(Continued from Page 1) it DID AND SHOULD HAVE IMPRESSED THE LEVEL HEADED FACT THAT ALTHOUGH IT DIDN'T AND MIGHT NOT, IT COULD HAPPEN RIGHT HERE, AND ON ANY AMERICAN COASTLINE. Yesterday morning's episode should bring a wave of cooperation from a fully awakened Anaheim citizenry—citizens on the alert to black out the city 100 per cent when and if t happens again; on the alert to cooperate with local Civilian Defense laws. For all was not quite perfect in Anaheim yesterday morning. Some didn't hear the alarm. Some, through one reason or another, disregarded the warning. The city's defenses were not perfected as they will be an dmust be in the event of actual attack. But there should be one thing that is 100 per cent perfect as a result of the blackout, and that is a city fully awakened to war. Far better to forget Pearl Harbor than to forget to turn out a light. LEGAL ADVERTISING State Income Tax Failure To Pay Obligations of citizens respect to filing of State income tax returns are: All single individuals married persons not with husband or wife., and a gross income of $5,000 or per year, or net income of or more and all married people living together the entire having an aggregate gross of $5,000 or more or an aggrandement income of $2,500 or must file returns with the GROSS INCOME. As is the case with the Income tax return, individuals having gross income of less $5,000 which is derived from salaries, wages, interest dividends and annuities should report on Form 540A. Individuals having a gross income of $5,000 or more, or from business or professional income, or income or loss sales or exchange of property should report on Form 540B. Returns must be filed by payers reporting on the cash year basis, on or before April 15, 1942. Those reporting on the year basis should file on or the 15th day of the third following close of the fiscal STATE TAX. State tax rates provide graduated normal tax rates from one to 15 per cent of income. Returns must be filed by taxpayers reporting on the calendar basis, on or before April 15, 1942. STATE TAX State tax rates provide for a graduated normal tax ranging from one to 15 per cent of taxable income. State Guard Leads Nation In Strength With 26,500 authorized mustering strength, California continues to lead the nation in State Guard manpower, according to a statement made today by Brig. Gen. Joseph O. Donovan, state adjutant general, based on an official report by the chief of the National Guard Bureau, War Department, Washington. The state of New York is second with a total of 17,114 and Texas is third with 16,200 officers and men. The report lists 42 state guard organizations in the nation, the majority of which range between 3,000 to 9,000 in the interior and 9,000 to 18,000 in seaboard states, depending upon the vulnerability of attack. GASOLINE RATIONING Canadian motorists will be allowed 300 to 390 gallons of gasoline per year for non-essential driving under a new rationing plan to become effective April 1, according to information received by the Automobile Club of Southern California. This amount is estimated to be sufficient to travel approximately 5,400 miles. Ration books will be furnished at the cost of $1 per book. California Gets 14 Civilian Flying Schools Under Revision In US Civil Aeronautic List Under a revised list of civil aircrafts, Hemet; Palo Alto Airport, Failure to make and file a Federal Income tax return as required by law before midnight, March 16, makes anyone liable for payment of tax subject to penalties, according to the Department of Internal Revenue. The amount to be added to the tax is five per cent if the failure is for more than thirty days, with an additional five per cent for each thirty days or fraction thereof during which failure to file a return continues, not to exceed 25 per cent in aggregate. A taxpayer who files a tardy return and wishes to avoid the addition to the tax for delinquency must make an affirmative show-ing of all facts, alleges reasonable cause for failure the return on time, in an affidavit which she tached to the return. Noance of the law does stitute reasonable cause quency. Taxpayers should mote effort to file their return the time prescribed by thus avoid the possibility additions to the tax for entry in filing returns. DO NOT FORGET Do not forget that persons or married person with husband or wife, as much as $14.43 a week for 52 weeks of the year, and persons living together aggregate earnings of $28.85 a week for the year required to file returns. Alleged ignorance of the law does not constitute reasonable cause for delinquency. Taxpayers should make every effort to file their returns within the time prescribed by law and thus avoid the possibility of the additions to the tax for delinquency in filing returns. DO NOT FORGET Do not forget that single persons or married persons not living with husband or wife, who earn as much as $14.43 a week for the 52 weeks of the year, and married persons living together who have aggregate earnings of as much as $28.85 a week for the year, are required to file returns. US Burlap Shortage Will Necessitate Bulk Handling of Grain This Year BULLETIN The burlap bag situation was eased somewhat today by an announcement from officials of San Quentin prison that 2,000,000 prison bags will be made available for the 19-42 harvest season, states C. J. Marks, executive secretary of the Orange County Farm Bureau. Urging that local farmers, poultrymen and feeders to plan or build for bulk handling of a large part of their grain feed requirements for the year, Ross E. Crane, of the County Agricultural Extension service called attention to the very serious shortage of grain sacks prevalent today. Grain can be stored in bulk in any kind of container, provided it is protected from moisture, insects and rodents. Wood, steel or concrete can be used. Old silos, old refrigerator cars, or old water tanks are practical. It is reported that a few steel storage bins can still be bought, but this supply will not last long. PRACTICAL BINS Plans for practical bins for both grain growers and users, as poultrymen or other livestock feeders, are being made by the University of California and they will soon be available for those interested.
