Clark, vice chairman of the State Council of Defense. Sugar rationing, much deliberated and long planned, is scheduled today to become a reality before the end of this month or the first week in April with a four-day registration period to be conducted through public schools, and the issuance of registration books to every man, woman and child in the United States, excepting members of the armed forces, No ration book, hoarders were warned, will be given to any one possessing sugar above a "normal inventory" requiring removal of more than eight stamps from the war ration book. The normal inventory figure, which has not yet been definitely determined, will represent a fair supply that the average family might be expected to have on hand. This is the lot of every baby born to an employee of the Douglas Aircraft company since midnight, Jan. 31. In announcing the plan, the Douglas welfare department said all expectant parents on the payroll have been instructed to send in the baby's name, the mother's name and the place of birth as quickly as possible. The $5 defense stamp will be delivered immediately to the baby along with flowers to the mother and congratulations to the father. In cases of twins of other multiple births, a $5 defense stamp will be given each child. A letter accompanying the gift will read: "Dear Little Friend: To celebrate the occasion of your birth, we are presenting you with a five-dollar United States Defense Savings stamp. We welcome you to the Douglas employees' family and hope that you will have a long and prosperous life." Douglas officials say this is in no way a stork-derby but rather a gesture encouraging Americans to begin their defense stamp saving early. Carter,, director of motor vehicles. Under prior regulations lights on emergency vehicles provided no illumination whatever but served only as a warning to approaching pedestrians or vehicles. The modification will allow statutory and permitted emergency vehicles to use a white or amber driving light or special design approved by the Department. Taylor of Anaheim were reelected vice-president and treasurer, respectively at the annual district meeting of the South Orange County YMCA Thursday in Santa Ana.
