AAA AND THE FARMER FEWER PRIORITIES FOR FARM MACHINERY Recently WPB announced gradual lessening of priority controls on farm machinery and equipment. Stephen Griset, chairman of the Orange county AAA committee, stated today the decision will affect almost everything except military equipment. The program began July 1, 1945, and by the end of the year controls on almost all farm and industrial equipment should be relaxed. The old AA ratings will be replaced by new MM. These will be assigned by the Army and Navy and will also be used by WPB for war and essential civilian goods for war exports. This change gives industry a chance to adjust operations and begin reconversion into civilian production. In no case will reconversion be allowed to interfere with war production. Despite the relaxation of controls, many items will not be available in sufficient quantity to satisfy demand. Some items which no longer require priority ratings are: milk coolers, electric motors, generators, and scales. In extreme short supply are burlap, new canvas for other than irrigation, rope, twine, wooden and paper board containers, picking nationally more than 23 million acres were planted last year. The systematic return of organic matter to the soil is vital to good soil management and increases farm yields. Besides adding organic matter to the soil, legumes provide nitrogen, retard erosion, and in some areas furnish winter pastures for livestock. U. S. JOINS FAO The United States is now a member of the Food and Agricultural Organization of the United Nations Organization. Senate approval July 21, 1945, followed the House membership resolution approved earlier. The organization will act as a clearing house for better ways of producing and distributing food. It will promote agricultural research and attempt to raise the eating standards of the world to improve health and increase food consumption. LIVESTOCK TO EUROPE The first shipment of livestock to Europe under UNRA's agricultural rehabilitation program reached Greece July 15, 1945. It consisted of 335 Brown Swiss heifers, 12 bulls, and 357 light draft mares. Additional shipments will go to Greece, Albania, Yugoslavia, Czechoslovakia, and Poland, in which five million dairy cattle and draft animals were lost during the war. About one per cent of the animals lost will be replaced by the U.S. Merchants To Of Proposed Parking Plan (Continued from H. E. W. Barnes, Mabe and August E. Street Anaheim MORE STEEL FOR FARM USE Manufacturers predict that if probable steel tonnages materialize, more farm machinery and repair parts can be manufactured in 1945-46 than in any year in history. Even if this huge production were assured, it would not meet demands. Most of our farmers have managed to get by with old worn out machinery which should be replaced; consequently, the need for new farm equipment is greater than at any previous time. Known steel supplies assure at least 30 per cent more farm equipment will be manufactured this year than last. The bulk of the increase is not expected to be available until after the 1945 harvest, because of difficulties with manpower and component parts. MEAT TO MARKET Orange county farmers are requested to grade their cattle and promptly market them as they are ready. Meat is urgently needed. Bottlenecks at transportation centers and packing plants may be avoided if sales are spread out. Behind Your Bonds Lies the Might of America KANSAS FARMS More land is devoted to farming in Kansas than any other state except Texas. It produces one-fourth of the Nation's wheat supply, one-half of the hard winter varieties. Its farmers own more farms, more tractors than 46 other states. The largest farm publications firm has its home there. It produces more alfalfa and has more fairs and expositions than any other state. The largest grain elevator operates there. As a unit of the Federal Government, the state stands as a rich permanent security behind War Bond Investments. U.S. Treasury Department Merchants Told Of Proposed Parking Plan (Continued from Page 1) H. E. W. Barnes, Mabel Masterson and August E. Schumacher. A capacity crowd was present and much interest was shown in Whitnall's detailed description of the off-street parking report that he has filed with the city council following months of intensive study. He said that Anaheim was fortunate in having a compact business area and, accompanied by a detailed chart, pointed out how its parking problems can be solved by acquisition of central parking areas and by re-facing of business houses to meet the modern trend. He said that shoppers demand three things; convenience of parking; closeness to the shopping area and well improved parking lots. At the present time, he asserted, the business district land areas are decreasing in assessed valuation while other areas in the city are increasing. He felt that sufficient off-street parking facilities would stabilize the business district and tend to increase its value. Whitnall estimated that its over-all cost would not exceed $37,000 annually and he recommended that it be paid for on a pay-as-you-go basis rather than by bond issue which would be much more expensive. Under revised laws the proposal could be submitted to the electorate of the city and would require a two-thirds majority the same as a bond issue. Adequate parking facilities increase valuations, he said, providing the increased valuations over-all cost would not exceed $37,000 annually and he recommended that it be paid for on a pay-as-you-go basis rather than by bond issue which would be much more expensive. Under revised laws the proposal could be submitted to the electorate of the city and would require a two-thirds majority the same as a bond issue. Adequate parking facilities increase valuations, he said, providing the increased valuations pay a greater share of the cost of government. When those values decrease the governmental costs are proportionately increased throughout the entire city. He was introduced by E. W. Moeller, secretary of the Chamber of Commerce., Later in the day Whitnall discussed his report with various business men and city officials. "WORDS OF REASSURANCE" Japanese ways of reasoning sometimes seem childishly illogical to the American mind, as when recently, Admiral Halsey's battleships loosed their 16-inch guns on Japanese home industries at 1000-yard range, and Captain Goro Takase, imperial naval spokesman, had his say: He explained that the warship onslaught was a "complete fiasco because it showed the Japanese nation how poor was the marksmanship of American carrier-borne fliers". Meaning, apparently, that the warships had to risk closing in because carrier bombers couldn't hit anything! Yet the same day the Tokyo newspaper Asahi, viewing the appalling destruction from air and sea, appealed to Premier Kantaro to "utter words of reassurance which will sway the very soul of the people." It would seem that the only words of true reassurance for the Japanese people have come, not from any of their leaders, but from the President of the United States, in his recent declaration that we insist upon unconditional surrender but have no wish to destroy the people of Japan nor any intent to enslave them. Japan's fanatical military caste, insanely urging the civilian population to emulate the suicide corps and to die by millions rather than admit defeat, has enslaved the people and is rapidly bringing destruction upon the homeland. An appeal to Nippon's present rulers for "words of reassurance" in face of America's Pacific might is as ridiculous as Captain Takase's reasoning on Admiral Halsey's magnificent naval exploits. JAPAN'S "ETHEREAL" NAVY Japan's Imperial navy began this war in dishonor, sailing for the infamous sneak blow at Pearl Harbor while Jap diplomats were making lying protestations of peaceful intent to our government heads. It fought in dishonor, using defenseless and wounded Americans in life-rafts for target practice. That fleet—so sleek and powerful then, and which, it was boasted, would carry Jap warlords to conquered America to dictate peace terms at the White House—has died as a fighting force in dishonor. It's last major remnant went down, not fighting gamely to the last on the high seas, but huddled impotently in harbor, hiding, placing futile dependence upon a land-based air force which American vengeance swept from the sky. It would not be in taste for Americans to gloat over smashing he declared his ambition to ride opened war honorably and fought war honorably. Admiral Halsey wouldn't do that. But it was of a foe he loathed he spoke when he declared his ambition to ride the streets of Tokyo on Hirohito's white horse. Now that Japan's Imperial navy has been blasted into an ethereal navy, perhaps U.S. airmen will strive to miss the imperial stables so that horse won't get disabled or killed. "Bull" Halsey has always done what he's said he'd do! BAD NEWS FOR THE JAPS Generals and admirals on the fighting lines make the spectacular headlines, but we have an idea that Radio Tokyo didn't overlook that item in the news a few days ago telling of the appointment of Major General Homer M. Groninger as the new Commanding General of the San Francisco Port of Embarkation. That was definitely bad news for the Japs, just as bad as most of the recent battle-line bulletins issued by the team of MacArthur & Nimitz. For General Groninger is a supply line genius who still believes that battles are won by "getting there fustest with the mostest". In a little more than three years, during his tour of duty as Commanding General of the New York Port, he directed the movement of 35,511,286 measurement tons of cargo and 3,-155,578 troops to Europe and the Mediterranean — an accomplishment that had a good deal to do with upsetting Hitler's hierarchy.
