POINT As Will PATRONIZE YOUR HOME OWNED BUSINESS Here is how point rationing works—Time Schedule: Beginning with the "freeze." Everyone who has War Ration Book One (the "sugar book") will be entitled to get War Ration Book Two, the new point-ration book. The new book will be issued to the public at the time of the "freeze" on sales of canned and processed foods to the public (probably around the end of February.) Watch for announcements. ONE PERSON SHOULD APPLY FOR ALL THE RATION BOOKS IN YOUR FAMILY OR HOUSEHOLD. WHAT MUST BE DONE TO GET THE NEW POINT RATION BOOK: 1. REPORT HOW MANY CANS, JARS OR BOTTLES, 8 ounces or larger, your household has of commercially packed canned fruits, vegetables, fruit and vegetable juices, canned soups, chili sauce and catsup. GIVE JUST ONE FIGURE—the total number of containers, 8-oz. or larger, minus the allowance (to be specified by OPA). You don't have to report how many of each kind. Don't include containers under 8-oz.; or jellies jams, preserves; canned meat, fish, olives, relish, pickles, spaghetti, macaroni, noodles; frozen or dried foods, and DON'T COUNT HOME-PRESERVED FOODS. 2. REPORT HOW MANY POUNDS OF COFFEE YOU (or your household) have, less one pound for each person whose age as shown on War Ration Book One was 14 years or older. 3. BRING IN ALL COPIES OF WAR RATION BOOK ONE HELD BY YOUR FAMILY OR HOUSHOLD. You cannot get the new ration book for anyone unless you bring in the old one. Point stamps will be torn off your family's new ration books for the excess commercially canned foods you have at home. But no more than half the monthly ration will be torn out of any book. If that doesn't account for the total excess, a note of the number remaining will be made in the ration book and stamps will be torn out of the next canned food ration book when it is issued. COFFEE STAMPS AND CANNED FOOD STAMPS WILL BE REMOVED FROM YOUR RATION BOOKS FOR EXCESS SUPPLIES BECAUSE THIS IS A SHARE-AND-SHARE ALIKE PROGRAM. 4. You will get back your old ration book (or books) for sugar and coffee and your new point-ration book (or books). On the front cover of the new book there will be a large "validation" stamp, across which you must write the serial number of your new book in ink or indelible pencil. YOU WILL NOT BE ABLE TO BUY CANNED FOODS WITH ANY RATION BOOK THAT DOES NOT HAVE THE "VALIDATION" STAMP ON THE FRONT COVER. You will continue to use the old ration book for sugar and coffee. 4. You will get back your old ration book (or books) for sugar and coffee and your new point-ration book (or books). On the front cover of the new book there will be a large "validation" stamp, across which you must write the serial number of your new book in ink or indelible pencil. YOU WILL NOT BE ABLE TO BUY CANNED FOODS WITH ANY RATION BOOK THAT DOES NOT HAVE THE "VALIDATION" STAMP ON THE FRONT COVER. You will continue to use the old ration book for sugar and coffee. HOW TO SHOP WITH POINT STAMPS—Shopping with points is a NEW thing for American housewives, but it is not difficult. Besides protecting the family's share, it gives you freedom of choice among all the rationed canned foods. The BLUE stamps are for canned or processed foods that are rationed. ...The RED stamps will be used later for meat. The NUMBER on each stamp shows you how many POINTS that stamp is worth. The LETTERS show you WHEN to use the stamps. Different kinds of rationed foods will take different numbers of points. For example, a can of beans may take a different number of points than a can of peas. ...The larger the quantity of the food you buy, the more points it will take. ...For example, a large can of peas will take more points than a small can. THE GOVERNMENT WILL SET THE POINTS FOR EACH KIND AND SIZE AND PRINT AN OFFICIAL TABLE OF POINT VALUES WHICH YOUR GROCER MUST POST WHERE YOU CAN SEE IT. Scarce foods will take many points. The government may make changes in points, up or down, from time to time, probably not oftener than once a month. HOW YOU WILL KNOW THE POINT VALUES OF THE THINGS YOU BUY: Every grocer must post the government's Official Table of Point Values, listing each kind of rationed processed food and the point value for each size. Newspapers will carry the list of points and will announce any point changes. Radio stations will report which foods have their points changed. Housewives should clip the list of points out of the newspapers when it appears at the beginning of rationing. SHOPPERS TIPS: Every person has a total of 48 points to use for all these processed foods each ration period. You may use ALL the blue stamps marked A, B, and C, from all the books in your household, including children of any age during the first ration period. By different combinations of your A, B, and C stamps, you can get any number from 1 to 48, so you will be able to give the grocer the exact amount of stamps for any rationed item. Use the high point-stamps first when you can, in order to save the lower ones for low-point purchases. YOU CANNOT GET "CHANGE" FOR POINT-STAMPS. You must give the grocer point-stamps adding up to the exact point value of the rationed foods you buy, so use your household's points carefully so that you will not run out of stamps. Don't use more stamps than you need to make up the amount. For example, for a 16-point purchase, use two 8-point stamps—not three 5's and a 1. Save your low point-stamps for low-point foods you may want to buy later in the month. SHOP EARLY IN THE DAY—EARLY IN THE WEEK. Shopping will take longer because you will have to plan and figure your shopping in money and points. It will take your grocer longer to add up your bill. Leave the late shopping hours for war-workers and others who cannot get to the store early. TAKE YOU OWN LIST OF POINTS WITH YOU WHEN YOU SHOP. YOU MAY BUY IN ANY STORE YOU LIKE AND STILL SHOP AROUND FOR BARGAINS IN PRICES. YOU CAN'T GET CREDIT ON STAMPS. Every eligible man, woman, child, and baby in the United States is being given War Ration Book Two. (This book will not be used for sugar or coffee.) 2. The BLUE stamps are for any kind of CANNED FRUITS AND VEGETABLES, CANNED OR BOTTLED JUICES AND SOUPS, FROZEN FRUITS AND VEGETABLES, DRIED FRUITS: (The red stamps will be used later for meat.) 3. The stamps in this book are POINT stamps. The NUMBER on each stamp shows you how many POINTS that stamp is worth. 4. HOW TO USE YOUR NEW BOOK TO BUY CANNED OR BOTTLED FRUITS, VEGETABLES, SOUPS, AND JUICES; FROZEN FRUITS AND VEGETABLES; DRIED FRUITS. 1. The Government has set the day when this rationing will start. On or after that day, take your War Ration Book No. 2 with you when you go to buy any kind of these processed foods. 2. Before you buy, find out how many points to give for the kind of processed foods you want. PRICES DO NOT SET THE POINTS. The Government will set the different points for each kind and size no matter what the price. YOUR GROCER WILL PUT UP THE OFFICIAL LIST OF POINTS where you can see it. It will also be in the newspapers. THE POINTS WILL NOT CHANGE JUST BECAUSE THE PRICES DO. 3. When you buy, take the right amount of blue stamps out of the book. Do this in front of your grocer or delivery man and hand them to him. The grocer MUST collect a ration stamp, or stamps, for all the rationed processed foods he sells. Every rationed processed food will take points as well as money. 4. Do not use more stamps than you need to make up the right amount. For example, if the food you buy calls for 13 points it is better to tear out an 8-point and a 5-point stamp than two 5-point stamps and a 2- and a 1-point stamp. Save your smaller point stamps for low-point foods. You can take the stamps from MORE THAN ONE BOOK belonging to your household if you need to. 5. Every person in your household, including children of any age, has a total of 48 points to use for all these processed foods for one ration period. This means that you may use ALL the blue stamps marked A, B, and C from all the books during the first period. You may use as many of the blue A, B, and C stamps as you wish at one time. WHEN THEY ARE USED UP YOU WILL NOT BE ABLE TO BUY ANY MORE OF THESE PROCESSED FOODS TILL THE stamp than two 5-point stamps and a 2- and a 1-point stamp. Save your smaller point stamps for low-point foods. You can take the stamps from MORE THAN ONE BOOK belonging to your household if you need to. 5. This means that you may use ALL the blue stamps marked A, B, and C from all the books during the first period. You may use as many of the blue A, B, and C stamps as you wish at one time. WHEN THEY ARE USED UP YOU WILL NOT BE ABLE TO BUY ANY MORE OF THESE PROCESSED FOODS TILL THE NEXT STAMPS ARE GOOD. The Government will announce the date when the next stamps are good. 6. Use your household’s points carefully so that you will not run out of stamps. And buy with care to make your points come out even, because the grocer will not be able to give you change in stamps. IMPORTANT: You may use ALL the books of the household to buy processed foods for the household. Anyone you wish can take the ration books to the store to do the buying for your or your house-hold. WE CANNOT AFFORD TO WASTE FOOD OR GIVE SOME PEOPLE MORE THAN THEIR FAIR SHARE . . . THAT IS WHY CANNED FRUITS AND VEGETABLES ARE RATIONED AND THAT IS WHY MEAT IS GOING TO BE RATIONED. RATIONING OF SOME FOODS IS THE BEST AND FAIREST WAY TO BE SURE THAT EVERY AMERICAN GETS ENOUGH TO EAT. Week. But will serve vegetables obtainable.
