CARIKER, a minor, by CORA HALE, his guardian, Plaintiffs, vs. EARL H. ABBEY, as Administrator of the Estate of Margery J. Sugar Act Again Placed in Effect All features of the 1937 sugar act have been reinstated, including benefit payments to sugar growers who comply with certain requirements set up by the secretary of agriculture, it was revealed late last week with receipt of a telegram by C. J. Marks, executive secretary of the farm bureau from Joshua Bernhard chief of the sugar division of the U.S. department of agriculture. Marks sent a telegram of inquiry to Washington following publication of a proclamation by President Roosevelt which restored the sugar marketing quota. It was not clear here at the time whether the proclamation restored all features of the sugar act which was placed in suspension September 11 by proclamation by the president. Beet growers of Orange county as well as other sugar areas, had protested to Washington when it was discovered that while benefiting payments under the act were automatically stopped with the superscription of the set procession. This, according to Don Thomas managing director, was an increase of 106,675 or 10.7 per cent over the previous summer. The summer tourist season began May 1 through October 31. The All-Year club, official community non-profit tourist promotion agency, obtains an accurate count of the arrivals through the state border stations and confirms reports of transportation companies. A total of $115,584,629 was spent with southern California marts, hotels and business generally by this summer total of 1,101,789 tourists, according to Thomas. Compared to the summer before, this was an increase of $19,388,300 or 20.2 per cent. The summer boom more than made up for the last winter season when 601,369 tourists visited southern California. This was a decrease of 42,342 or 6.5 per cent compared to the previous winter. The winter tourists spent $78,2134, which was a drop of $20,2659, or 20.6 per cent. For the entire 1938-39 year southern California wound up with an increase in number of tourists and a slight decrease expenditures. The total spent by tourists side the whole state during that year was $283,813,831. Not did this stimulate business Thomas said, but it lifted considerably of the tax burden. Dismissal was asked because both men are under sentence for other misdeeds. Owner of the automobile which the pair had been accused of stealing was Everen Morris of Anaheim. The alleged theft took place last October 16. Vigil is under sentence to San Quentin for burglary, stealing an automobile and passing a bogus check, and Martinez is serving one year in county jail for complicity in the check offense. Safety Council The assumption is made that an effective treatment of a patient is predicated upon adequate preliminary diagnosis of the cause or causes of the malady. Our traffic body is a sick patient with evidences of many chronic disorders. As in the history of all scientific development in the treatment of physical and social ills, our traffic disorders have been subjected to "cures" which run the range from witchcraft to the threshold of scientific analysis. This threshold of scientific diagnosis is the realm for productive effort in preventative and remedial research to establish valid cures for traffic disorders which the California Safety Council is attempting to foster. The science of safety has been applied in the construction of the automotive vehicle and the building of the roadways which it travels. The paradox is the disregard of applied science toward the improvement of the human element which is the keystone of the three basic elements in traffic. Roadways and vehicles alone are harmless until the human ingredient is added. Safety begins with individual controls and these controls are modified by the variables in individual limitations. To analyze these limitations in the individual and to interpret these limitations to the individual that he may modify his conduct within his capacity, is the fundamental approach to the improvement of safety practices in traffic. Policies and practices of organized groups for safety should operate within limited and defined objectives to avoid duplication and friction. The purposes of the California Safety Council include issuance of the driving privilege, and the enforcement of traffic responsibilities. A functional plan would be the support of a program involving the use of the scientific testing apparatus and motion photography of code violations. School instruction may be coordinated through the safety research organization of the University of California, and the state department of education, with the cooperation of the state motor vehicle department and highway patrol. Douglas Company Sets New Record In spite of the war boom in military aircraft, orders for commercial transports from airlines in the United States and foreign nations have broken all records in the last six months of 1939, the Douglas Aircraft company of Santa Monica announced this week. Since the first of June, 1939 orders for 82 modern airliners valued at approximately $10,000,-000 have been placed by the operators with Douglas. Most of these airplanes are 21-passenger, luxury transports and sleepers, of the type now in use on all transcontinental lines in this country and on most of the leading routes elsewhere, including the 9,500-mile line of the Royal Dutch Airline from Amsterdam, Holland, to Batavia, Java. In the first six months of 1939, Douglas delivered 37 ships of this type. Including the backlog, approximately 500 of the airliners have been built and sold. The entire 1938-39 year tern, California wound up an increase in number of tests and a slight decrease in admitures.
