Building Activity of WPA Reviewed
Ninety-two Structures Are Erected or Remodeled In Orange County
Ninety-two Orange county public buildings were built, reconstructed or given additions as the result of local sponsorship of WPA projects during the 4½ years from WPA's inception through December 31, 1939, it was revealed today in the second WPA accomplishment report for the county made public by Herbert C. Legg, WPA administrator for southern California.
Today's report also lists outdoor recreational facilities, utility and sanitation projects built by WPA.
New buildings constructed by WPA in the county included one library, four schools, three auditoriums, two gymnasiums and seven miscellaneous recreational buildings. Reconstruction and improvement was noted for 30 schools, one auditorium, one gymnasium and eight miscellaneous recreational buildings. Additions were built to three schools. Other buildings listed included one reconstructed penal institution, one new, and one reconstructed firehouse, eight new and one reconstructed public garages, two storage buildings and 12 miscellaneous buildings, of which seven were new, three reconstructed and two given additions. Twelve old buildings were demolished.
In the summary of outdoor recreational facilities the report revealed new construction of 22.8 miles, reconstruction of an additional 17.4 miles of water mains and distribution lines, and 32.7
new, and one reconstructed firehouse, eight new and one reconstructed public garages, two storage buildings and 12 miscellaneous buildings, of which seven were new, three reconstructed and two given additions. Twelve old buildings were demolished.
In the summary of outdoor recreational facilities the report revealed new construction of 22.8 miles, reconstruction of an additional 17.4 miles of water mains and distribution lines, and 32.7 miles of new storm and sanitary sewers with 2.8 miles reconstructed.
As part of its campaign for stamping out typhoid and other fifth-born diseases the report of WPA accomplishment lists construction of 300 sanitary privies in the county.
One pumping station of 2,333 gallons daily capacity was built during the period and one sewage treatment plant reconstructed. Two new water tanks and three reconstructed tanks were in Legg's inventory for Orange county.
Miscellaneous utilities constructed included 41 miles of telephone and telegraph lines and floodlighting of one six-acre athletic field.
For protection from fire and flood the county received eight miles of improved fire trails, protection for one mile of river bank and improved channels for 6.2 miles of stream bed. Retaining walls constructed totaled 26,890 linear feet, the report reveals.
Speed is Urged in Obtaining Licenses
California motorists holding "good until revoked" drivers' licenses issued in 1927 are urged to apply now for the new type photographic licenses in order to avoid long delays later, it was announced today by Howard R.Philbrick, director of the Department of Motor Vehicles.
"With more than 250,000 to be renewed within a few months it is essential that applicants present themselves as soon as possible," Philbrick said. "When the deadline is announced it will mean that persons will be compelled to appear since they will be driving with cancelled licenses, in itself a violation of the law.

PHYSICIANS’ SERVICE STUDYING PLAN TO ASSIST NEEDY PEOPLE
Another step towards furnishing medical care to all in California who need it was announced this week by California Physicians' Service, non-profit organization of 5300 doctors of medicine sponsored by the California Medical Association.
California Physicians' Service trustees, meeting in Los Angeles, authorized a committee to study medical service being furnished under existing relief programs of the state and federal governments and “methods by and terms upon which California Physicians' Service can extend its medical service to persons who are receiving public assistance through various public welfare agencies.”
California Physicians' Service already provides medical and surgical care and, through arrangement with non-profit hospitalization associations, hospital care, for the moderate-income groups earning up to $3,000 a year.
The new move is a step towards providing service for the groups which have no earned income at all, being dependent upon public funds, or whose income is so small that even the California Physicians' Service rates are beyond their financial means.
For almost two years, doctors of medicine have been caring for members of the migratory labor groups through the Agricultural Workers' Health and Medical association, principally in the San Joaquin valley, based upon an agreement between the California Medical association and the Farm Security administration. For five years, under the State Relief administration and its predecessors, physicians of California have cooperated in furnishing medical services under the medical policies of these organizations.
Tourist Travel for Season Increasing
Southern California’s winter tourist season, in point of motion arrivals so far in 1940, is 9.4 percent better than last year; the All-Year club announced today.
Sunshine-seekers arriving on the highways during January and February totalled 93,495, the southland's official tourist organization disclosed. Last year the figure was only 85,434.
Dr. Ray Lyman Wilbur, president of California Physicians' Service, reports that after six months operation, its service is being used by constantly-increasing number of group members in all parts of California. “This new study,” said, “should point many further ways for the co-operation of governmental agencies, and the physicians of California in providing more adequate medical service to all people in California at cost that can be borne.”
