DeWitt, Western Defense commander, had three more public proclamations to his credit today concerning the alien evacuation problem along the Pacific Ocean Numbers 3, 4, and 5, all of them issued this week. First of the trio came Friday when Gen. DeWitt invoked a curfew effective that day requiring all alien Japanese, Germans, and Italians, and all Japanese-Americans to be in their place of residence between the hours of 8 p.m. and 7 a.m. Further extensions of the proclamation provided that restrictions as to travelling more than five miles between their homes and places of work was extended to include Japanese-Americans as well as enemy aliens, as did the ban theretofore applied to all enemy aliens on firearms, radios, and other contraband. As this was contained in Proclamation Number 3. NUMBER 4 Number 4 forbid any movement by Japanese or Japanese-Americans from Military Area No. 1 (the West coast states) for any purpose after midnight Sunday, March 29, meaning according to the chief of staff, that Japanese can evacuate to the newly formed rehabilitation areas only under military control. Proclamation 5, issued late this week establishes classes of German and Italian aliens and of Japanese who may be entitled to acquire exemption from exclusion orders and curfew regulations, but virtually no Japanese eligible for consideration.
