Wartime care of pets urged the Orange County Humane Society is summed up in the first set of primary rules set today by the organization:
1. No animal should be allowed to run at large.
2. Under no circumstance should animals be permitted at large at night, especially during a blackout.
3. All animals should be provided with some means identification. In the case dogs, a dog license is the identification and protection.
4. Dogs should be exercised only on leash and within short radius of their home.
5. Cat owners should put the cat out at night, should provide a box of sawdust or ashes, and daily.
6. Injured animals should not be handled except by perts. Report injured animals to Orange County Humane Society.
7. All livestock should kept within well fenced closures. This is particularly desirable in suburban munities and/or near ways where traffic is hindered.
Staking livestock should be considered sufficient except in case of extremegency when no other means of securing an animal is available.

P. Whitsett of the board of directors.
VITAL IMPORTANCE
"Of basic and vital importance to a people at war," said Chairman Whitsett, "is that every day necessity of life—water. And in the firm possession of an abundant and dependable supply of water are the thirteen cities of the Metropolitan Water district. These water resources are now of far more than local significance, because they constituted a condition of preparedness benefiting the entire nation. Today these 13 Southern California cities are in effect a mighty and ever expanding workshop engaged in forging indispensable fighting tools of the Americas.

"In the summer of 1941, after almost a score of years of planning and building, the Colorado River aqueduct was completed and placed in operation by the district. It was under construction during the years between 1932 and 1941 when its employment benefits were of the highest value to the citizens of the 13 district cities, and when materials could be obtained at reasonable costs. To start planning the aqueduct now, with the hope of having it ready for use even ten years hence, would be practically speaking, to attempt the impossible. The men and materials are not available. And even though these essentials could be obtained, such a project now would be enormously more costly to complete."

California Better Off Financially By Nearly $50,000,000 Than Year Ago
Californians can rejoice financially, for according to Controller Harry B. Riley today, the state began the new year better off by nearly $50,000,000 than a year ago.
"The state's financial condition is improving rapidly," Riley said. "We are continuing to take in more money than we spend. In the past six months alone, our revenue exceeded expenditures by the general fund cash deficiency on Jan. 1 stood at slightly more than $27,000,000. Riley reported, a drop of nearly $50,000,-000 from that of a year before.
Revenue in the first half of the 1941-42 fiscal year totaled $108,-600,000, of which nearly 62 per cent or $67,000,000, was produced by the sales tax. Expenditures were $71,300,000; 20 per cent lower than in the corresponding period."

Disney Studios Will Assist US Navy In Training of Military Observers
Twenty single-reel films, under a cost-only contract signed with Walt Disney productions are being produced for the United States Navy to be used in training Navy look-outs, observers and pilots in recognizing United States warships and aircraft as land and sea forces of other nations, it was learned today from the Navy department.
When finished they will be shown repeatedly to Navy personnel at all ship and shore stations, augmenting the established method of learning plane and ship outlines by the study of silhouette charts.
UNIQUE FILMS
The films will be unique in that they will incorporate three methods of photography; namely, live or actual photography, model photography, and the animated cartoon style or photography.
All three photographic types will be used on the same film, a method believed never before attempted by the motion picture industry.
TRAINED STAFF
Disney's trained staff of artists are now kept busy with brushes and pencils on the remainder of the one-reel films, while the studio research department has devoted much of its time in locating pictures of American and foreign fighting craft which will serve as subjects in the films.

Vast New Spending Plan for 1942 Outlined By Railroad Officials in Defense Interest
Outlining expenditures in excess of $70,000,000 for new equipment, improvements, and materials during 1941, President W. M. Jeffers of the Union Pacific railroad today announced plans for vast new spending in 1942 in the interest of national security.
Already, according to railroad officials, orders have been placed for delivery in 1942 of 2,000 light weight steel box cars at a cost of $7,000,000; 250 automobile cars, $1,112,000; 100 caboose cars, $600,-000; 30 passenger chair cars, 30 baggage cars and 10 mail-baggage — REMBER PEARL HARBOR —
Navy Organizes Building Regiment
The Navy department was in the third weak of its drive to cars at a cost of $4,420,000; 23 Diesel switching locomotives, $2,000,-000; and 20 steam operated freight locomotives at a cost of $5,000,000.
Additional millions in road and station improvements and equipment are scheduled for spending in 1942 according to the railroad.

California has today passed the four billion dollar mark for war material on plant contracts, and continues to hold first rank in the nation's war contracts awarded according to the State Chamber of Commerce.
Navy Organizes Building Regiment
The Navy department was in the third week of its drive today to organize a Construction regiment made up of nearly 3,000 technical experts enlisted under Class V96 of the Naval Reserve.
A nation-wide campaign has been inaugurated to obtain personnel for the regiment which, when complete, will be available to call to active duty wherever needed. Applicants, as soon as they are accepted for enlistment, are sent to the Naval Training station in Norfolk, Va.
Personnel of the regiment will include workers from all walks of life, ranging from truck drivers, draftsmen and painters to bakers and road machine operators.

Reinforced Power For Southland
Construction and improvements totaling approximately $7,500,000 were announced by the Southern California Edison system throughout the Southland last week to render reinforced electric power service for war civilities.
The amount of electricity available for this region's war materials industry plants and for normal growth requirements will be increased early this year by the addition to the company's generating facilities of a new unit at Boulder dam.

Taxpayers, however, according to the department, who use the new optional simplified form No. 1040A are not allowed to make any deductions from their gross income. And the taxes calculated on this form already take into consideration an allowance for deductions for each person. Only those whose 1941 income was derived from salaries, wages, annuities, royalties, or rents, may use form 1040A, and then, only if their total income was $3,000 or less.
Any taxpayer, the department continued, who so desires, may file on form 1040, but these whose income was over $3,000, or who operated a business in 1941, must file on this form.

Mexican Sales Of Tires Banned
Sale of tires at Mexican border towns to American motorists who cross the line for that purpose has been banned, according to a dispatch today from the National Automobile club.
On the other hand, distributors are instructed to supply the need for replacement tires to bona-tide tourists who are traveling in Mexico.
