things—but mostly it depends on the quality of the promotion the leader can dream up."
