Thursday, December 6, 1945 A Page of Forgotten History From The Anaheim Gazette, Nov. 24, 1927 (This was written by) HENRY KUCHEL We have been asked to say a word in reference to the three campaigns for county division culminating in the formation of Orange county in 1889, and to show why many old-timers here, who had been a unit for division in the early '70s had turned against division in the later years. We shall show that the record of these pioneers was honorable, and that after battling unsuccessfully during two arduous campaigns for division, were made the victims of as shameful a bit of perfidy as ever existed in the political history of California. In the first campaign to cut away from Los Angeles, in 1871, the old-timers showed that since the organization of the county, many years before, more than $2,000,000 had been wrung from the people by taxation and very little, if indeed any of it, had been expended upon roads and bridges in this section. It was difficult to go to the county seat to pay taxes. Not a bridge existed in the lower portion of the county. Roads were impassible in the winter time, while in summer were quite unworthy of being called public thoroughfares. Escapes from drowning were not a few, and one well authenticated report concerning an old-timer and his good wife returning from the county seat, who were caught in the treacherous waters of Old river is worthy of a brief reference here. As they reached the center of this turbulent river, their wagon sank in the quicksands water ran over the horses' hind legs. Seeing the great danger menaced them, the Pioneer led into the water; unhitched team, desiring that he and his wagon should ride to the bank in safety. In the confusion, one of the horse ran away, and the old-timer striding the other, rode rapely away to a stage station several miles away. Obtained help hurried back to the river. The good old lady was found still seated in the wagon, dumb wtf terror. The wagon was recovered several weeks later. Other escapes from drowned occurred, and the old-timers assisted all to no avail, that a quate means for crossing the rivers should be provided. Mails failed to reach this station for many days at a time. An effort on the part of the county seat to vote bonds in sum of $875,000 as a railroad bond caused the old-timers to up as one man in opposition them." added to this large sum of money were to be lands right-of-way, sidings, depot warehouse sites and a large bor frontage at Wilmington amounting all together to more than a million dollars. The sessed valuation of the county was the time was $15,000,000, yet on fifteenth of the total valuation was to be voted for this bond. CONGRATULATIONS TO THE GAZETTE ON ITS 75TH BIRTHDAY! The as valuation of the county at one was $15,000,000, yet one-third of the total valuation to be voted for this bonus. In lands as far north as Old river, including the thriving towns of Gallatin, Downey and Los Nietos. The railroad ring, whose bond issue had recently been defeated, were outspoken against division. They sent a powerful lobby to Sacramento to work against the bill, and it was defeated." As the county seat continued to take high taxes from the people, all of which was expended in regions contiguous to the city, and as no moneys were expended on roads or bridges in this section, an effort was made again four years later for county division. Singularly enough, many of the leading citizens of Santa Ana, which was then a thriving community, opposed the division and the bill was again defeated." In 1889, plans were put on foot for the creation of Orange county. The old-timers, still smarting under the attitude which Los Angeles had taken toward this section for a score or more of years, signified their willingness to join in the effort for division. A meeting was held; and it was agreed to include the same territory which had been included in the two previous efforts at county division. With this matter settled, the old-timers were prepared again to get earnestly into the fight. However, as the bill was about to be introduced into the legislature at Sacramento, the northern boundary was surreptitiously changed to the line of Coyote creek, excluding all of the land. Statewide Water Meeting Opened In Capital Today "The Statewide Water conference being held today and tomorrow at Sacramento was designed to give the people of California "an opportunity to tell of their hopes and plans" in developing the state's water resources, Gov. Earl Warren said. The conference opened at 9:30 this morning, with speakers representing the State, the U. S. Bureau of Reclamation, U. S. Army Engineers and U. S. Department of Agriculture Soil Conservation Service. They outlined governmental plans relating to California water problems as a prelude to a full discussion of local needs. SECTIONS MEET TODAY Legislative committee rooms in the state capitol were available for sectional meetings this afternoon. Section leaders will report to the conference tomorrow afternoon. The conference will extend into tomorrow evening for the purpose of discussing "The Administrative Aspects of the Central Valleys Project." When the officers came to the meeting, found that many delegates present who had no credence. They had not been elected people, and came merely many puppets to fasten the boss upon the convenance. The old-timers left the hall body, being joined by delegates Gallatin, Downey and Petos section. They adopted laws denouncing the bonds, the boss ridden convention in record as favoring them. Committee were appointed to the county seat and proclaim these proceedings. Angeles was warned that uncley showed a better spirit in the southern section of the county division would imply result. Many of the best of Los Angeles came out position to the bonds, but more favored them. The came on and the bonds defeated. The southern end county was a unit against and the county seat could over the necessary two-thirds of the people in the new county voted for its creation. Los Angeles brought suit in the courts, charging that the calling of the election invalidated the bill, but the legality of the county was upheld. Santa Ana was chosen the county seat. It is unfair to charge the old-timers with opposing county division because of the county seat. Those people who have done so for the past quarter of a century should sweep around their own doorsteps before imputing unfair motives to those who had really made this county possible. That is the story we have been asked to tell. The record of the old-timers is straight. They were made the victims of as base a bit of political treachery as ever existed. They have all passed on to their reward. Deep be their slumbers, and their memory green. It is estimated that for every signified their willingness to join in the effort for division. A meeting was held and it was agreed to include the same territory which had been included in the two previous efforts at county division. With this matter settled, the old-timers were prepared again to get earnestly into the fight. However, as the bill was about to be introduced into the legislature at Sacramento, the northern boundary was surreptitiously changed to the line of Coyote creek, excluding all of the land ten miles to the north. This was done to advantage Santa Ana, which was a strong contender for the county seat. The excluded section to the north of the creek had expressed a desire to vote for Anaheim as the county seat and this was undoubtedly the reason for excluding them. By the same token, powerful men at Santa Ana opposed the previous effort at division because they feared that Anaheim would be selected as the county seat. As the bill was introduced into the legislature, the old-timers learned with amazement that the northern boundary line had been changed, and sent a delegation to the state capital in a vain attempt to place the northern boundary where it had originally been set. They met with a flat refusal on the part of those in charge of the bill. The old-timers immediately announced their opposition to the measure. They desired to defeat it in its present form and to try again at a later session of the legislature with a boundary line placed as originally agreed upon. The bill passed the legislature, and at an election more than two-thirds of the people in the new county voted for its creation. Los Angeles brought suit in the courts, charging that the calling of the election invalidated the bill, but the legality of the county was upheld. Santa Ana was chosen the county seat.
