Financial Report Most Optimistic Of Any In Three and One-half Years Issuing the most optimistic report on California finance in three and one-half years, State Controller Harry B. Riley, today said the general fund cash deficiency had dropped to $8,390,841 on Jan. 31, lowest since August 1938. A year ago it totalled $77,644,433. A phenomenal increase in sales tax revenue, $87,993,262 in the past seven months, coupled with reduced expenditures for unemployment relief brought about the improvement. SEVEN MONTHS Revenue totaled $136,617,626, a gain of 36.56 per cent over the corresponding seven months last fiscal year; expenditures amounted to $83,499,817, a drop of 12.19 per cent, Riley said. Controller Riley revealed that he plans to redeem all outstanding registered warrants, about $57400,000 on February 25. GRATIFYING TO KNOW "It is gratifying to know that the state's financial condition has improved to such an extent that soon we shall be able to operate without the issuance of interest-bearing registered warrants," Riley said. "For the first time in eight years, except for a few days in 1937, we will have wiped the slate clean of these interest-bearing obligations." Precautions Taken In County Schools For Protection In Event of Attack Using every means available to effect precautions in all county schools in the event of emergency, the Orange County Defense Council today issued general recommendations for action. County Supt. of Schools Ray Adkinson is reported to have acknowledged the suggestions in the following letter of cooperation. SERIOUS CONSIDERATION "This will advise that Orange County School administrators are giving serious consideration to the ing the effects of air raids. All of these experiences are punctually relayed to local school authorities and are coordinated to local needs through the united efforts of community defense councils and the respective district school administrators. GENERAL RULES "There will continue to be instances in which general rules cannot be applied. These conditions exist because of the varying conditions prevailing in Orange." effect precautions in all county schools in the event of emergency, the Orange County Defense council today issued general recommendations for action. County Supt. of Schools Ray Adkinson is reported to have acknowledged the suggestions in the following letter of cooperation. SERIOUS CONSIDERATION “This will advise that Orange County School administrators are giving serious consideration to the needs of the times and that plans exist in every district for the promotion of the security of school pupils in case of air attack. “Many of our citizens are giving a part of each day to a study of the latest findings on the subject of air raid precautions, including safety of buildings, incendiary bombs and air raids. The sheriff’s office, police and fire departments have insisted upon intensive training for their personnel in combat- GENERAL RULES “There will continue to be instances in which general rules cannot be applied. These conditions exist because of the varying conditions prevailing in Orange county, evidenced in the location, type and size of buildings. Therefore, in all situations where uniform conditions prevent the following of general rules, a diversity of planning must necessarily prevail. “Citizens may rest assured that this work will continue throughout the emergency and that every effort will be made to keep our program up to date in promoting the safety of pupils.” Southland Tourist Business Drops With Flood of War “Scare Rumors” BULLETN “Civilian travel for purposes of relaxation as health and morale measures should be continued,” Harold Ickes said today and backed up the contention that it is still possible to travel by citing that public carriers are preparing to accommodate the thousands of motorists who will look to them for transportation. Southland tourist business dropped 32.8 per cent last month because of the war and the flood of “scare rumors” sweeping this section sweeping the nation, the All-Year club contended today with the statement that 65,393 pleasure visitors were recorded in January. Compared to the same month in 1941’s record season the January flow of tourists fell off 31,954. WINTER’S TOTAL The month's arrival brought the winter's total to date to 22,628 who already have spent approximately $32,948,944 here. Before Pearl Harbor, it appeared that the winter might top even the record set last year. After war broke out, pleasure travel to the Southland fell off, and then has been tending to level off during the more recent weeks. “Two war factors were responsible for the drop, priorities and adverse rumors,” explained A. L. Weil, member of the management committee tourist organization. the place to see WEST COAST THEATRES The BROADWAY SANTA ANA PHONE 300 NOW—ENDS TOMORROW—(SATURDAY, FEB. 28) Rosalind Russell in “DESIGN FOR SCANDAL” with Walter Pidgeon also “MOB TOWN” with The Dead End Kids STARTING SUNDAY The Laugh Sensation of the Nation! “HELLZAPOPPIN” starring Olsen & Johnson, Martha Raye & Mischa Auer Companion Feature: “A YANK ON THE BUMA ROAD” with Laraine Day, Barry Nelson The WEST COAST SANTA ANA PHONE 858 NOW—CONTINUOUS FROM 12:45 SATURDAY & SUNDAY Ginger Rogers in “ROXIE HART” In Her Funniest and Greatest Role with George Montgomery, Adolphe Menjou also “CASTLE IN THE DESERT” with Sidney Toler NEXT ATTRACTION Robert Taylor & Lana Turner in “JOHNNY EAGER” also “DOCTOR KILDARE’S VICTORY” with Lew Ayres, Lionel Barrymore The FOX ANAHEIM TELEPHONE 360.2 ENDS TOMORROW—(SATURDAY, FEBRUARY 28) “LOOK WHO’S LAUGHING” also “A GENTLEMAN AT HEART” SUNDAY to TUESDAY Bette Davis, Ann Sheridan & Monte Woolley in “The MAN WHO CAME TO DINNER” also “THE CONFESSIONS OF BOSTON BLACKIE” with Chester Morris STARTING WEDNESDAY “It STARTED WITH EVE” with Deanna Durbin The FOX FULLERTON TELEPHONE 267 ENDS TOMORROW—(SATURDAY, FEBRUARY 28) Kay Kyser in “PLAYMATES” also “ALL THAT MONEY CAN BUY” SUNDAY to THURSDAY Edgar Bergen & Charlie McCarthy, Fibber McGee & Molly in “LOOK WHO’S LAUGHING” also “A GENTLEMAN AT HEART” with Cesar Romero & Milton Berle The ANAHEIM ANAHEIM PHONE 4212 TODAY & SATURDAY (FEBRUARY 27-28) “THREE SONS O’ GUNS” also “ROYAL MOUNTED POLICE” SUNDAY & MONDAY (MARCH 1-2) Clark Gable in “HONKY TONK” also “NIAGARA FALLS” TUESDAY, WEDNESDAY & THURSDAY (MARCH 3-4-5) “KISSES FOR BREAKFAST” also “CAPTAIN FURY” Ship Contracts Made State Firms Additional contracts for being were awarded to Calcompanies last month, the being unofficially estiday at $450,000,000, makal of defense contracts a date in the state now about $4,500,000,000. Masonic Master Asks Cooperation In Public Schools Week Observance Grand master of all Masons in California, Frank M. Smith, of San Francisco, today asked that the 130,000 members of the franity in California give full cooperation in the 23rd observance of Public Schools week, beginning April 27. He said: "If there is one single institution in our way of life which, more than any other, is essentially American, it is our system of free, tax--supported public schools. It offers to every child in the nation an opportunity for education suited to his needs, capable and desires and which, commencing in the kindergarten; ends only in the university. "Its ultimate purpose is the creation of that enlightened citizenship without which a democracy cannot exist. The system is not perfect, of course; no human institution is. But with all its imperfections and in spite of the criticism to which it may be subjected it must be preserved." Daylight Saving Is Farmer's Headache A headache among poultry and livestock raisers in this vicity is reportedly being expericed as they attempt to adapt t routine to the newly effected time. Animals and poultry tend to erate on a daylight-dark scheeaccording to the Orange CoFarm Bureau, and this is cautrouble in adapting themselves new hours. Elimination of purposeless driving is the keynote of the system and this is the way it operates: Approximate how many miles were driven last year for all purposes. Get an estimate of how many miles the present tire equipped may be expected to deliver, and decide how much the family can afford to drive in the year ahead. Then distribute that mileage over the different uses of the car, for going to and from work, for shopping, for taking the children to and from school, for week-end trips and vacations, and other purposes. After agreeing where the mileage cuts are to be made, the entire family should rigidly observe the mileage budget.
