THE CYCLONE CELLAR A breathing spell for tax weary citizens is promised in big display ads seen in national publications these days. They offer a haven with no sales tax, no inheritance tax, no nuisance taxes, no corporate income tax—and unrivaled in its appeal; no personal income tax. The Promised Land of little or no taxation is the State of Nevada. All a Californian needs to do, according to the come-hither ads, is cross the border, leaving his oppressive tax burdens behind. Reports submitted at the Senate Revenue and Taxation hearings at Sacramento show that California with substantial means are doing just that! "At one time California attracted people of large means who brought their wealth here with them and poured it into every channel of business and industry," reported C. A. Rogers, Santa Barbara supervisor. "But that situation has been exactly reversed." Supporting the statement, Rogers submitted records of hundreds of removals to Nevada. According to further facts presented at the hearings, not only are disproportionately high taxes driving large individual fortunes out of the State, but tax increases on California business—even without the proposed new personal income "At one time California attracted people who brought their wealth here with them and poured it into every channel of business and industry," reported C. According to further facts presented at the hearings, not only are disproportionately high taxes driving large individual fortunes out of the State, but tax increases on California business—even without the proposed new personal income tax, new severance taxes on natural resources, increased gas taxes and higher bank and corporation franchise taxes—are raising the tax load on California industry far above that of other States and setting heavy handicaps on California competition with out-of-state business. Nevada's new advertising campaign refers to that State as the "Cyclone Cellar of the Tax Weary". Significantly enough, it is launched at a time when California is confronted with hundreds of plans for new levies to meet a record breaking budget of over half a billion dollars. Most of us would prefer to see that budget pared to fit our ability to pay, if the alternative is driving more California industries and individuals away to hide in our neighbors "cyclone cellar." SAN QUENTIN'S DIMES By millions Californians responded to the "march of dimes" campaign to finance the scientific war of extermination against infantile paralysis. The buttons adorned business suits, overalls, silk dresses,ingham prints. Most of those millions do not know that one thousand six hundred and ninety-four "march of dimes" buttons were worn on the drab uniforms of men confined irr San Quentin prison. And most of the prisoners who did not contribute had no dime to give. It is a paradoxical world, in which men we shut away because of wrongs they have done to their fellows charitably join with free men to help clear away the walls of ignorance behind which we are all prisoners together. THE GOOD EARTH This is the week of return to the good earth. All over California, in spacious gardens, in modest bungalow plots, in window boxes of city apartments, eager (even though blistered!) hands are planting seeds of beauty. Fitting it is that the week in which the anniversary of the birth of Luther Burbank falls has grown by custom into a state-wide garden planting week: Arbor Day, commemorating his birthday, has grown into a real Arbor Week. All the world was enriched by that gentle genius of plant culture. His improvements of citrus and other fruits, of cereals and nuts, gave impetus to great industries. But flower lovers recall especially the wondrous beauty of his vast gardens, where 80,000 lilies were in full bloom at one time. Thousands of Californians, turning from worry and care to relaxation with trowel and spade, will understand, as Luther Burbank understood, the wisdom of Voltaire, who, at the end of a long life of bitter controversy, sighed: "The important thing is to cultivate one's garden". However, while being some friends at the San Francisco Fair, someone overheard a chance remark that I had attended the races only once and found them extremely boree, owing to the long period of between races. Government Now Pays Sales Taxes Retailers throughout California today were notified by the state board of equalization that, effective April 1. California’s retail sales tax will apply to all sales made to United States government agencies. In keeping with recent court decisions to the effect that, in legal contemplation, the tax is on the retailer although it may be passed on to the purchaser as a part of the price of the goods, the Board has adopted the following ruling: “The tax applies to receipts “How can I serve my family meals which are more appetizing, nutritious and interesting?” That is a question for which housewives all over America are constantly seeking answers.
