No Changes Made Narcotic Section Of Vehicle Code Penalties Remain Same As Provided In Old Act, Department Says Penalties for driving while under the influence of marijuana or narcotics will be unchanged under the new Vehicle Code effective September 13th, the Department of Motor Vehicles said recently. The amendments of Section 506, it was explained, make it a misdemeanor to drive under the influence of certain sedatives and hypnotics, (such as barbiturates, amytal, seconal, nembutal, etc.) since the excessive use of such drugs sometimes causes the user to lose control of his limbs thereby creating an accident hazard. It was not the intent of the new amendment to reduce the penalty for driving under the influence of narcotics or marijuana from a felony to a misdemeanor, department officials said, and highway patrolmen will continue to assist agents of the Division of Narcotic Enforcement to stamp out the traffic in such drugs. Hop Pickers Needed In Sonoma Fields; Thousands Sought A clearance order for 5,000 hop pickers in Sonoma county has been received by the California Department of Employment at Sacramento and is being distributed to all offices of the Department in this state. This announcement was made by R. G. Wagenet, director of the Department, who said that offices immediately will commence clearance of labor within the state to the Sonoma county hop fields. Growers this year are paying $1.75 per hundred pounds for picking hops as a starting rate, the order said. The Department hopes to have 2,000 workers in Sonoma county by August 20 when picking will start, another 2,000 by August 30 and an additional thousand by September 5. The season will last six weeks. No specialized experience is necessary for hop picking, according to the employer order, and any applicants for work who are willing to try will be considered. It was stated that anyone can learn to do a good job of picking in three days or less. Wagenet said he believes there is at the present time a sufficient number of pickers in California to fill the order. Grover Cleveland, who was elected President in 1884, defeated in 1888 and re-elected in 1892, is the only President to have again taken over the office after having been defeated for a continuous second term. Heavy Demand Made For Labor National defense has boosted level of general business activity in Southern California to a time high, according to an economic survey released recently by Work Projects Administration Russell Amory. Compiled by the WPA staff office of Southern California Commissioner Howard O. H., the survey places the increase in general business activity at —surpassing 1929 and even boom year of 19233 and represents an increase of 28.9 over the ago. Amory interpreted from the record demand for commodities with retail trade up percent over a year ago. Indeed employment, he said, is expected at an unprecedented rate something like 10,000 a month Los Angeles county. Dominating the field is a with 119,400 persons employing increase of 9,400 over the past month, 53,413 needed six months and 2,370 weekly. Shipbuilding now ploying 10,164 needs 21,238 in six months and is now 586 a week, the survey indicates. Acute problem of skilled workers is being partially met, stated by WPA's newly Division of Training and Employment, through which workers "polish up" skills in national classes and "on-the-training in private plants" survey shows that several are beginning to use women small parts assembly work. How long does it take the trees to produce new tops and resume fruiting? Questions like these, which affect California’s $100,000,000 citrus industry, have been answered in a two-year experiment conducted on the Los Angeles campus of the University of California. The studies concerned the top regeneration following light, medium and heavy pruning of twenty-three citrus trees, ten years old, representing two varieties of orange and one each of grapefruit and lemon. Light pruning took off 45 per cent of the top, medium pruning 65 per cent and heavy pruning 80 per cent. The experimenters found that the rate of top regeneration and resumption of fruiting during the first two years is inversely proportional to the severity of pruning. Severely pruned trees made more new growth the second year than they did the first, but lightly pruned trees made more new growth the first year than they did the second. Lightly pruned trees re-establish a full complement of leaves the first year after pruning. Heavily pruned trees, on the other hand, required two or more years to come back to normal. It was also learned that under conditions where tree growth is uniform, an accurate calculation of the rate of top regeneration can be made on a basis of fresh weight of those parts of the tree above ground, or of branches and leaves only.
