CURB ON INSTALLMENT CREDIT
At first glance the new credit controls ordered by the President look very little like a blessing. It is entirely possible, however, that they may hold more benefits than handicaps for merchants — the smaller merchants in particular.
Designed for the two-fold purpose of preventing inflation and conserving materials, skill and equipment needed for national defense, the new regulations may serve a third purpose of more lasting importance than either. Rigidly restricting bank loans to financing companies and tightening terms for time payments, the presidential order may effect a sounder credit in the nation than has been the case for some years.
Credit terms have been notoriously lax in recent years, as is indicated by the fact that there is three times more installment buying today than in the boom pre-depression days. The invitation to easy debt—both public and private—has been much too alluring to pass up. Millions of homes have been swamped and lost by a load of debt they couldn't afford and millions of householders, plunging beyond their depth in a flood of unsound borrowings and time payments have met disaster. The philosophy of spending, with cash or credit, whether one has it or not, has had its day—and it has not been a completely happy experience.
Small merchants, however, in many instances, have felt handicapped by the disparity in credit facilities available to the little fellow and his big competitor. With generous financing behind them, the big merchant has been able to grant his customers credit terms which many little merchants were unable to match.
The new order, it is hoped, will accomplish its double purpose of preventing the inflation which in variably threatens when buying power outdistances the goods available, and of conserving defense materials. It may, in addition to that, give the little merchant a break he didn't remotely anticipate.
