“I RISE TO REMARK”

Since this column just about hits Lincoln’s birthday in its appearance, it might be well to use two quotations from that President. He had his troubles, and he had his bureaucrats and his generals, and his Sunday morning quarterback advisers. It is chastening to contemplate how little the world really does change. Perhaps it is also encouraging, for we may have confidence that even present conditions will pass, leaving us the Republic of Lincoln and Franklin, of Washington and Jefferson, and of Cleveland and of Roosevelt, and that history will let the dust accumulate deeply on boondogging and on just-graduated “experts” and on 10 billion dollar budgets, as compared with England’s 21 billions (translated into dollars); Russian’s 15 billions; Canada’s 4 billion, or Japan’s 8 billions.
So I now rise to remind the patient readers of this column that, about the same time comparably in his war, Lincoln said, “If we do not make common cause to save the good old ship of the Union on this voyage, nobody will have a chance to pilot her on another voyage.”
The first problem is that of winning a war which is not yet won. It is a job for men who are experts in that field, not for amateurs nor for politicians. The job of a Congress is to see that this program is carried out, without handicap. Time is the critical element.
Supplies of war materials, of oil and gasoline, of food, as well as of men, must be in the far corners of the world, where Americans now fight, when they are needed, not a few days or a few hours later. The failure to plant or produce, due to some bureaucratic regulation which could be adjusted today just as well as two weeks from today, is just as serious a matter as the failure to produce an extra plane, or an extra ship, or more rifles or bullets, because of any labor argument at all, or absenteeism, or loafing, or just cutting the clock a few minutes. It is not that kind of a war.

So while I agree with Lincoln about the Ship of State, I rise remark that I do not echo comments in a letter written

The papers have already told you that we went to our first votes on the floor last Friday, and that every amendment reducing the appropriation before us carried, together with an amendment barring, by name, one known subversive-thinker from the pay roll. It was a significant demonstration
of the strength of the people through Congress.
So while I agree with Lincoln about the Ship of State, I rise up a remark that I do not echo him comments in a letter written October 22, 1846, shortly after his election to Congress: "Being elected to Congress, though I am very grateful to Congress for having done it, has not pleased me much as I expected."
Perhaps he found the same customs and procedures we find here now, only then they were six years old; today they are over hundred and fifty years old, and undoubtedly still the same!

Vegetable Crop Payments Listed
Details of the recently announced program whereby Orange county farmers can earn federal incentive payments of $50 per acre for increasing production of designated fresh vegetables were announced today by Ransler J. Baker, county AAA committee chairman. Payments will be made on the acreage above 90 per cent of the goals established.
For the purposes of the program, vegetables will be divided into three groups:
1. Vegetables which will count toward the goal if single cropped—carrots, snap beans, lima beans, table beets, tomatoes, cabbage, onions and green peas.
2. Vegetables which will count toward the goal if double cropped or raised following or followed by crops in list number 3—broccoli, brussells sprouts, chard, cauliflower, leaf lettuce, mustard greens, parsnips, rutubagas, spinach, turnips, collards, escarolers, green pascal celery, peppers and kale.
3. Less essential vegetables which will count only if planted following or followed by crops in list number 2—head lettuce, okra, bleached celery, radishes, garlic, leeks, squash, pumpkins and any vegetables not listed, with the exception of cantaloupes, watermelons or cucumbers.
To qualify for payment, vegetables must be planted between February 1 and September 1, 1943, except that planting which was begun a few days before February 1 and continued after that date will be considered as having been done after Feb. 1.
Payments will not be made on vegetables for canning, drying or other processing, for which minimum contract prices are being established. Growers will be notified as soon as their goals are established, after which they will have a 15-day appeal period in which any inequities may be corrected. Growers may fill out registration forms at the County Agricultural Conservation Association office 622 North Main street.

The Rev. Earl R. Berg, pastor of Calvary Baptist church has announced that 11 o'clock services Sunday morning will feature the Rev. Horace W. Cole, D. D., of Alhambra as guest speaker. His subject will be "Baptist Work for the Aged," dealing with Atherton Court, the Baptist home for the aged in Alhambra. At 7:30 p.m. the Rev. Clifford E.
