Congressman Sheppard Reports on Status of Flood Control Program Congressman Harry R. Sheppard this week forwarded to boards of supervisors and mayors in Orange, San Bernardino and Riverside counties a detailed report on the 19th congressional district flood control program. The report dealt with the permanent, long-time flood control construction program as well as the emergency program. Status of the Orange county $15,000,000 flood control program was sketched. The congressman revealed that the present war department civil appropriations bill authorizes $1,500,000 to start construction on the Prado dam and the project in general. "If $1,500,-000 is not sufficient to carry on this work... during the coming fiscal year I have the assurance of the war department engineers that sufficient funds will be made possible through transfer from less emergent projects. This alleviates the fear that sufficient progress will not be made on the Orange county project during the coming year," Sheppard said. Sufficient money for the survey was authorized by congress, but the entire amount has not been appropriated. The survey is expected to be completed during the current year. The preliminary surveys will be submitted to the rivers and harbors board of the war department who in turn passed upon them and determined whether a final survey is desirable. The board expected to determine which streams in Riverside and San Bernardino counties shall receive final and complete surveys in August and September. "The final surveys will probably require a four to six-month period of work, which means they should be in a position to request authorization from congress for permanent construction under the war department. The final stage then will be to have included, following authorization, an appropriation in the war department civil appropriations bill in the spring of 1939 sufficient funds to actually start permanent construction in San Bernardino and Riverside counties," Sheppard said. The congressmen urged the boards of supervisors and mayors of all cities form a united front against the problem of flood control. The emergency problem is one of obtaining federal assistance for repair damage to the present flood control facilities caused by a recent disaster, the report said. The only available federal assistance for emergency work is through Works Progress administration. "We are at the present time hoping to have enacted into law a bill which will provide certain emergency funds for unrestricted use." Holden of Anaheim has formally announced his candidacy for the office of district attorney of Orange county. Holden has been associated with the law firm of McFadden & Holden for the past 14 years, 12 years of which he has been city attorney of Anaheim. "I feel that I can give Orange county that high type of service to which it is entitled in the administration of the office of district attorney," said Holden in making his announcement. has formally announced his candidacy for the office of district attorney of Orange county. He is a member of Anaheim post of the American Legion, a past exalted ruler of the Elks club, a past president of the Lions club, and a member of other civic organizations. He resides in Anaheim, where he and his family own their home. Santa Ana Resident is Burned to Death Enveloped in a mass of flames when gasoline fumes on her clothing were ignited by a stove, Mrs. A. Dorsey Clayton, 49, of Santa Ana, was fatally burned shortly after noon Friday. She died at one o'clock Saturday morning. Mrs. Dorsey had been cleaning clothes in the garage when she went into the kitchen to examine food she was cooking. She suffered first, second and third degree burns. Legion Committee Plans Big Barbecue Plans to establish a fund for disaster relief and for annual Armistice day celebrations were revealed late last week by the new Orange county American Legion disaster relief commission. A barbecue and picnic will be held Sunday, May 29, at Sycamore camp grounds in Santa Ana canyon.
