CAPT. JOHN SHAY, 70 of 523 South Illinois street died here Sunday. He has lived in Anaheim since 1928, was a Spanish-American War and World War I veteran, and in U.S. Army for 30 years.
GEORGE A. WINAND, 67, a resident here for 18 years, died in the hallway of the Golden State Bank building this week. He was the operator of the popcorn and peanut stand at the corner of Lemon and Center sts. for years.
CHARLES NORMAN MOZLEY, 71, one time deputy district attorney of Orange county and father of Don S. Mozley, county tax collector, died this week in Santa Ana after an extended illness. Funeral services were held this morning at Santa Ana.

Anaheim State Guard Company Plans To Muster In Fullerton Platoon
Preliminary details were being concluded today whereby a platoon of 30 men from Fullerton will be mustered in as part of Anaheim’s Company K of the California State Guard. The mustering in date was tentatively set this morning by Lieut. Ewald Lemcke of the June 16, at the Anaheim Union high school.
The first platoon to be placed in service from Fullerton will be commanded by Second Lieut. Clarence Stull, and organization, according to Lemcke will begin immediately thereafter on a second group from Anaheim’s sister city.
ANAHEIM COMPANY
State Guard regulations which created the Anaheim company prevent organization of a company in Fullerton and make it necessary that they become attached to the service here.
Twenty-four men from Fullerton were present at the local high school Tuesday night to confer with local guardsmen and get necessary enlistment papers started.
COMMUNICATIONS SYSTEM
With the announcement of a new platoon from Fullerton this week came news from state headquarters of the Guard that the all regimental commands were now linked by an intricate system of communication via teletype and teletypewriter with the possible addition of radio hookup at a later date.
The new and separate communication system now replaces the old method and provides positive contact, day and night, between all regimental units and headquarters, and guarantees instant coordination in event of emergency.
The Anaheim company is under the command of the 6th Regiment headquarters in Compton.
To Write Ordinance Limiting RR Speeds
Tuesday night the City council instructed Attorney Leo J. Friis to prepare an ordinance limiting the speed of trains through Anaheim. It was reported that persistent refusal on the part of one of the railroads serving Anaheim to cooperate with the city after numerous requests, led to the council's action.
In a statement today Mayor Charles A. Pearson said: "The safety of our people is of paramount importance. Apparently an ordinance is necessary to insure this safety."
Nature of the proposed speed limits was not revealed. Neither was it indicated whether the restrictions would apply to the whole city or fixed zones.
Other business before the council included the appointment by Police Chief James S. Bouldin of Harry Hughes as temporary patrolman on the city police force. The move was ratified by the council.
Councilman J. S. Van Wagoner was appointed by the body to succeed Millard Parks as representative of the City of Anaheim on the Orange County Civilian Defense council.
School’s Student Yearbook Bids Additional All-American Honors
An Union high school’s student yearbook, “The strikingly new in arrangement and theme, gave day of capturing additional All-American scholars following its distribution this week.” Of All-American rating for 11 out of the past 12 days only in 1940—1,000 book made their appearance at the high school cam.
