CALIFORNIA LEADS Just as we are leading all other states in national defense expenditures and contract awards, California is also leading all other States in defense organization. According to announcement civil preparedness is farther ahead here than anywhere else in the nation. Forty-eight of the 58 counties have established defense councils and all but four of the 26 counties over 25,000 population have set up local organizations to study their own peculiar problems in relation to the Statewide program. Many communities are like Anaheim, have organized their own municipal defense councils in cooperation with county activities. A general voluntary registration of civilians for defense duties may come later, says the State Defense Council, announcing the near completion of a tremendous Statewide aircraft warning system. There are those who insist that when vital public decisions are to be made, democracies, because of their very nature, must idle along at half-speed, arguing and declaiming, until danger's right on the doorstep. California, however, seems to be doing pretty well on all scores in her defense effort, with the wheels turning efficiently in most quarters and the general popuace doing whatever it's asked to do to insure a practical, coordinated program. And despite this State's apparent leadership in various phases of defense, we haven't noted any particular loss of liberty or equality in the process so far.
