Congressman Harry Sheppard Tells of Activities in Current Congress
In a summarized report addressed to the citizens of San Bernardino, Riverside and Orange counties, Congressman Harry R. Sheppard outlined the activities of his office during the first six weeks of the 76th congress.
Heading the list of 38 bills introduced by Sheppard during the present session are HR11, the General Welfare act, now having public hearings before the ways and means committee; HR 3534, the California Indian Jurisdictional bill; HR 3533 to provide a veterans' hospital on the Mojave desert in San Bernardino or Riverside county; HR 3536, providing an excise tax on menthol in order to encourage California production of menthol; HR 3532, a Crop Insurance act; HR 2828, a War-Time Benefits bill; HR 2728, to add the San Juan Hot Springs to the Cleveland National forest and House Joint Resolution 143 to eliminate tax exempt securities and to eliminate exemptions to public office holders or employees on state or federal income taxes.
During the first six weeks of the session 21 veterans' cases were prepared and plead before the veterans' board of appeals, according to Sheppard's report.
"One of the most important problems of our district is that of forest fire and watershed protection, flood control and water conservation," said Sheppard. "I am disappointed in the fact that our program here in Washington in that respect is not moving as rapidly as I had hoped. We are doing everything possible to expedite the reports of the army engineers, which resulted from their preliminary surveys on Cucamonga, Deer creek, Whitewater river, San Jacinto river, Bautiste creek, Lyle creek, Watermau canyon, the Mojave river, Banning canyon and the Upper Santa Ana in general."
Representative Sheppard reported that San Antonio and Chino creek program authorized last session would require appropriation.
San Bernardino and the war department he would proceed to work for appropriation.
"During the 75th congress an appropriation was made available to the department of agriculture for survey and construction of upstream flood control," stated Sheppard. "I am determined that this type of federal assistance shall be allotted in an equitable manner and am opposed to certain attempts by Los Angeles groups to 'grab' an unfair proportion for Los Angeles county. This attempt has already been made and has been promptly stopped."
Sheppard said he would periodically issue a report on the status of problems affecting the district in congress and added, "I welcome advice from the people of our district on any and all problems of the day. Through constructive criticism and cooperation the welfare of our district and people can be best looked after."
