While the post offices are not permitted to give out addresses, mailing lists may be corrected as often as desired by patrons at a cost of 1c per name with a minimum of 25c each time. "16. The final subject will be fourth class or parcel post. This feature provides for the transportation of merchandise to all post offices in the country and also under different rates to foreign countries. The domestic weight limit is 70 lbs. while for foreign countries it varies from country to country. "Now as to helpful suggestions for use of parcel post the post office requires a return address including name of sender as well as address. It is requested that address be on but one side of package so that postal notations for special delivery, special handling, etc., which are available for parcel post will not be overlooked by postal employees. Insurance is available and its use is recommended strongly by the department as otherwise no restitution pencil on one side of the wrapping of the package. "One point of slight friction with the public in postal service pertains to the sending of parcel post which I feel calls for explanation. The clerk is required to ask two questions on each package presented at the window. If he neglects this requirement he is sooner or later in trouble or out of pocket or both. The two questions are: (1) What is the contents of the package? Why must he do this? How else is he to know whether or not the package contains prohibited matter for domestic or foreign parcel post? If he does not ask the question and trouble is caused by prohibited matter the blame travels back to the clerk who received it. Next comes the sending of liquids which will damage other mail with which it travels if the container breaks. Certain rules apply to packing liquids. If the inquiry as to contents is not made, correct packing cannot be verified for liquids. In regard to fragile articles the same situation exists. They are not to be sent in the mails unless packed for reasonable protection. On the other hand, some woman brings in a package for mailing and when asked what the contents are mentions some intimate undergarment that causes confusion all around. Wearing apparel as an answer under such circumstances will suffice for all mailing purposes. and inquiry is whether the package contains a written message; the nature of personal correspondence. If it does, it makes a whole package subject to first class postage and involves a clerk who receives it in criticism if he has made no inquiry about the matter. A letter, carry first-class postage with the rate may be fastened to the package and travel with the pack without any increase in payment rate, but must not be retained within the parcel post package. The exception to the rule is that parcel post may contain an invoice or bill and still at 4th class rates.
