CALVARY BAPTIST In accordance with his plan to foster friendliness among churches of Santa Ana Valley Baptist association of which he is moderator, the Rev. Earl R. Berg of Calvary Baptist church will exchange pulpits Sunday morning with Rev. Luther Arthur of Huntington Beach First Baptist church. The Rev. Mr. Arthur will address the local congregation at 11 o'clock on "The Power of an Endless Life." Women's Union will have charge of evening services at 7:30 o'clock when Miss Beulah Bassett, recently returned from the mission field in China, will be guest speaker. There will be special ceremonies in connection with the Missionary gift box opening. In his sermon of last Sunday Mr. Berg pointed out that "When Jack comes home over the bounding main, and Johnny comes marching home, they are prepared for changes, but expect father, mother and sweetheart to be the same. When the prodigal son came home, he found his father more than he expected because he realized the greatness of his sin. How like our Heavenly Father that is! While we were yet sinners, Christ died for us." FIRST PRESBYTERIAN The Rev. Stanley Frederick George, pastor of First Presbyterian church, has announced "God Is Our Refuge" as his sermon subject Sunday morning at both 9 and 11 o'clock services. The evening worship hour will be devoted to the church young people. In his sermon of last Sunday, the Rev. Mr. George declared that "The Christian home, the Christian community and the Christian church are three dynamic forces that will bring victory to the Cause of Christ. They are three nuts that cannot be cracked by the dictators. Against them, the forces of evil cannot succeed." WHITE TEMPLE METHODIST Sunday school at 9:30 o'clock in White Temple Methodist church will be followed by 10:45 o'clock services when the Rev. Thomas L. Burden will preach on "The Fruits of Suffering." His sermon subject for evening services at 7 o'clock will be "The Substitute That Failed." BETHEL BAPTIST "Articles of Incorporation of the Church" will be the theme of the Rev. H. G. Dymmel at 11 o'clock services Sunday morning in Bethel Baptist church. At 7:30 p.m., the Sunday school will celebrate with a Harvest Festival to which everyone is invited. CHURCH OF THE AIR Columbia West Coast Church of the Air will be conducted from Los Angeles Sunday morning at 8:05 o'clock by Dr. Walton Hubbard of Los Angeles a former first reader of a Christian Science church. The program will be given under auspices of the Christian Science Committee on Publication for Southern California, and will be released over Station KNX. ST. MICHAEL'S EPISCOPAL There will be Holy Communion Sunday morning at 8 o'clock in St. Michael's Episcopal church, East Adele at Emily street, of which the Rev. D. Howard Dow is rector. Public worship hour and church school will both be at 10:30 a.m. The church is open daily for prayer and meditation. GOSPEL TABERNACLE H. W. Early plans were to introduce as guest speaker, Dr. W. O. Mendenhall, president of Whittier College. However Dr. Mendenhall was called back to Washington to confer on the 'teen age draft bill so was unable to fill the local engagement. An abandoned rock crusher was among 50 tons of scrap metal contributed for war work by Nevada State prison. Other articles included iron and steel cell bars, and a huge iron wheel which once controlled the opening and closing of cell doors. CHRISTIAN SCIENCE The lesson sermon subject in all Churches of Christ, Scientist on Sunday will be "Probation After Death." The Golden Text from Revelations is "He that overcometh, the same shall be clothed in white raiment." Selections from Luke will be used with others from "Science and Health with Key to the Scriptures" by Mary Baker Eddy. In one passage she says "Jesus patiently persisted in teaching and demonstrating the truth of being... The ultimate of this wonderful work was not spiritually discerned by them (his pupils) until after the crucifixion, when their immaculate Teacher stood before them, the victor over sickness, sin disease, death and the grave." Lieut. Colwell left last week for Quonsett Point, R.I., to report for duty. A graduate of the University of Michigan, he has practised law in Orange county since 1930 and has been in the district attorney's office for the past four years. District Attorney George Holden today announced the appointment of Mrs. Norman Lodge of Balboa, the former Dorothy Thompson of Fullerton, as Colwell's successor in criminal court duties. A graduate of USC, Mrs. Lodge practised law in Fullerton with her brother Raymond Thompson, prior to her marriage. Legal Notice ORDINANCE NO. 658 AN ORDINANCE OF THE CITY OF ANAHEIM RELATING TO RESTRICTED LIGHTING. THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS: SECTION 1. J. L. DeWitt, Lieutenant General, U. S. Army, Commanding Western Defense Command and Fourth Army, by virtue of the authority vested in him by the President of the United States and Executive Order No. 9066, dated February 19, 1942, and pursuant to Public Law 503—77th Congress, approved March 21, 1942, and by virtue of his powers and prerogatives as Commanding General of the Western Defense Command, has issued Public Proclamation Legal Notice scribed in Exhibit A hereof, and as generally shown on Map made a part hereof and marked Exhibit B, is hereby designated and established. Illumination within the entire area of said Zone of Restricted Lighting shall be extinguished or controlled at all times at night from sunset to sunrise, as follows: (a) Signs, Floodlighting, Display and Interior Lighting. Illuminated signs and ornamental lighting of every description which are located out-of-doors, and floodlighting which illuminates buildings or signs (including but not limited to all exterior advertising signs, billboards, display lighting, theatre marquee signs, illuminated poster panels, and building outline lighting), and all interior light sources (as hereinafter defined) which emit direct rays above the horizontal out-of-doors, shall be extinguished. The words, "light sources," as used herein are intended and shall be construed to mean and include any light generating elements and the bright portion of any reflector, lens, luminaire, transparency, or other equipment associated herewith for the control or diffusion of light. This Section 2(a) shall not apply to illumination for industrial or protective purposes except to the extent provided for in Section 2(b) hereof. (b) Illumination of Outdoor Areas: Street and Highway Lights. Illumination of outdoor areas and industrial and protective illumination, shall be controlled as follows: (1) Except as provided in Section 2(b) (2) hereof, illumination on all outdoor areas (including but not limited to automobile service station yards, outdoor parking areas, recreation areas and outdoor structures and roofs) shall not exceed one foot candle at any point when measured on a horizontal plane at any level of such outdoor areas, and all outdoor light sources shall be shielded so that no direct rays from the light source are emitted above the horizontal. All interior lighting of every description shall be reduced or controlled so that it does not contribute more than one foot candle of illumination upon any outdoor area. All street and highway lights shall also be shielded so that each light source emits no more than ten per cent of its total lamp lumens at angles above the horizontal. Provided the foregoing requirements are met, any further reduction or extinguishment of street or highway illumination which would unnecessarily aggravate traffic hazards is not required. No lighting can be permitted behind windows less they are covered by draperies. Normal lights, license plate lights andance lights (where required by law) are permitted. Vehicles which classified as authorized emergency State or local law, when operated personnel, and when responding to a fire or when in the immediate pursuit of an actual or suspected violator of law, or when going to or transporting a person who is in apparent need immediate emergency medical care, or when responding some other emergency involving protection of life or property, shall excepted from the foregoing provision. (d) Industrial and Protective Light sources for indoor processes within areas visible from the sea, shall comply with the requirements of Section 2(b) hereo shall also be shielded so that they not visible from the sea at no provided, that variations from requirements may be permitted case of illumination for industrial protective purposes, and from trial processes whether interior (but not including street highway lights), only when and extent that it is necessary to achieve and maintain maximum encyc; but only with the written proval of the Ninth Regionalian Defense Board, obtained advance. (e) Other Illumination. J. L. DeWitt, Lieutenant General, U. S. Army, by virtue of the authority vested in me by the President of the United States and by the Secretary of War and my powers and prerogatives as Commanding General of the Western Defense Command, do hereby declare that: 1. The present situation requires as a matter of military necessity that a Zone of Restricted Lighting be established within Military Areas Nos. 1 and 2, and that illumination within said Zone of Restricted Lighting be extinguished or controlled in such manner and to such extent as may be necessary to prevent such illumination from aiding the operations of the enemy. 2. Pursuant to the determination and statement of military necessity in Paragraph 1 hereof, a Zone of Restricted Lighting, as particularly defined, (a) Street, Highway and Traffic Lights, Street and highway lights, and illuminated signs (but not signals) which are authorized or maintained by governmental authority for the purpose or controlling or directing street or highway traffic and which are visible from the sea, shall source are emitted above the horizontal. All interior lighting of every description shall be reduced or controlled so that it does not contribute more than one foot candle of illumination upon any outdoor area. (c) Traffic Signs and Signals. Illuminated signs and signals which are authorized or maintained by governmental authority for the purpose of controlling or directing street or highway traffic shall be shielded so that no direct rays from the light source are emitted above the horizontal in respect to lights mounted ten feet or more above the ground, or above an angle of more than six degrees above the horizontal in respect to lights mounted less than ten but more than three feet above the ground, or above an angle of more than twelve degrees above the horizontal in respect to lights mounted less than three feet above the ground. Relative variations in the upward limit of light are permissible to compensate for grades. (d) Navigation and Railroad Lights. Authorized lights necessary to facilitate air or water navigation, authorized railroad signal lights, and headlights of railroad locomotives when in motion, are hereby excepted from all the provisions of this Proclamation. 3. In addition to the restrictions hereinbefore imposed, illumination within that part of the Zone of Restricted Lighting which is visible from the sea, as hereinafter defined, shall be further diminished or obscured at all times at night from sunset to sunrise, as follows: (a) Street, Highway and Traffic Lights, Street and highway lights, and illuminated signs (but not signals) which are authorized or maintained by governmental authority for the purpose or controlling or directing street or highway traffic and which are visible from the sea, shall source are emitted above the horizontal. All interior lighting of every description shall be reduced or controlled so that it does not contribute more than one foot candle of illumination upon any outdoor area. The phrase "visible from sea," as used herein, is intended shall be construed to mean an exclude following: Visible at any time from the view of the Pacific Ocean, or from waters of the straits of Juan de Felipe south of a line extending east from the most southerly point Vancouver Island and west of a running due north and south thence the easternmost point of the east boundary line of the City of Townsend, Washington, or from any of those bodies located on the shoreline of the Pacific Ocean generally known described as follows: Santa Monica Bay; Santa Barbara Channel; San Luis Obispo Bay; Estero Bay; and Monterey Bay. Provided, however, that the view of San Francisco Bay lying east of a line extending from Point Mile Rock is not intrinsic and shall not be construed to impart of the sea; and solely for purposes of Section 3(c) hereofcerning street and highway to the phrase "areas visible from sea," is also intended and should be construed to mean and include portion of streets or highways that may not in fact be visible from sea but which is within areas geographically visible from the sea. 4. Any person violating any provisions of this Proclamation orders issued pursuant thereto, ifject to immediate exclusion from territory of the Western Department; and to the criminalties provided in Public Law No. 77th Congress, approved March 1942 entitled "An Act to prohibit penalty for the violation of regulations or orders with respect to sons entering, remaining in law or committing any act in areas or zones." 5. The Ninth Regional Civilian Defense Board is hereby designated as local governmental bodies with areas affected by this Proclamation assist the Ninth Regional Civilian Defense Board in enforcing these provisions. 6. Said Public Proclamation No. 12, in addition to ample Public Proclamation No. 10 as indicated set forth contains the following paragraphs: "I. This proclamation shall come effective October 25 except those provisions of section 2(b)(1) hereof concerning street and highway lights which shall become effective November 12, 1942. C. Except as inbefore expressly amended the provisions and determined expressed in said Public Proclamation No. 10 shall remain in force and effect." SECTION 3. The City of Alderby recognizes the civil and military necessity for the conformance of the provision of Public Proclamation No. amended as aforesaid, by the Anaheim and the federal government. SECTION 4. The City of Alderby is within the Zone of Red Lighting, designated and established by SECTION 2 of said Public Proclamation No. 10 as amended. SECTION 5. Whoever on or before October 25, 1942, shall comply in the City of Anaheim or to the provisions of either SEC or SECTION 3 of Public Proclamation No. 10 as amended as aforesaid, amended proclamation is hereby set forth in full, shall be guilty violation of this ordinance while lation shall constitute a misdle and upon conviction thereof shall punishable by a fine of not to $300.00 or by imprisonment for exceeded three months, or by body line and imprisonment. Vehicles which are fitted as authorized emergency vehicles under the applicable Federal or local law, when operated by authorized personnel, and when discharging an illuminated red spotlight, when responding to a fire alarm, when in the immediate pursuit of actual or suspected violator of the law or when going to or transporting a person who is in apparent need of mediate emergency medical or surgical care, or when responding to another emergency involving the action of life or property, shall be shielded so that they are visible from the sea at night; indeed, that variations from these requirements may be permitted in the use of illumination for industrial and productive purposes, and from indispensable processes, whether interior or exterior (but not including street or way lights), only when and to the extent that it is necessary to vary such requirements in order to save and maintain maximum efficiency but only with the written approval of the Ninth Regional Civil Defense Board, obtained in force.
